Emergencies intensify existing vulnerabilities and create new ones for people in their impact areas. In the case of transportation, for example, disasters have the capacity to isolate individuals from the services on which they rely not for only their health and wellbeing, but for their very lives. This paper discusses the Regional Alliance for Resilient and Equitable Transportation (RARET) - a coalition-based model created to address non-life-saving transportation coordination needs during emergencies. RARET focuses on the provision of lifesustaining transportation, serving vulnerable individ

When disaster strikes, many players are involved in the response: local, state, and federal governments; public entities; community and faith-based organizations (FBOs). Some of these players are prepped to respond to disasters, while others emerge spontaneously to assist when need (or perceived need) arises. Consistently, FBOs are involved with disaster response efforts. "Faith-Based Congregations" or "FBCs" are a subsect of FBOs that are formally organized, stationary religious congregations such as churches, temples, mosques, etc. Unlike some FBOs, FBCs are embedded in communities and steep

As Bangladesh's Cyclone Preparedness Programme (CPP) celebrates its 50th anniversary, we reflect on its legacy, the gains made, and progress that still lies ahead. The CPP is unique among disaster risk-management agencies, as more than 90% of its staff consists of community volunteers. This unique institutional design influences its functioning. An important part of its growth has included the expansion of the involvement and leadership of women in the CPP, so that today, women constitute about 50% of the volunteer corps. We reflect on the improvements made, since Cyclone Bhola of 1970 (the de

AIM: To improve hospitals disaster preparedness during floods.
BACKGROUND: The Thai flood disaster in 2011 struck several sectors, including hospitals. It is necessary to build a disaster preparedness system that ensures that hospitals have the capacity to respond effectively to any kind of disaster.
METHODS: This qualitative study was conducted using content analysis. Purposive sampling was used to select 15 participants, including doctors, nurses and other staff involved in disaster preparedness, and semi-structured interviews were conducted with them. The study was reported according to C

In the aftermath of a major disaster, whether natural or man-made, corporations cannot depend on the assistance of outside emergency services. Yet, while the case for corporate self-sufficiency has never been more apparent, most companies are ill-prepared for disaster. To address this problem, this article is designed to help senior executives ask the difficult questions in order to identify whether their company is truly 'response ready'. To this end, the article describes the many aspects of self-sufficiency. While it gives specific examples of the various tasks that must be performed, such

After Hurricane Laura struck the southeast coast of Louisiana in August 2020, the National Disaster Medical System (NDMS), a component of the US Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response, deployed several 35-person disaster medical assistance teams in response to requests for medical support at 3 hospital locations that had been severely damaged in the storm. This was the first natural disaster medical deployment for NDMS during the coronavirus disease (COVID-19) pandemic. This article describes the modifications to the standard op

Resilience allows organisations to withstand complex threats through the process of resisting risks through control measures, making incremental adjustments when faced with a threat, or undergoing transformative change when a crisis requires major adjustments to structures and practices. The humanitarian aid and development community is unique in that its very nature draws it to danger, while other sectors avoid or withdraw from environments that present elevated human-made threats and natural hazards. The sector faces increasing safety and security challenges, commonly within fragile states o

Operating and maintaining a tornado safe room can be critical to the effective continuity of business operations because a firm's most valuable asset is its people. This paper describes aspects of operations and maintenance (O&M) for existing tornado safe rooms as well as a few planning and design aspects that affect the ultimate operation of a safe room for situations where a safe room is planned, but not yet constructed. The information is based on several Federal Emergency Management Agency safe room publications that provide guidance on emergency management and operations, as well as the d

Considering its huge magnitude and its location in a densely populated area of Chile, the Maule seism of 27 February 2010 generated a low amount of victims. However, post-seismic tsunamis were particularly devastating on that day; surprisingly, no full alert was launched, not at the national, regional or local level. This earthquake and associated tsunamis are of interest in the context of natural hazards management as well as crisis management planning. Instead of focusing exclusively on the event itself, this article places emphasis on the process, systems and long-term approach that led the

The world is changing and so are disasters. Citizens are leveraging emerging technology and social media communication tools to send, receive and process information. It is time for professional emergency management and disaster response to do the same. This paper presents an overview of these changing public patterns, and expectations must be met with a new leadership approach.

This paper describes government intervention in two flood disasters in Lae before and after the establishment of the Papua New Guinea disaster management body. It first describes the objectives behind the establishment of this, and second, it examines the organisational response to the 1983 and 1992 disasters in Lae. Disaster response in terms of relief operations is generally prompt and spontaneous but can at best be described as haphazard, unsystematic and often uncoordinated. Both national and provincial disaster committees are, in many aspects, ill equipped in terms of capabilities, skills

High-rise buildings have become a dominant form of urban development. However, because these buildings face multiple fire safety risks, including difficulties in fire suppression, diverse occupancy types, rapid fire spread, and challenging evacuation, once a fire occurs, it is likely to cause serious casualties and significant property losses. It is therefore essential to carry out fire risk assessments for high-rise buildings in advance and to adopt targeted prevention and control measures. To improve the systematic and scenario-specific assessment of fire risk in high-rise buildings, this st

Understanding disaster recovery is essential for effective risk management, yet recovery processes are often implicitly assumed to scale proportionally with disaster damage. This study examines disaster damage and recovery patterns in South Korea and Japan to assess whether recovery dynamics are linear, homogeneous, and comparable across contexts. Using official national statistics, we analyze annual disaster damage and recovery expenditure in South Korea from 2015 to 2024, disaggregated by hazard type and administrative region, and compare these patterns with disaster-related fatalities in Ja

Natural hazards like floods, storms, or earthquakes turn into disasters if they hit vulnerable communities and societies. In policy and academia, this understanding has led to a surge of models and risk reduction policies that aim to reduce vulnerability and strengthen resilience. However, it remains unclear which vulnerabilities are the most important, and what stakeholders in different contexts prioritize. To address this gap, this article identifies critical exposure, vulnerability, and coping capacity factors, elicits their priority among emergency responders from different contexts, and a

Over the past three decades, the United States has experienced a notable increase in weather-related disasters, including hurricanes, floods, tornadoes, wildfires, and severe storms, posing growing challenges to healthcare preparedness and public health systems. This study analyzes Federal Emergency Management Agency (FEMA) disaster declarations from 1989 to 2019 to characterize temporal and geographic trends in weather-related events. Data after 2019 were excluded to avoid confounding effects associated with the COVID-19 pandemic, which disrupted disaster declarations, resource allocation, an

As disasters increase in both frequency and complexity, their indirect effects - such as disruptions to medical care, environmental changes, prolonged periods of evacuation, and psychosocial stress - are increasingly recognised as critical public health issues. In Japan, disaster-related deaths (DRDs) represent an institutional framework to address these secondary health impacts. We compare two DRD certification systems: the Nagaoka Criteria and the Minamisoma Criteria. The former employs a strict time-based cutoff, often excluding deaths beyond six months post-disaster, whereas the latter eme

The number of deaths owing to tropical cyclones in Bangladesh has significantly reduced. Category 4 Cyclone Gorky in 1991 and Sidr in 2007 caused 147,000 and 4,500 deaths respectively, whereas Category 1 Cyclone Mora in 2017 resulted in six. Face-to-face interviews with 362 residents, participant observation, and focus-group discussions answer a research question about how change in coastal areas has contributed to this outcome. The study considered institutional approaches of disaster risk management through legal frameworks, administrative arrangements, cyclone preparedness activities, cyclo

The objectives of this study are: (1) to specify evacuation return and home-switch stability as two critical milestones of short-term recovery during and in the aftermath of disasters; and (2) to understand the disparities among subpopulations in the duration of these critical recovery milestones. Using privacy-preserving fine-resolution location-based data, we examine evacuation and home move-out rates in Harris County, Texas in the context of the 2017 Hurricane Harvey. For each of the two critical recovery milestones, the results reveal the areas with short- and long-return durations and ena
