Cross-informant agreement between caregivers and teachers for prosocial behavior across child welfare settings.

Healthy social functioning has been a growing focus for understanding children's positive development and well-being. Despite the flexibility and cost-effectiveness of behavior rating scales, there has been a rising issue of concern in both practice and research applications regarding rating scales and its low cross-informant agreement. The present study aimed to analyze the extent to which caregivers and teachers agree about children's prosocial behaviors, identify whether there were differences in the degree of agreement across child welfare settings, and ultimately offer recommendations for

Learning from child welfare staff experiences during the pandemic: Practices to maintain and discontinue.

BACKGROUND: The COVID-19 pandemic led to multiple changes in the ways child welfare agencies operate. Child protection agencies had to make rapid changes that impacted where and how staff operate. Minimal research has examined child welfare workers' views of these practices. OBJECTIVE: This qualitative study seeks to understand CPS workers' perspectives regarding practices utilized during the pandemic. Staff provided input into practices they found beneficial and hope to see maintained and those they hope to see discontinued. PARTICIPANTS AND SETTING: The full study involved 267 staff member

Assessing risk of commercial sexual exploitation among children involved in the child welfare system.

The objective of this study was to assess item characteristics indicative of the severity of risk for commercial sexual exploitation among a high-risk population of child welfare system involved youth to inform the construction of a screening tool. Existing studies have discerned factors that differentiate Commercial Sexual Exploitation of Children (CSEC) victims from sexual abuse victims, yet no research has been conducted to discriminate which items in a high risk population of youth are most predictive of CSEC. Using the National Survey of Child and Adolescent Well-Being (NSCAW) cohorts I a

Reducing maltreatment recurrence through home visitation: A promising intervention for child welfare involved families.

Maltreatment of children is a key predictor of a range of problematic health and developmental outcomes. Not only are affected children at high risk for recurrence of maltreatment, but effective interventions with known long term impact are few and limited. While home visiting is one of the most tested secondary prevention models for improving parenting, its primary focus on young primiparous mothers underemphasizes one of the most important risk groups: child welfare involved multiparous mothers. This study's focus is a randomized controlled trial of Healthy Families New York that included a

From dependency to child maltreatment? Changing frames in U.S. newspaper coverage of welfare policy.

INRODUCTION: Prior research has extensively documented dependency framing in welfare discourse during the mid-to-late twentieth century, but less is known about whether this framing persists in more recent periods. This study examines U.S. newspaper discourse on social welfare during three periods marking key welfare and child welfare policy shifts: 1994-1996 (welfare reform), 2016-2018 (child welfare reform), and 2021-2023 (post-pandemic). METHODS: We randomly sampled 40 ProQuest-indexed newspaper articles from each period (120 total) addressing welfare, child welfare, unemployment insurance

Associations Between Patterns of Sleep Disturbances and Mental Health Among Child Welfare-Involved Adolescents.

Background/Objectives: Sleep is an important biobehavioral process that supports child and adolescent health and development. However, many prior studies examining sleep and mental health have relied on total sleep scores, which may mask the heterogeneity of sleep disturbances. Youth exposed to childhood adversity are at increased risk for sleep disturbances and poor mental health, and thus it is important to examine the links between sleep and mental health within adversity-exposed samples, such as those involved with the child welfare system. Methods: This study used latent class analysis to

Agentic AI for Child Welfare Intake and Early Risk Identification: A Governance-Aware Framework.

Child welfare intake is the first point where someone raises a concern about a child, and the system receives the data and decides what to do next. Child welfare intake is where everything begins. The first few decisions taken here often shape the entire journey of a case. But in reality, this stage is messy, information comes in bits and pieces, decisions depend on individual judgment, and important details are sometimes missed. When this happens, vulnerable children may not receive the right attention at the right time. In this paper, we present a governance-aware conceptual framework and pr

Caregiver perceptions of a child welfare-based unconditional cash assistance program: A qualitative study.

BACKGROUND: Poverty-related needs are associated with child welfare involvement. Unconditional cash transfers are one mechanism to address these conditions, yet few child welfare systems have examined impacts for caregivers and families. We conducted a qualitative study within a randomized controlled trial to assess perceptions of, and the perceived impact of, a child welfare-based unconditional cash assistance program. METHODS: We conducted semi-structured interviews with 40 caregivers randomized to the trial's treatment arm. The intervention consisted of $500 monthly unconditional cash tran

Trends in substance use among child welfare-involved parents during the COVID-19 pandemic.

BACKGROUND AND OBJECTIVE: Parental substance use is a major risk factor for child maltreatment, but the impact of the COVID-19 pandemic on substance use among parents involved in child welfare is not well understood. This study aimed to examine substance use patterns in child welfare cases from 2019 to 2022. PARTICIPANTS AND SETTING: Female parents assessed for child abuse or neglect using administrative data from the Ohio Statewide Automated Child Welfare Information System (Ohio SACWIS). Substance types were recorded during the family assessment at case entry. METHODS: A retrospective obse

Promoting Health Equity for Children With Special Health Care Needs and Child Welfare Involvement.

Noah, an 18-month-old infant with trisomy 21, was brought to the emergency department for adenovirus bronchiolitis. He was found to meet criteria for severe malnutrition, and his medical team called Child Protective Services (CPS) with concern for neglect. He remained hospitalized for 1 month while a safe discharge was coordinated by the medical and CPS teams. Through this case, we explore racism as a root cause of discharge delays among children with special health care needs who interact with the child welfare system. Our discussion delves into the origins and consequences of racial dispropo

Scaling Up Housing Services Within the Child Welfare System: Policy Insights From Simulation Modeling.

OBJECTIVES: Housing insecurity and homelessness contribute to risk of maltreatment among one in five of the nearly 3.5 million children annually investigated for maltreatment in the United States. The Family Unification Program (FUP)-a federal initiative-connects inadequately housed families involved in child welfare with long-term rental subsidies to avoid foster placement. However, FUP remains understudied and underutilized with funding levels that serve only a fraction of eligible households. The present study uses system dynamics modeling to inform decision-making by testing policies for s

Alcohol and substance abuse identified during pregnancy: maternal morbidity, child morbidity and welfare interventions.

AIM: To study the relations between postnatal maternal morbidity, child morbidity and welfare interventions in families with prenatal alcohol or substance abuse. METHODS: A register-based longitudinal retrospective cohort study. The exposed cohort included 638 children born to 524 women followed-up during pregnancy for alcohol or substance abuse 1992-2001. Non-exposed children (n = 1914) born to control women were matched for maternal age, parity, number of foetuses, month of birth and delivery hospital of the index child. Perinatal and follow-up data of both cohorts were collected from natio

Substance abuse in pregnant women. Experiences from a special child welfare clinic in Norway.

BACKGROUND: Substance abuse during pregnancy may harm the foetus and can cause neonatal abstinence syndrome. Exposure to alcohol and other substances can influence the child for the rest of its life. A special child welfare clinic was set up in 1994 in Kristiansand, Norway, targeting pregnant women with substance abuse problems in the county of Vest-Agder. Pregnancy is not an indication for opioid replacement therapy in Norway, and one of the clinic's aims was to support the drug dependent women through their pregnancy without any replacements. The object of this paper is to describe concurren

Does Parents' Own History of Child Abuse Moderate the Effectiveness of the Promoting First Relationships® Intervention in Child Welfare?

To better understand how and for whom parenting intervention may improve family outcomes in child welfare services, we examined whether parents' own history of child abuse moderated the indirect effects of the Promoting First Relationships® (PFR) intervention on toddlers' secure base behavior via parental sensitivity. Parents ( N = 247) and their toddlers (10-24 months) involved with child protective services were randomized to PFR or a control intervention. Results showed that the PFR group demonstrated greater parental sensitivity at postintervention than the control group, which in turn led

A Randomized Controlled Trial of Promoting First Relationships® Program With Parent-Child Dyads Reunified After Child Welfare System Separation.

Promoting First Relationships® (PFR) is a 10-session, evidence-based home-visiting program adapted for reunified birth families. We conducted a randomized controlled trial involving 240 parent-child dyads (child age 1-5 years) who had been reunited after a prior child welfare system removal. Birth parents and their children were randomized to PFR or a resource and referral (control) condition following baseline assessment. Compared to prior trials, completion of the PFR intervention was low (57%). Intent-to-treat analyses revealed no statistically significant differences in parenting outcomes

Can coders abstract child maltreatment variables from child welfare administrative data and case narratives for public health surveillance in Canada?

BACKGROUND: Public health surveillance is essential to inform programs that aim to eradicate child maltreatment (CM) and to provide services to children and families. However, collection of CM data imposes a burden on child welfare workers (CWWs). This study assesses the feasibility of hiring coders to abstract the required information from administrative records and case narratives. METHODS: Based on a convenience sample of child welfare data from Manitoba, Canada, two coders abstracted information on 181 alleged CM cases. The coders completed a short web-based questionnaire for each case to

Understanding Changes in Child Welfare Service Needs in the United States: A Quarter-Century Perspective.

This study examined how caregivers and child welfare professionals reported service needs over 25 years, focusing on housing, legal, mental health, and substance use supports. Using three cohorts of the National Survey of Child and Adolescent Well-Being (1999-2024; N = 6,102), we estimated longitudinal multilevel logistic regression models to assess trends in reported service needs and associations with child, caregiver, and child welfare professional characteristics. Reported housing and legal needs declined modestly, while reported mental health and substance use needs increased. Caregivers

'There's a will, but not a way': Norwegian GPs' experiences of collaboration with child welfare services - a grounded theory study.

BACKGROUND: Adverse childhood experiences can have immediate effects on a child's wellbeing and health and may also result in disorders and illness in adult life. General practitioners are in a good position to identify and support vulnerable children and parents and to collaborate with other agencies such as child welfare services. There is a need for better integration of relevant services. The aim of this study is to explore GPs' experiences of the collaboration process with child welfare services. METHOD: This is a qualitative grounded theory study, with data consisting of ten semi-struct

Enhancing Permanency in Children and Families (EPIC): a child welfare intervention for parental substance abuse.

BACKGROUND: Across Ohio, parental substance abuse has contributed to a marked increase in the number of children in foster care. Children exposed to parental substance use have a higher likelihood of physical abuse and neglect, and consequently a variety of physical, psychological and cognitive problems. The Enhancing Permanency in Children and Families (EPIC) program is a collaborative effort between the Ohio State University College of Social Work, two county offices of the Ohio Department of Job and Family Services, two juvenile courts and local behavioral health agencies. The goal of EPIC

Emotional Maltreatment and Adolescent Depression: Mediating Mechanisms and Demographic Considerations in a Child Welfare Sample.

Emotional maltreatment is a risk factor for adolescent depression. Yet, it remains unclear whether commissions and omissions of emotional maltreatment (a) confer vulnerability via distinct mechanisms and (b) demonstrate similar risk across adolescent subpopulations. The present, multiwave study examined whether school engagement and peer relationships explain the depressive effects of distinct emotional maltreatment subtypes in an at-risk child welfare sample (N = 657; ages 11-14, AgeMean  = 12.49). The findings indicated that commission subtypes of emotional maltreatment predicted increasing
