Sterilization versus segregation: control of the 'feebleminded', 1900-1938.

This paper presents a model designed to contextualize studies of the specialized custodial mental handicap institutions which evolved in Britain and North America during the early decades of this century. The frame of reference adopted is the eugenics movement, and particularly the debate over sterilization vs segregation as the preferred means of controlling the breeding of the 'unfit'. The rise of farm colonies is seen as epitomizing the expression of eugenic ideologies in the social and physical landscapes. The geographical manifestation of eugenically-driven policy is illustrated in a case

The Degenerating Sex: Female Sterilisation, Medical Authority and Racial Purity in Catholic Brazil.

This article examines female sterilisation practices in early twentieth-century Rio de Janeiro, Brazil. It argues that the medical profession, particularly obstetricians and psychiatrists, used debates over the issue to solidify its moral and political standing during two political moments of Brazilian history: when the Brazilian government separated church and state in the 1890s and when Getúlio Vargas's authoritarian regime of the late 1930s renewed alliances with the Catholic church. Shifting notions of gender, race, and heredity further shaped these debates. In the late nineteenth century,

Choosing among possible persons: The ethics of prenatal selection in the postgenomic age.

The "spectre of eugenics" is often raised about various current reproductive practices that imply a form of choice between future possible persons. Some of these practices are linked to genetic technologies such as pre-implantation genetic diagnosis, others merely entail the choice of a procreator having specific traits, such as in artificial insemination with donor. The weight and limits of this reproof of eugenics are examined, with special attention to the conceptual problems resulting from confusing choices involving virtual persons with the selection of existing persons.

Involuntary sterilization in the United States: a surgical solution.

Although the eugenics movement in the United States flourished during the first quarter of the 20th Century, its roots lie in concerns over the cost of caring for "defective" persons, concerns that first became manifest in the 19th Century. The history of state-supported programs of involuntary sterilization indicates that this "surgical solution" persisted until the 1950s. A review of the archives of prominent eugenicists, the records of eugenic organizations, important legal cases, and state reports indicates that public support for the involuntary sterilization of insane and retarded person

Fetal alcohol syndrome at the turn of the 20th century. An unexpected explanation of the Kallikak family.

At the turn of the 20th century, studies of a family known in the literature as the Kallikaks were used to document the hereditary nature of mental retardation, poverty, and antisocial behavior. This family was said to authenticate eugenic theory, which states that heritable characteristics carried by individuals on "independent unit characters are unalterable determinants of behavior and performance. A review of the original Kallikak data, however, suggests that in utero exposure to alcohol rather than heredity contributed significantly to the transgenerational learning failure seen throughou

An Investigation of Historical Injustices in South Dakota Medical Journals: 1931-1960.

Exploration of the role of South Dakota medical journals in perpetuating historical biases and injustices from 1931 to 1960 continues a line of research that initially considered the period from 1912 to 1930. The Journal-Lancet and the South Dakota Journal of Medicine and Pharmacy as well as South Dakota newspapers (for eugenics only) in the years 1931-1960 were searched using key terms in five categories: Native American, Black American, the intellectual disabilities, gender and sexuality, and eugenics. Relevant articles containing key words were archived in databases (DEVONthink and Claris F

Police attitudes toward people with intellectual disability: an evaluation of awareness training.

It is argued that more favourable police attitudes to people with intellectual disability (ID) are essential in meeting the police code of ethics, which stresses impartiality and respect for human dignity. The need to acknowledge and investigate the extent of support for eugenic attitudes in other key professionals who have a significant role in the successful inclusion of people with ID in community settings is discussed. The present paper reports on the evaluation of an awareness training event conducted by the Royal Ulster Constabulary in terms of the impact on attitudes towards people with

How Should a Physician Respond to Discovering Her Patient Has Been Forcibly Sterilized?

Forced sterilization has a long history in the United States. Because sterilization requires surgical skill, physicians have been the lone professionals engaging in this practice, although they were not the only experts or Americans to hold eugenic and neo-eugenic views. But physicians have also been whistleblowers who exposed sterilization abuse and led efforts to end it. The commentary on this case suggests that physicians should respond along those lines.

"Mere guesswork": Clarifying the role of intelligence, mentality, and psychometric testing in the diagnosis of "mental defectives" for sterilization in Alberta from 1929 to 1972.

From 1929 until 1972, the Alberta Eugenics Board (the Board) recommended that 4,739 individuals be sterilized. The original 1928 act that legalized eugenic sterilization stipulated that the surgery itself required the consent of the individual or their caregiver; however, in 1937, the Alberta government removed the consent requirement for such cases where the Board determined individual patients to be "mental defectives." By analyzing published reports, case histories, medical journals, and primary sources from the Board, we situate the concept of "mental defective" in a historical context to

An Investigation of Historical Injustices in the South Dakota Medical Journal 1912-1930.

Historians' recent exploration of the role of the New England Journal of Medicine in perpetuating historical biases and injustices in medicine prompted us to examine the journal of the South Dakota Medical Association for similar themes. Known as the Journal-Lancet in the years 1912-1930 covered by our study, the journal's content was searched using key words in four categories: Native American, Blacks, the feeble-minded and eugenics. Relevant articles containing key words were archived in databases (DEVONthink and Claris FileMaker) structured to permit systematic examination of the material.

[Bonhoeffer's position on sterilization of the mentally ill].

UNLABELLED: Karl Bonhoeffer was head of the psychiatric department of the Charité University Hospital from 1912 to 1938 and in 1923 expressed his expert opinion for the Prussian Provincial Health Council regarding the demand of the Saxon physician Gustav Boeters for the implementation of a sterilization law. Bonhoeffer wrote that eugenic sterilization cannot be successful because only obvious bearers of severe forms of mental illness can be registered but not the carriers of hereditary illness factors if they only lead to mildly expressed forms of illness or even if the carriers remain without

Physicians, Public Discourse, and Passive Euthanasia of Infants with Down Syndrome in the Late-Twentieth Century.

Through the late-twentieth century, physicians endorsed the denial of life-saving surgeries to infants because they had Down syndrome. Grim physician assessments of the inevitable burden of Down syndrome found ideological footing in the 1970s crusade to eradicate the condition, a public health goal made possible by new genetic diagnostics and a weakened abortion law. What is most striking about this physician-sanctioned passive euthanasia is that it persisted even in an era of unprecedented expansion of disability rights. Physician endorsement of the euthanasia of infants with Down syndrome of

[Genodermatoses as an indication for the interruption of pregnancy: hereditary epidermolysis].

From a medical point of view, an eugenic indication is under consideration when the fetus is suffering from a lethal, semi-lethal or subvital congenital disease. Of the different types of hereditary epidermolysis, Herlitz syndrome and recessive dystrophic epidermolysis bullosa including the inverse form, are indications for interruption. In all three diseases inheritance is autosomal-recessive. Eugenic postulates for interruption are realized only partly or not at all by the remaining types of epidermolysis. A prenatal examination being impossible in epidermolysis, genetic counseling after the

The case of Kenneth Smith "The war of a state against a citizen".

PURPOSE: This paper aims to examine the ethical implications of capital punishment, with a focus on the recent use of nitrogen asphyxi-ation in the case of inmate Kenneth Eugene Smith. It seeks to reopen the discussion on the death penalty from a bio-ethical perspective, considering the sensory experience of death and its impact on both inmates and observers. METHODS: To analyze the case of Kenneth Eugene Smith, an in-depth search was conducted on scientific databases and international newspapers. Sources were selected to support the analysis of the case, including discussions on previous dea

OBJECTIVE: To understand the relationship between MTHFR 677C/T polymorphism and general status of pregnant women and offspring congenital heart disease (CHD). METHODS: A case-control study was conducted among the biological mothers of 100 infants with CHD and 100 healthy controls to collect the information about their demographic characteristics, general status during pregnancy and awareness of eugenics. Their MTHFR 677C/T polymorphism and serum homocysteine (HCY), folic acid, vitamin B12 levels were detected. RESULTS: The differences in MTHFR genotype and allele frequency between the two gr

Foster Kennedy Syndrome, Euthanasia, and the Purpose of Eponyms.

Robert Foster Kennedy (1884-1952) was an Irish-born neurologist who in 1911 described the association of frontal lobe tumor with unilateral optic atrophy and contralateral papilledema. After immigrating to America he became a respected neurologist who at the height of his career became President of the American Neurological Association. He is less known for his views on eugenics and advocacy of euthanasia for children with birth defects. In 1939 he initially proposed his support for state-sanctioned euthanasia in Collier's magazine, a popular family periodical. Two years later he discussed his

Protecting the social body: use of the organism metaphor in fighting the "menace of the feebleminded".

Although persons with developmental disabilities living in the United States have been treated in a pejorative manner at various times throughout the nation's history, the eugenics era (1900-1930) stands out as a time when such individuals-then referred to as "feebleminded"--were subject to particularly extreme indignities. Numerous methods of dehumanizing such persons were employed during this era. Of special significance was the use of the organism metaphor, whereby the "unfit" members of society were compared to a parasite, cancer, virus, or plague infecting the social body. The use of rhet

Drawing lines: how the public defines "Serious" genetic conditions for reproductive testing.

Prior normative and empirical research has identified a gap between how patients and the public conceptualize "serious" conditions eligible for preimplantation genetic testing for monogenic disorders (PGT-M) and how seriousness is defined. Japan represents a highly restrictive regulatory context shaped by its historical experience with eugenics. Although PGT-M has been available since 1998, its use has been tightly limited, with the first birth occurring six years later and approximately 36 conditions approved to date. This study examines how Japanese adults of reproductive age understand "ser

Genetic aspects of population policy.

Every science begins in folklore and matures as it reacts against dogma and myth. Astronomy developed in the Neolithic, but it did not outgrow astrology until the sixteenth century. Chemistry discarded alchemy at about the same time. On the contrary, the short history of genetics has been concurrent with the pseudo-science of eugenics, which, at times, has been widely accepted and incorporated in population policy and directive genetic counselling, with rare opposition by geneticists. Societal pressures are likely to increase with the power of genetic technology, the fear it generates and the

[Berthold Kihn (1895-1964) and the NS "Euthanasia": Profile of a Perpetrator].

INTRODUCTION: In historical sciences, there is no consensus on how to understand the transition from eugenic sterilization to "euthanasia". The aim of this article was to investigate this question based on the historical-critical method, using the example of the perpetrator profile of Berthold Kihn. His pseudoscientific way to "euthanasia", however, did not have an eugenic foundation. METHODS: Literature- and archival studies were carried out. For the first time, attention was paid to relevant Franconian and familial archival sources. Moreover, documents of the Jena University Archive were co
