A freight integer linear programming model under fog computing and its application in the optimization of vehicle networking deployment.

Источник пометил публикацию как отозванную

The increase in data amount makes the traditional Internet of Vehicles (IoV) fail to meet users' needs. Hence, the IoV is explored in series. To study the construction of freight integer linear programming (ILP) model based on fog computing (FG), and to analyze the application of the model in the optimization of the networking deployment (ND) of the IoV. FG and ILP are combined to build a freight computing ILP model. The model is used to analyze the application of ND optimization in the IoV system through simulations. The results show that while analyzing the ND results in different scenarios,

Building emergency public information structures for response: Lessons learned from New York City.

For an effective response, emergency public information operations should be structured to facilitate the provision of timely, accurate, accessible information to the public. A frequent challenge in building a public information structure is identifying the potential staff to allow the operation to get big enough, fast enough. A plan for managing public information operations should define roles to fulfil basic functions (responding to media enquiries, writing materials, disseminating information, media and social media monitoring, community engagement and identifying and addressing rumours).

Building resilient urban drainage systems by integrated flood risk index for evidence-based planning.

Urban flooding poses a significant risk to cities worldwide, exacerbated by increasing urbanization and climate change. Effective flood risk management requires comprehensive assessments considering the complex interaction of social, economic, and environmental factors. This study developed an innovative Urban Flood Risk Index (FRI) to quantify and assess flood risk at the sub-catchment level, providing a tool for evidence-based planning and resilient infrastructure development. This study integrates Geographic Information System (GIS), Storm Water Management Model (SWMM), Analytic Hierarchy P

The effect of urban geometry on mean radiant temperature under future climate change: a study of three European cities.

Future anthropogenic climate change is likely to increase the air temperature (T(a)) across Europe and increase the frequency, duration and magnitude of severe heat stress events. Heat stress events are generally associated with clear-sky conditions and high T(a), which give rise to high radiant heat load, i.e. mean radiant temperature (T(mrt)). In urban environments, T mrt is strongly influenced by urban geometry. The present study examines the effect of urban geometry on daytime heat stress in three European cities (Gothenburg in Sweden, Frankfurt in Germany and Porto in Portugal) under pres

Car free cities: Pathway to healthy urban living.

BACKGROUND: Many cities across the world are beginning to shift their mobility solution away from the private cars and towards more environmentally friendly and citizen-focused means. Hamburg, Oslo, Helsinki, and Madrid have recently announced their plans to become (partly) private car free cities. Other cities like Paris, Milan, Chengdu, Masdar, Dublin, Brussels, Copenhagen, Bogota, and Hyderabad have measures that aim at reducing motorized traffic including implementing car free days, investing in cycling infrastructure and pedestrianization, restricting parking spaces and considerable incre

Meaningful Action: Evaluating Local Government Plans to Affirmatively Further Fair Housing in California.

A 2018 California law requires local governments to affirmatively further fair housing (AFFH) in their General Plan's housing element. This paper examines how eight municipalities reacted to this requirement in three areas of their 2021 plans: the analysis of fair housing issues, proposed fair housing programs, and the location of sites identified for low-income housing development. We consider whether these cities' over 200 fair housing programs are meaningful actions by evaluating their potential impact, and measure the distribution of proposed sites for new low-income housing across neighbo

Age-Friendly Portland: a university-city-community partnership.

This article addresses the question of how creating an age-friendly city has come to be an important policy and planning issue in Portland, Oregon. In 2006, researchers from Portland State University's Institute on Aging examined the meanings of age friendliness among a broad range of participants in Portland, Oregon. The research was conducted in conjunction with the World Health Organization's (WHO) Age-Friendly Cities project and followed the completion of two earlier non-WHO-related projects. The city of Portland, through the Institute on Aging, was one of nine original members to apply fo

Epidemiological Characteristics and Spatial-Temporal Clusters of Mumps in Shandong Province, China, 2005-2014.

Mumps presents a serious threat to public health in China. We conducted a descriptive analysis to identify the epidemiological characteristics of mumps in Shandong Province. Spatial autocorrelation and space-time scan analyses were utilized to detect spatial-temporal clusters. From 2005 to 2014, 115745 mumps cases were reported in Shandong, with an average male-to-female ratio of 1.94. Mumps occurred mostly in spring (32.17% of all reported cases) and in children aged 5 to 9 (40.79% of all reported cases). The Moran's I test was significant and local indicators of spatial autocorrelation (LISA

When bioterrorism strikes: communication issues for the local health department.

Public health preparedness is a multifaceted planning process that becomes grounded in a response plan and in effective communications, internal and external. This article describes an incident when the presence of anthrax spores was detected in a postal facility within Kansas City, Missouri, and discusses the communications issues faced by the Kansas City Health Department (KCHD). This incident provided the KCHD the first opportunity to operationalize its Incident Management System-based response plan. However, accompanying its implementation were unforeseen issues related to both internal an

The City of Penticton's comprehensive approach to wildfire risk reduction.

From 2017 to 2023, British Columbians experienced four record-breaking wildfire seasons, resulting in reduced air quality, mass evacuations and the destruction of homes, properties and livelihoods. Wildfire risk reduction is vital to breaking the sequence of disaster that has befallen such communities as Kelowna, BC in 2003, Ft. McMurray, AB in 2016, and Lytton, BC in 2021. As the City of Penticton ('the City') is located in a wildfire-prone environment, its Fire Department, FireSmart Team and Emergency Program have worked closely together to facilitate a proactive and comprehensive approach t

Building adaptive capacity of US Gulf Coast city practitioners to extreme weather events.

Building city practitioners' capacity to prepare for and respond to climate change-driven events can increase coastal cities' resilience. We conducted a first-of-its-kind mixed methods research project from 2021 to 2023 with 46 US Gulf Coast small and midsize cities to measure the effectiveness of an adaptive capacity-building intervention: a stormwater planning tool called FloodWise Communities (FWC) deployed through the engagement between researchers and practitioners in each city. City practitioners were surveyed preintervention and postintervention between September 2021 and December 2022.

Integrating soil organic carbon loss into building life cycle assessment and urban planning: implications for urban sustainability practice.

Urban expansion depletes soil organic carbon (SOC) stocks through topsoil disturbance, removal, and sealing, contributing to carbon emissions and climate change. However, SOC considerations are largely absent from urban sustainability practice. This study integrates SOC loss into two distinct assessment domains-urban planning and building life cycle assessment (LCA)-to evaluate its magnitude at both the urban and building levels and investigate potential pathways to mitigate it. At the urban level, a business-as-usual urban expansion scenario for Auckland, New Zealand, is modelled and compared

Traffic signal phasing at intersections to improve safety for alcohol-affected pedestrians.

Alcohol-affected pedestrians are among the highest-risk groups involved in pedestrian casualty crashes. This paper investigates the opportunities to use a modified form of traffic signal operation during high-risk periods and at high-risk locations to reduce alcohol-affected pedestrian crashes and the severity of injuries that might otherwise occur. The 'Dwell-on-Red' treatment involves displaying a red traffic signal to all vehicle directions during periods when no vehicular traffic is detected, so that drivers approach high-risk intersections at a lower speed than if a green signal were disp

Urban heat stress and health: A systematic literature review of dimensions and indicators for planning and design.

In recent years, extreme temperatures have gained significant attention in urban studies, leading to the search for various adaptation and mitigation measures. While many studies employ heat-related indicators to assess climate-related health impacts, a better understanding of the multi-dimensional nature of these indicators can enhance their integration into urban policies, planning and design. This research aims to examine various dimensions of urban heat stress in built environments, using a systematic review of scientific articles (n = 146) and consequently, establishing a framework for ef

Automatic Registration of Homogeneous and Cross-Source TomoSAR Point Clouds in Urban Areas.

Building reconstruction using high-resolution satellite-based synthetic SAR tomography (TomoSAR) is of great importance in urban planning and city modeling applications. However, since the imaging mode of SAR is side-by-side, the TomoSAR point cloud of a single orbit cannot achieve a complete observation of buildings. It is difficult for existing methods to extract the same features, as well as to use the overlap rate to achieve the alignment of the homologous TomoSAR point cloud and the cross-source TomoSAR point cloud. Therefore, this paper proposes a robust alignment method for TomoSAR poin
