[Implementation of Tobacco Control Strategies in Psychiatric Institutions for Children and Adolescents: an Online Survey of Leading Staff Members].

OBJECTIVE: Tobacco control measures are relevant also in child and adolescent psychiatric institutions and their implementation in Germany will be assessed in this study. METHODS: In an online survey, n=78 leading staff members responded to standardized questions assessing how smoking in patients was dealt in such institutions. RESULTS: The majority of institutions (70-87%) had smoking bans in the psychiatric clinic buildings and premises. Depending on the type of psychiatric ward, exceptions were in place in the form of a designated smoking area (38%), smoking pavilion (19%), or when patien

De-normalizing smoking in urban areas: Public smoking bans and smoking prevalence.

The effectiveness of command-and-control policies related to tobacco use has been studied in high-income countries. Still, there is limited evidence of their effects in low and middle-income countries. We explore the case of Colombia, a country that introduced a business-supported smoking ban in bars and restaurants and all public indoor spaces in 2010. This paper investigates the effect of smoking bans in bars and restaurants on smoking prevalence in Bogotá, Colombia. In this paper, we use the matching with triple-differences technique in analyzing household consumption data from the 2007 and

Secondhand smoke and smoking restrictions in casinos: a review of the evidence.

OBJECTIVE: There is no safe level of secondhand smoke (SHS) exposure. Most US casinos continue to allow smoking, thus exposing workers and patrons to the hazards of SHS. This paper reviews the scientific literature on air quality, SHS exposure, health effects and economic outcomes related to SHS and smoking restrictions in casinos, as well as on smoking prevalence among casino patrons and problem gamblers. DATA SOURCES: Peer reviewed studies published from January 1998 to March 2011. DATA SYNTHESIS: Evidence from air quality, biomarker and survey studies indicates that smoking in casinos is

Birthdate-based commercial tobacco sales restrictions: will 'tobacco-free generation' policies advance or delay the endgame?

Endgame thinking means transitioning from merely trying to 'control' the tobacco epidemic to developing plans and measures to bring it to an end within a specific time, by changing the underlying dynamics that have created and perpetuated it for more than a century. Among the innovative policies characterised as 'endgame' policies are so-called 'tobacco-free generation' or 'smoke-free generation' policies, which prohibit sales of some or all tobacco products to individuals born on or after a particular date. Such birthdate-based sales restrictions (BSR) have intuitive appeal, largely because t

Tobacco-Free Schools in Practice: Policy Presence and Enforcement in Baltimore Schools.

Background: School-based tobacco control policies are critical for preventing youth tobacco use. While many districts adopt formal policies to create smoke- and vape-free environments, the degree to which these policies are enforced at the school level may vary, influencing their effectiveness. Little is known about how consistently such policies are implemented across schools within urban school districts. Objectives: This study aimed to examine the existence and enforcement of school-level tobacco control policies in an urban public school system, using Baltimore City schools as a case examp

The use of a policy adoption and implementation model to advance a smokefree multi-unit housing ordinance in a large city in California, USA.

Local development, adoption, and implementation of tobacco-related ordinances is an intricate but instrumental process that can contribute to the reduction of smoking prevalence and exposure to secondhand smoke. Since 2004, the Tobacco Control and Prevention Program in Los Angeles County has supported and provided technical assistance to 50 cities to initiate and complete policy campaigns that successfully led to the adoption of over 100 tobacco-related policies, including 20 smokefree multi-unit housing (MUH) ordinances. The program has been able to achieve these results through its partnersh

Deconstructing myths, building alliances: a networking model to enhance tobacco control in hospital mental health settings.

Life expectancy for people with severe mental disorders is up to 25 years less in comparison to the general population, mainly due to diseases caused or worsened by smoking. However, smoking is usually a neglected issue in mental healthcare settings. The aim of this article is to describe a strategy to improve tobacco control in the hospital mental healthcare services of Catalonia (Spain). To bridge this gap, the Catalan Network of Smoke-free Hospitals launched a nationwide bottom-up strategy in Catalonia in 2007. The strategy relied on the creation of a working group of key professionals from

Tobacco-free generation: reflecting on progress globally and its potential feasibility in India.

Tobacco-free generation (TFG) policies, also conceptualised as smoke-free or nicotine-free generation in some geographies, envision the elimination of tobacco use initiation by preventing tobacco sales to generations born after a specified birth date. This cohort-based policy approach eventually aims to phase out tobacco use. This paper defines TFG, reviews its international developments and explores the feasibility of the TFG policy approach in India, considering the country's federal governance structure with health as a state responsibility, within a national policy framework. Our review su

Violence in mental health settings: A systematic review.

The introduction of smoke-free policies is increasingly common in mental health settings, to improve health. However, a barrier to implementing smoke-free polices is staff concern that violence will increase. We conducted a systematic review comparing the rates of violence before and after the introduction of smoke-free policies in mental health settings. Two authors searched major electronic databases. We included studies reporting the prevalence of violence (verbal and/or physical or combined) before and after the introduction of a smoke-free policy in a mental health, forensic, or addiction

Impact of smoking bans and other smoking cessation interventions in prisons, mental health and substance use treatment settings: A systematic review of the evidence.

ISSUES: We conducted a systematic review to examine whether smoking bans alone are effective in achieving smoking cessation in people released from prison, and patients discharged from mental health or substance use settings. APPROACH: We searched health, criminology and social science databases. Detailed search strings were used to combine terms related to smoking bans and cessation interventions in prison, mental health and substance use treatment settings. We used backward and forward snowballing and manual hand searching to find additional studies. Studies were included if they: were publ

Impact of public smoking bans on children's exposure to tobacco smoke at home: a systematic review and meta-analysis.

BACKROUND: Meta-analysis of the impact of public smoking bans on children's exposure to secondhand smoke (SHS) exposure at home. METHODS: The electronic databases of PubMed, Web of Science, PsycINFo, ASSIA, CINAHL were searched. German public health journals not captured by these databases and grey literature were considered in addition. Studies were included when they reported children's SHS exposure at home in relation to smoke-free legislation by measuring exposure before and after the introduction of a public smoking ban. Studies had to provide results on exposure prevalences of children

Systematic Review of Factors Influencing Smoking Following Release From Smoke-Free Prisons.

INTRODUCTION: Given the current proliferation of prison smoke-free policies internationally, and the multiple benefits of continued smoking abstinence for correctional populations, improved understanding of factors influencing postrelease smoking abstinence is required to inform support strategies aimed at individuals exiting smoke-free prisons. METHODS: We systematically searched health, social science, and criminal justice databases for studies relating to smoking behaviors among people released from smoke-free prisons. Studies were included if: they were published between January 1, 2000 a

Exposure to environmental tobacco smoke in non - smoking adults in Israel: results of the second Israel biomonitoring survey.

BACKGROUND: Exposure to environmental tobacco smoke (ETS) increases the risk of heart and respiratory disease, cancer, and premature mortality in non-smoking individuals. Results from the first Israel Biomonitoring Study in 2011 showed that over 60% of non-smoking adults are exposed to ETS. The purpose of the current study was to assess whether policies to restrict smoking in public places have been associated with reductions in exposure to ETS, and to examine predictors of exposure. METHODS: We analyzed urinary cotinine and creatinine concentrations in 194 adult participants in the National

Smoke-free signage in public parks: impacts on smoking behaviour.

OBJECTIVE: Behavioural interventions, such as smoke-free signage, are used to support air quality in public outdoor spaces that are not protected by a smoke-free policy, such as states with preemptive clause legislation. However, there is little evidence of the effectiveness of these interventions. This paper is an evaluation of whether smoke-free signage posted in public parks altered smoking behaviours of park patrons. METHODS: A time-series quasi-experimental design was used. Cigarette butts were collected at the same day and time every week in ten amenities within four parks in 2011. Each

Initial leadership concerns and availability of tobacco cessation services moderate changes in employee-reported concerns about tobacco-free workplace policy implementation over time.

Tobacco-free workplace policies (TFWPs) are underused evidence-based interventions that reduce the elevated use of tobacco among substance use treatment center (SUTC) employees and patients. SUTC employees' anticipated concerns about stakeholder pushback are barriers to TFWP adoption. Examination of discrepancies between anticipated and actualized employee-reported TFWP concerns arising from coworkers, patients, and community members in the context of leadership concerns and tobacco cessation care availability for employees may inform strategies to increase TFWP uptake. This study analyzed cha

Creating Smoke-Free Multi-Unit Housing as a Strategy to Improve Health Outcomes Among Vulnerable Populations.

Despite decades of progress in tobacco control, exposure to secondhand smoke (SHS) remains a persistent public health issue. Low-income communities and communities of color continue to experience high smoking rates and limited protection from smoke-free policies, contributing to disproportionate rates of disease. Guided by the Health Equity Framework, this study examined SHS exposure and support for smoke-free housing among households with vulnerable members, such as young children, older adults, and individuals with chronic conditions. Youth were trained in data collection methods and adminis

Experiences of policy-advisors in capacity, opportunity and motivation for implementing local tobacco control.

INTRODUCTION: Due to decades of decentralisation of public health policies, local governments have been given increased tobacco control responsibilities across European countries. Previous studies suggest that implementing local tobacco control policies is not without challenges (e.g., lack of resources and enforcement capabilities). This study investigates the policy implementation of both smoke-free environments and smoking cessation support services by local public health professionals in the Netherlands. METHOD: We interviewed 24 officials of regional public health departments about the b

Impact of institutional smoking bans on reducing harms and secondhand smoke exposure.

BACKGROUND: Smoking bans or restrictions can assist in eliminating nonsmokers' exposure to the dangers of secondhand smoke and can reduce tobacco consumption amongst smokers themselves. Evidence exists identifying the impact of tobacco control regulations and interventions implemented in general workplaces and at an individual level. However, it is important that we also review the evidence for smoking bans at a meso- or organisational level, to identify their impact on reducing the burden of exposure to tobacco smoke. Our review assesses evidence for meso- or organisational-level tobacco cont
