Dilemmas in providing resilience-enhancing social services to long-term social assistance clients. A qualitative study of Swedish social workers.

BACKGROUND: Long-term recipients of social assistance face barriers to social and economic inclusion, and have poorer health and more limited opportunities for improving their health than many other groups in the population. During recent decades there have been changes in Swedish social policy, with cutbacks in public benefits and a re-emphasis on means-tested policies. In this context, it is important to investigate the necessary conditions for social workers to offer social assistance and services, as well as the mediating role of social workers between public policies and their clients. Limited English proficient Asian Americans: Threshold language policy and access to mental health treatment.

The importance of providing timely, effective mental health services is increasingly recognized worldwide, and language barriers are a formidable obstacle to achieving this objective. Threshold language policy is one response implemented by California and other states within the U.S., in accordance with Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, and national origin in programs receiving federal funding. This policy mandates language assistance services for Medicaid enrollees whose primary language is other than English once their popul

Maternal and child health epidemic-assistance investigations, 1946-2005.

In this article, the authors focus on epidemic-assistance investigations that dealt with maternal and child health problems, including unintended and adolescent pregnancy and family planning; international reproductive health surveys among refugees; pregnancy outcomes, including abortion, maternal mortality, infant mortality, and birth defects; leukemia; and Reye syndrome. During 1946-2005, a total of 1,969 investigations had sufficient data to classify them as possibly related to maternal and child health and were characterized by distinctive periods. Those related to family planning, pregnan

American Medical Women's Association Position Statement on Period Poverty: Advancing Menstrual Equity Through Health Coverage Reform.

One in four persons with a uterus is unable to afford menstrual products, with even higher prevalence among low-income populations, an unmet need that contributes to preventable infections, missed school and work, and persistent health inequities. Despite the essential role of menstrual products in basic health and hygiene, many public health coverage programs across the United States, including Medicaid and other assistance programs, continue to exclude items such as pads and tampons. This gap disproportionately harms individuals who already face significant economic and health disparities. A

Culture change in addictions treatment: a targeted training and technical assistance initiative affects tobacco-related attitudes and beliefs in addiction treatment settings.

Targeted training and technical assistance can have a major impact on the attitudes and beliefs of addiction service providers with respect to the treatment of tobacco dependency. Major gains have been made with the general public since the mid-1960s with respect to the reduction of tobacco use behavior and tobacco-related diseases. Tobacco use continues to be a major public health problem, and tobacco control initiatives are significantly affecting public attitudes and norms regarding tobacco use. There is, however, a specific population that has not benefited from these gains and, in fact, h

Long COVID and the Higher Risk of Food Insecurity Among Participants and Nonparticipants of Food Assistance Programs in the United States.

BACKGROUND: In the aftermath of the COVID-19 public health emergency, it is important to understand the extent of socioeconomic burdens of long COVID, defined as continuation of symptoms after initial infection, including food insecurity. OBJECTIVE: This study aimed to assess the association between long COVID and family food insecurity among low-income individuals (or any of their family members living with them) who were participants and nonparticipants in public food assistance programs (Supplemental Nutrition Assistance Program [SNAP], Special Supplemental Nutrition Program for Women, Inf

The USNS Mercy and the changing landscape of humanitarian and disaster response.

Operation Unified Assistance was the United States' historic response to the tsunami that struck Southeast Asia on December 26, 2004. The USNS Mercy participated in Operation Unified Assistance from January to March 2005. Stationed off the coast of Sumatra, Indonesia, the Mercy's crew consisted of uniformed members of the U.S. Navy and U.S. Public Health Service and civilian members of Project HOPE. The Mercy's participation in Operation Unified Assistance provided a platform and context to study disaster-related psychological processes. Observations of crew members aboard the Mercy suggested

Depressive Symptomology and Hostile Affect among Latinos Using Housing Rental Assistance: the AHOME Study.

Studies show that those residing in households subsidized with federal housing vouchers exhibit fewer mental health problems than residents of public housing. The role of housing conditions and neighborhood quality in this relationship is unclear. This study investigated the relationship between rental assistance, housing and neighborhood conditions, and the risk of depressive symptomology and hostile affect among low-income Latino adults living in the Bronx, NY. Latino adults participating in the Affordable Housing as an Obesity Mediating Environment (AHOME) study were used for analysis. All

Subsidy Overlaps in Federal Housing Policy.

There is limited and incomplete empirical evidence that documents the extent of overlap, or layering, between federal housing programs, including supply-side subsidies, such as the Low-Income Housing Tax Credit (LIHTC), and demand-side rental assistance. Importantly, we know little about how the overlap varies by time, by geography, and in different housing market conditions. This project uses administrative data collected by federal agencies and public housing authorities to describe over time, at the national level, (a) the percentage of rental assistance recipients that reside in LIHTC unit

Multi-Objective Optimization-Based Assist-as-Needed Controller for Improved Quality of Assistance in Rehabilitation Robotics.

Assist-as-needed (AAN) is a paradigm in rehabilitation robotics based on the fact that more active participation from human users promotes faster recovery of motor functions. Moreover, the patients and public engaged and involved in our research design stressed that in order to provide safe and patient-friendly assistance, rehabilitation robotics should be equipped with different constraints while giving minimal assistance where required. Most of the current constraint-based AAN methods are only capable of providing position or velocity constraints which limit the quality of assistance that th

Associations between childhood family stress and systemic inflammation in adulthood: Contributions of pubertal timing and waist circumference in adolescence.

OBJECTIVE: Evidence from retrospective studies suggests that childhood experiences relate to levels of systemic inflammation across the lifespan, particularly for women. This prospective study examined associations between childhood family stress and inflammation in early adulthood among women, considering pubertal timing and adolescent adiposity as potential biobehavioral mediators as well as differences by race. METHOD: The sample included 1,362 participants of the Pittsburgh Girls Study followed from middle childhood to adulthood. Childhood family stress was estimated as a second-order lat

Impact of federal housing assistance on children's blood Lead Levels, NHANES 1999-2016.

BACKGROUND: Lead is toxic for children's neurodevelopment, and low-income families face higher exposure. Federal housing assistance has been shown to decrease blood lead levels (BLLs), though its impact on children's BLLs is underexplored. We examined differences in BLLs among assistance-eligible US children aged ≤5 years by housing assistance status and program type. METHODS: Using linked 1999-2016 National Health and Nutrition Examination Survey (NHANES) and US Department of Housing and Urban Development records, we compared BLLs of children on housing assistance (n = 557) and children who

The dental practitioner's role in emergency health services.

In a national disaster, the medical profession would lose physicians and auxiliary personnel and would need assistance. Canada's 22,000 physicians and 85,000 nurses are located for the most part in potential target areas. Survivors among Canada's 6396 dentists could supply 30% reinforcement. The dentist's training, his manual dexterity and experience acquired in the management of hemorrhage, shock, débridement, suturing, reduction and immobilization of fractures, and control of pain and infection would be valuable. Additional functions he could perform would be first-aid, including but not lim

Insurance coverage of special foods needed in the treatment of phenylketonuria.

Optimal medical management of phenylketonuria (PKU) requires the use of special low-phenylalanine foods for many years. For women with PKU, elevated maternal blood levels of phenylalanine even at conception can lead to fetal damage. Despite this need, private health insurance, Medicaid, and other public health programs often exclude the cost of these foods from their benefits. The New York State Department of Health conducted a survey of metabolic disorders treatment centers to elucidate the problems PKU patients have obtaining and paying for the special foods essential to their care. Payment

The impact of failed housing policy on the public behavioral health system.

The author describes the crisis in affordable housing for individuals with serious mental illness who have extremely low incomes and outlines implications for the behavioral health system. Studies have shown that nowhere in the United States can an individual with serious mental illness who is receiving Supplemental Security Income afford housing. This has contributed to compliance issues with the Americans With Disabilities Act. The failure of housing policy to effectively address the needs of individuals with serious mental illness who are in poverty is largely to blame for the most visible

SSI/SSDI Outreach, Access, and Recovery (SOAR): Disability Application Outcomes Among Homeless Adults.

OBJECTIVE: The SSI/SSDI Outreach, Access, and Recovery (SOAR) program has been shown to increase access to Supplemental Security Income and Social Security Disability Insurance benefits among homeless adults. However, little empirical data exist on how or for whom SOAR achieves successful application outcomes. This study investigated applicant and application characteristics associated with disability application outcomes among homeless adults. METHODS: Secondary data on 6,361 SOAR-assisted applications were obtained. Multilevel models investigated between-applicant differences in application

Influence of self-perceived oral health and socioeconomic predictors on the utilization of dental care services by schoolchildren.

The influence of socioeconomic factors and self-rated oral health on children's dental health assistance was assessed. This study followed a cross-sectional design, with a multistage random sample of 792 12-year-old schoolchildren from Santa Maria, a city in southern Brazil. A dental examination provided information on the prevalence of dental caries (DMFT index). Data about the use of dental service, socioeconomic status, and self-perceived oral health were collected by means of structured interviews. These associations were assessed using Poisson regression models (prevalence ratio; 95% conf

The debreather and NuTech: a reply to Kleespies.

This article responds to Phillip Kleespies's (2010/this issue) commentary on NuTech fieldworkers and their use of the debreather. Non-medical assistance with suicide raises legitimate concerns about accountability, public safety, and care for those who are suffering. Given that suicide is not a crime, an outcome of the NuTech movement may be that suicide techniques will become refined to a point where covert assistance is unnecessary. Assuming that the internal social controls of NuTech fieldworkers will permit greater transparency, it is foreseeable that fieldworkers will eventually report su
