Maryland Alcohol Sales Tax and Sexually Transmitted Infections: A Natural Experiment.

INTRODUCTION: Sexually transmitted infections are common causes of morbidity and mortality, including infertility and certain types of cancer. Alcohol tax increases may decrease sexually transmitted infection rates overall and differentially across population subgroups by decreasing alcohol consumption in general and prior to sex, thus decreasing sexual risk taking and sexually transmitted infection acquisition. This study investigated the effects of a Maryland increase in alcohol beverage sales tax on statewide gonorrhea and chlamydia rates overall and within age, gender, and race/ethnicity s

HTLV tax: a fascinating multifunctional co-regulator of viral and cellular pathways.

Human T-cell lymphotropic virus type 1 (HTLV-1) has been identified as the causative agent of adult T-cell leukemia (ATL) and HTLV-1-associated myelopathy/tropical spastic paraparesis (HAM/TSP). The virus infects between 15 and 20 million people worldwide of which approximately 2-5% develop ATL. The past 35 years of research have yielded significant insight into the pathogenesis of HTLV-1, including the molecular characterization of Tax, the viral transactivator, and oncoprotein. In spite of these efforts, the mechanisms of oncogenesis of this pleiotropic protein remain to be fully elucidated.

Differential Tax expression in HTLV type I-infected asymptomatic carriers.

tax gene expression in a family cluster of three HTLV-I-infected asymptomatic individuals was investigated. Two carriers had normal tax mRNA, Tax-specific humoral antibody, and cell-mediated immune (CMI) response. In one carrier who had only weak Tax-specific humoral and no Tax-specific CMI response, an abnormal Tax-related mRNA product was detected. This product was sequenced and found to consist of two exons derived from the LTR gag and pX regions. The abnormal mRNA has an ORF predicting a 17-kDa protein, the translation of which is initiated in the first exon. The presence of this protein,

Activation of the GM-CSF promoter by HTLV-I and -II tax proteins.

Production of granulocyte-macrophage colony-stimulating factor (GM-CSF) by normal T lymphocytes requires activation by antigen, mitogen or lectin, whereas T-cell lines transformed by human T-cell leukemia virus type I (HTLV-I) or type II (HTLV-II) constitutively produce high levels of GM-CSF. Using transient cotransfection assays, we demonstrate that introduction of the tax gene of either HTLV-I or HTLV-II is sufficient to activate GM-CSF promoter constructs in an unstimulated T-cell line. The GM-CSF 5' flanking sequences previously shown to be sufficient for GM-CSF induction following T-cell

Political economy analysis of health taxes (tobacco, alcohol drink and sugar-sweteened beverage): qualitative study of three provinces in Indonesia.

OBJECTIVE: Efforts to implement health tax policies to control the consumption of harmful commodities and enhance public health outcomes have garnered substantial recognition globally. However, their successful adoption remains a complex endeavour. This investigates the challenges and opportunities surrounding health tax implementation, with a particular focus on subnational government in Indonesia, where the decentralisation context of health tax remains understudied. DESIGN: Employing a qualitative methodology using a problem-driven political economy analysis approach. SETTING: We are coll

The pass-through of excise taxes to market prices of heated tobacco products (HTPs) and cigarettes: a cross-country analysis.

BACKGROUND AND OBJECTIVE: The market for heated tobacco products (HTPs) has grown markedly in recent years, and many governments have started to tax HTPs to regulate their use. To evaluate the impacts of HTP taxes on tobacco use behaviors and health consequences, we first need to assess if they effectively raise HTP prices in a tax system that also taxes cigarettes. This study jointly evaluates the pass-through of taxes to prices of HTPs and cigarettes. DATA AND METHODS: We use a unique database on statutory HTP and cigarette taxes and retail prices of Marlboro-branded heated tobacco units an

From shadow to sustainability: How informality, environmental taxes, and green innovation reshape carbon and biodiversity futures in the G7 countries.

The shadow economy remains a blind spot in climate-and-biodiversity policy. However, its interaction with fiscal and technological forces can significantly affect the success or failure of sustainability transitions. We propose a novel integrated framework that combines econometric models with deep learning to examine the role of the shadow economy, environmental taxes and green innovation on consumption-based CO2 emissions and biodiversity in the G7 countries. Using data from 1994 to 2020, the study employs Cross-sectionally Autoregressive Distributed-lag (CS-ARDL) and Fully Modified Ordinary

The alcohol industry, the tobacco industry, and excise taxes in the US 1986-89: new insights from the tobacco documents.

BACKGROUND: The UCSF Industry Documents Library has provided public health researchers with key insights into the organization of political activities in the tobacco industry. Much less is known about the alcohol industry. In the US, there is some existing evidence of cooperation between the two industries, particularly in areas where there are mutual interests and/or policy goals at stake. Efforts to raise excise taxes on tobacco and alcohol products are one such example. METHODS: We systematically searched the UCSF Industry Documents Library for data on alcohol industry actors and their pol

Evaluating Mongolia's Sugar-Sweetened Beverage Tax: A Cost-Effectiveness Analysis.

BACKGROUND: Mongolia has approved a tax of 20% on sugar-sweetened beverages (SSBs) to take effect in 2027, yet while prior work has assessed potential health impacts, no peer-reviewed study has evaluated its cost-effectiveness. OBJECTIVE: This study evaluates the cost-effectiveness of Mongolia's planned SSB tax by estimating its effect on health outcomes, healthcare costs, and changes in SSB consumption patterns. METHODS: Using a Markov cohort model, we project outcomes over 10-year, 20-year and lifetime horizons. The model incorporates changes in the prevalence of overweight and obesity, no

Differential impacts of cigarette tax increases on health equity in the United States.

OBJECTIVES: Our study investigates the health equity implications of higher cigarette taxes by examining the differential responses among various sociodemographic groups in the United States. STUDY DESIGN: Repeated observational study. METHODS: This study utilizes a nationally representative, cross-sectional dataset (n = 1,236,126) from the Tobacco Use Supplement to the Current Population Study (1992-2019). We employ a logistic regression model with two-way fixed effects analysis to examine the response of smoking participation to combined federal and state cigarette taxes, stratified by soc

NF-κB and MicroRNA Deregulation Mediated by HTLV-1 Tax and HBZ.

The risk of developing adult T-cell leukemia/lymphoma (ATLL) in individuals infected with human T-cell lymphotropic virus 1 (HTLV-1) is about 3-5%. The mechanisms by which the virus triggers this aggressive cancer are still an area of intensive investigation. The viral protein Tax-1, together with additional regulatory proteins, in particular HTLV-1 basic leucine zipper factor (HBZ), are recognized as relevant viral factors required for both viral replication and transformation of infected cells. Tax-1 deregulates several cellular pathways affecting the cell cycle, survival, and proliferation.

Lack of evidence for HTLV tax-rex DNA in motor neurone disease.

It has recently been claimed (Ferrante et al., 1995. HTLV tax-rex DNA and antibodies in idiopathic amyotrophic lateral sclerosis. J. Neurol. Sci. 129 (Suppl.) 140-144) that human T-lymphotropic virus (HTLV) tax-rex sequences are detectable in the peripheral blood mononuclear cells (PBMCs) of 40% of patients with motor neurone disease (MND). In an attempt to confirm this we employed a highly sensitive 'nested' polymerase chain reaction (PCR) assay, capable of detecting single molecules of HTLV proviral DNA, to look for tax-rex sequences in the PBMCs of 43 patients with MND. We were unable to de

Inflammatory polyarthropathy and bone remodeling in HTLV-I Tax-transgenic mice.

Transgenic mice carrying the tax gene of human T-cell lymphotropic virus type I displayed a high prevalence of arthropathy. The percentage of affected animals increased with age, reaching a peak of 43% at 20 months. Southern analysis of deoxyribonucleic acid (DNA) from tissue samples indicated that disease development was related to tax copy number. Histopathologic evaluation of the ankle joints disclosed deep erosion of the synovial lining, fibrous tissue proliferation together with angiogenesis, mononuclear cell infiltration, and activation of osteoclasts. Radiologic examination confirmed jo

Health taxes and universal health coverage in low- and middle-income countries: a scoping review of pathways, challenges and policy lessons.

BACKGROUND: Low- and middle-income countries (LMICs) face persistent challenges in achieving universal health coverage (UHC) due to limited financing and weak health systems, and the broader contribution of health taxes—despite their recognised public health and fiscal benefits—remains insufficiently synthesised. OBJECTIVE: This scoping review examines the role of health taxes in advancing UHC in LMICs, including their effects across UHC dimensions, implementation challenges and policy implications. Does the response to alcohol taxes differ across racial/ethnic groups? Some evidence from 1984-2009 Behavioral Risk Factor Surveillance System.

BACKGROUND: Excessive alcohol use remains an important lifestyle-related contributor to morbidity and mortality in the U.S. and worldwide. It is well documented that drinking patterns differ across racial/ethnic groups, but not how those different consumption patterns would respond to tax changes. Therefore, policy makers are not informed on whether the effects of tax increases on alcohol abuse are shared equally by the whole population, or policies in addition to taxation should be pursued to reach certain sociodemographic groups. AIMS OF THE STUDY: To estimate differential demand responses

Socioeconomic differences in the impact of prices and taxes on tobacco use in low- and middle-income countries-A systematic review.

There is indisputable evidence that increases in taxes that raise tobacco prices reduce tobacco use. Consumption taxes on manufactured tobacco products, however, can be regressive in socioeconomic status (e.g., when the ratio of tax paid to income is lower for higher-income groups than for lower-income groups). Nevertheless, if the poor or less educated are more price responsive, a change in tobacco tax may be progressive in socioeconomic status. Existing reviews clearly indicate that populations with lower income or education are more responsive to tobacco tax and price changes than higher-in

HTLV-1 Tax Tug-of-War: Cellular Senescence and Death or Cellular Transformation.

Human T cell leukemia virus type 1 (HTLV-1) is a retrovirus associated with a lymphoproliferative disease known as adult T cell leukemia/lymphoma (ATLL). HTLV-1 infection efficiently transforms human T cells in vivo and in vitro. The virus does not transduce a proto-oncogene, nor does it integrate into tumor-promoting genomic sites. Instead, HTLV-1 uses a random mutagenesis model, resulting in cellular transformation. Expression of the viral protein Tax is critical for the immortalization of infected cells by targeting specific cellular signaling pathways. However, Tax is highly immunogenic an

The Effect of Price and Tax Policies on the Decision to Smoke or Use Smokeless Tobacco in India.

This paper investigates the impact of cigarette prices on adults' smoking and smokeless tobacco (SLT) use initiation and cessation decisions in India from 1980 to 2017. We use individual-level data from the 2017 Global Adult Tobacco Survey (GATS) to recreate the smoking history of current or past adult tobacco users using self-reported data on the years of tobacco use, initiation, and cessation merged with historical data on cigarettes, bidis, and SLT product prices. To estimate the effect of price changes on smoking and SLT use transitions, we use a pooled linear model and propensity score ma
