Build back better principles for economic recovery: case study of the Victorian bushfires.

This paper looks at developing build back better (BBB) principles for economic recovery using the 2009 Victorian bushfires in Australia as a case study. The concept behind BBB-based economic recovery is to rejuvenate the economy in disaster-affected communities along with rebuilding to create resilient sustainable communities. A review of the literature identified several principles that can be applied to economic recovery to build back better. Data were collected in 2010 and 2011 by conducting semi- structured interviews with stakeholders who were directly involved in the Victorian bushfires

Hospital accounting and information systems: a critical assessment.

Public sector organisations seem to be caught up in the global wave of 'neo-Thatcherism'. As such, they are being held 'accountable' today by their respective government finance departments for the costs and benefits of the services they provide to the general public. As the public purse tightens, hospitals (and related health service units) more and more compete with other public sector organisations (old-age pensions and services, post-secondary education, day-care centres, port authorities, unemployment insurance, parks and recreation, elite sport programs, aboriginal peoples aid and develo

Ensuring continuity of care during the COVID-19 pandemic in Guinea: Process evaluation of a health indigent fund.

BACKGROUND: The emergence of the COVID-19 has disrupted the health and socioeconomic sectors, particularly in resource-poor settings such as Guinea. Like many sub-Saharan countries, Guinea is facing shortcomings related to its fragile health system and is further affected by the passage of the Ebola virus disease. The pandemic has worsened the socio-economic situation of the poorest people, leading to their exclusion from health care. To promote access to care for the most vulnerable populations, a system was set up to provide care for these people who are victims of health marginalization to

Consequences of Pathogen Lists: Why Some Diseases May Continue to Plague Us.

The current strategy used by many funding agencies for determining how money is spent on research to help prevent infectious disease outbreaks is based on pathogen-specific priority lists. Listing disease threats provides focus for business and research planning conducive to specific goals of developing a drug, or a vaccine, or other particular product. But, this singular type of focus has consequences. This perspective explores the consequences of lists, and describes how parallel programming independent of disease lists that address what we need to do to prevent and mitigate emerging disease

Trends in procurement costs for HIV commodities: a 7-year retrospective analysis of global fund data across 125 countries.

BACKGROUND: Nearly 40% of Global Fund money goes toward procurement. However, no analyses have been published to show how costs vary across regions and time, despite the availability of procurement data collected through the Global Fund's price and quality reporting system. METHODOLOGY: We analyzed data for the 3 most widely procured commodities for the prevention, diagnosis, and treatment of HIV. These were male condoms, HIV rapid tests, and the antiretroviral (ARV) combination of lamivudine/nevirapine/zidovudine. The compared costs, first across time (2005-2012), then across regions, and fi

Stakeholders' experiences with US hospital emergency preparedness--Part 2.

This study examined, via qualitative phenomenology, important stakeholders' experiences with US hospital emergency preparedness, finding that their experiences varied from positive and effective to frustrating, time-consuming and inefficient. The findings centred on four themes: the importance of funding; collaboration, communication and coordination; the role of government; and hospital leadership buy-in. Together, these findings suggest that issues such as a lack of performance metrics, insufficient funding, inadequate surge capacity, confusing federal guidelines and accreditation requiremen

Can business impact analysis play a meaningful role in planning a cost-saving programme?

Business continuity as it exists today would appear to have reached something of a plateau. Considering the history of the discipline, and how it has developed from 'simple' disaster recovery to its present position, it is clear that the trend has been to move from a reactive discipline to a proactive process. Following on from this broadly-accepted point, it is perhaps time to consider how the discipline may develop and what wider and deeper contribution the business continuity profession may make to add further value for our clients. In the present climate, it seems appropriate to consider h

Is research presented at the scoliosis research society annual meeting influenced by industry funding?

STUDY DESIGN: All abstracts submitted to the 2006 SRS annual meeting were reviewed. OBJECTIVE: To determine the rate of funding in abstracts submitted for presentation at the 2006 Annual Scoliosis Research Society (SRS) meeting and whether funding produced bias toward a positive outcome. SUMMARY OF BACKGROUND DATA: Financial conflicts of interest have been attributed to bias in research. METHODS: Three members the SRS Program Committee reviewed 610 abstracts submitted for presentation at the 2006 annual meeting. Explainable artificial intelligence to assess hospital financial performance during the COVID-19 pandemic through operating margin metric.

PURPOSE: This study addresses critical gaps in understanding hospital financial resilience during the COVID-19 pandemic by developing an AI framework that enhances traditional analyses through capturing nonlinear interactions among clinical, financial and operational drivers of operating margins. DESIGN/METHODOLOGY/APPROACH: Using 21 clinical, financial and operational parameters from US hospital financial reports, we evaluated 12 machine learning, ensemble and deep learning regression models to predict hospital operating margins. A Federal Demonstration Project of Money Management Services for Veterans at Risk of Homelessness.

With funding provided by the American Rescue Plan Act and support from the U.S. Department of Veterans Affairs (VA), in 2023 more than $2.1 million was distributed to 13 community grantees to create or expand money management (MM) services for homeless veterans and those at risk of homelessness. Technical assistance was provided, and data about MM services and participating veterans were collected across the 13 sites. Sites reported a mean±SD increase of 2.08 ± 1.50 in the types of MM services provided and that the most common new MM service offered was related to financial technology. MM serv

Connected lives: Care, money management, and gender inequality in low-income households in times of crisis in Argentina.

Inspired by the sociology of Zelizer, this article lays out a framework of analysis that sheds light on money management as a cornerstone of the social organization of care. First, it lays out the features of the money management of care and caretaking practices to reveal a cyclical process in which the money side of care is rendered invisible and naturalized. It then turns to the question of debt, a key aspect of money management, and its reinforcement of gender inequalities during the care crisis associated with COVID-19. The findings are drawn from a qualitative survey of low-income househo
