[Errors and difficulties in the assessment of severely handicapped and blind persons].

The assessment of ophthalmological examination reports in social law is usually based on subjective statements by the petitioner made towards his ophthalmologist. Insufficient consideration of objective results as well as the limited experience of the officials in charge may lead to errors. An analysis of patients for consideration as legally blind in Baden, Germany, between 1980-1999, based upon 2,265 doubtful applications resulted in 33.3% false estimates by the patient's ophthalmologist. The reason, in the vast majority of cases, was misjudgment involving visual field defects or even missin

Development of Patient-Centered Disability Status Questions to Address Equity in Care.

BACKGROUND: Patients with disabilities experience disparities in accessing and receiving high-quality health care services as compared to patients without disabilities. To address the disparities, health care organizations need to identify which of their patients have disabilities to track quality of care and provide appropriate health care accommodations. To date, no evidence-based sets of disability questions exist that serve these purposes. A study was conducted to identify patient-centered disability questions for health care organizations to determine which patients require health care ac

National burden of disabilities in Bangladesh and its socio-demographic correlates: A 2021 cross-sectional analysis.

Disability remains an important public health and social challenge, particularly in low- and middle-income countries (LMICs), including Bangladesh. However, nationally representative evidence on its burden, distribution, and associated factors remains limited. This study estimated the national prevalence and patterns of disability in Bangladesh and examined their sociodemographic correlates. This cross-sectional study analysed data from 155,025 participants in the 2021 National Survey on Persons with Disabilities (NSPD). Disability status (yes or no) was the primary outcome. Explanatory variab

Measuring Quadriceps strength in adults with severe or moderate intellectual and visual disabilities: Feasibility and reliability.

BACKGROUND: A feasible and reliable instrument to measure strength in persons with severe intellectual and visual disabilities (SIVD) is lacking. The aim of our study was to determine feasibility, learning period and reliability of three strength tests. METHODS: Twenty-nine participants with SIVD performed the Minimum Sit-to-Stand Height test (MSST), the Leg Extension test (LE) and the 30 seconds Chair-Stand test (30sCS), once per week for 5 weeks. Feasibility was determined by the percentage of successful measurements; learning effect by using paired t test between two consecutive measuremen

Measuring public discomfort at meeting people with disabilities.

The discomfort reported by the general public at the prospect of personal contact with marginalised groups is an expression of the stigma they experience. This has been widely studied in relation to ethnic minorities and immigrants but less so for persons with disabilities. A national survey with a representative sample of over 1100 Irish adults provided an opportunity to examine reported discomfort with persons who had different impairments, including mental health conditions, with four other minority groups. Moreover, the personal and situational variables associated with expressions of disc

What types of jobs do people with disabilities want?

INTRODUCTION: Do non-employed people with disabilities want to work, and if so, what types of jobs do they want? Researchers seeking to explain the low employment rate among people with disabilities have focused primarily on skill gaps, employment disincentives from disability income, accommodation mandates, and (to a lesser extent) employer attitudes and unwelcoming corporate cultures. There has been little attention paid to the attitudes of non-employed people with disabilities. METHODS: This paper uses the 2006 General Social Survey, a representative national survey of US adults that has d

Assessment of prison life of persons with disability in Ghana.

BACKGROUND: Persons with Disabilities (PWDs) are a unique group that are often overlooked in many developing countries due to systemic weaknesses, lack of political commitment and inadequate support from government and non-governmental agencies. The population of these individuals is however steadily on the increase and currently corresponds to 15 % of the world population. Although much data exist on lifestyle and conditions of prisoners with disabilities in the western world, scanty information is available in Africa. In Ghana, there is insufficient data on the occurrence and social characte

Optimizing classroom environments for visually impaired school children a scoping review protocol.

Creating a universal and supportive learning environment is essential for the holistic education development of visually impaired school children. However, inadequate infrastructure, limited access to specialized tools, and a shortage of skilled teachers may contribute to lower self-confidence and academic performance. This underscores the necessity for specific guidelines and recommendations to address an optimal classroom setting that is tailored to their visual needs. In this paper, a scoping review protocol is introduced, utilizing the framework proposed by Arksey and O'Malley (2005), to a

A Comparative Study in Real-Time Scene Sonification for Visually Impaired People.

In recent years, with the development of depth cameras and scene detection algorithms, a wide variety of electronic travel aids for visually impaired people have been proposed. However, it is still challenging to convey scene information to visually impaired people efficiently. In this paper, we propose three different auditory-based interaction methods, i.e., depth image sonification, obstacle sonification as well as path sonification, which convey raw depth images, obstacle information and path information respectively to visually impaired people. Three sonification methods are compared comp

AI-Assisted Vision Alarming System for Blind and Vision- Impaired People.

Navigating through everyday environments, like walking down a sidewalk, which many people often take for granted, is a difficult task for millions of people with vision impairments since it involves sophisticated object detection, depth perception, and situational awareness, all working seamlessly to guide a person through complex surroundings. Many current assistive devices for vision-impaired people are either expensive, information-overabundant, or missing critical information. This paper details our Vision Alarming System (VAS), which can improve the safety for blind and vision-impaired pe

Update on Epidemiologic Trends in Causes of Childhood Blindness and Severe Visual Impairment in East Africa.

OBJECTIVE: The initiative 2030 In Sight and the International Agency for the Prevention of Blindness have developed a plan to mitigate the global burden of preventable sight loss. One priority of this initiative is obtaining population eye health data. East Africa is a region that has historically been plagued by high rates of vision loss, and it is imperative to understand what causes are at play. Two large cross-sectional studies were previously published in 1995 and 2009, reporting the causes of childhood blindness (BL) and severe visual impairment (SVI) in East Africa. An update regarding

Multi-Sensor Data Fusion Solutions for Blind and Visually Impaired: Research and Commercial Navigation Applications for Indoor and Outdoor Spaces.

Several assistive technology solutions, targeting the group of Blind and Visually Impaired (BVI), have been proposed in the literature utilizing multi-sensor data fusion techniques. Furthermore, several commercial systems are currently being used in real-life scenarios by BVI individuals. However, given the rate by which new publications are made, the available review studies become quickly outdated. Moreover, there is no comparative study regarding the multi-sensor data fusion techniques between those found in the research literature and those being used in the commercial applications that ma

Clinical blindness in conjunction with childhood bacterial meningitis.

Although rarely reported, bilateral loss of vision is a severe complication of childhood bacterial meningitis. We assessed its frequency in five prospective treatment trials performed in Europe, Latin America, and Angola in 1984-2017. Course of illness, follow-up findings, and child's sight were recorded. Sight was examined at discharge, and conditions permitting, also at 1-3 months post-hospitalization and in Angola on hospital day 7. Experienced pediatricians diagnosed clinical blindness if the child did not make eye contact, did not blink or move the eyes, or remained unresponsive to bright
