Homelessness represents an enduring public health threat facing communities across the developed world. Children, families, and marginalized adults face life course implications of housing insecurity, while communities struggle to address the extensive array of needs within heterogeneous homeless populations. Trends in homelessness remain stubbornly high despite policy initiatives to end homelessness. A complex systems perspective provides insights into the dynamics underlying coordinated responses to homelessness. A constant demand for housing assistance strains service delivery, while preven

While resources available to public health entities increased during the COVID-19 pandemic, the need to focus mitigation efforts on Delaware's most vulnerable citizens was evident. The higher risk of community-spread and complications resulting from COVID-19 associated with individuals residing in congregate settings such as homeless shelters and encampments prompted the Delaware Division of Public Health to leverage existing and new resources to provide technical assistance, education and to build valuable partnerships with community-based homeless service providers to reduce the public healt

BACKGROUND: Lack of stable, affordable housing is an important social determinant of health. Federal housing assistance may buffer against housing vulnerabilities among low-income households, but research examining the association of housing assistance and cancer care has been limited. We introduce a new linkage of Surveillance, Epidemiology, and End Results (SEER) program-Medicare and US Department of Housing and Urban Development (HUD) administrative data.
METHODS: Individuals enrolled in HUD public and assisted housing programs between 2006 and 2021 were linked with cancer diagnoses betwee

BACKGROUND: More information is needed on the use and costs of public services by teens after the passage of major national polices in the 1990s. Both the 1996 welfare reform and later changes to the Medicaid program have affected the access of low-income adolescents to public assistance programs. In turn, these changes have affected teenaged mothers and their infants and the costs that taxpayers incur in the 50 states.
STUDY QUESTION: What public services do teenage mothers use and what are their costs in the decade after the major policy changes to public assistance programs? How do pattern

In 2001, the intentional release of anthrax spores in the eastern United States increased concern about exposure to anthrax nationwide, and residents of Idaho sought assistance. Response from state and local agencies was required, increasing the strain on epidemiologists, laboratorians, and communications personnel. In late 2001, Idaho's public health communications system handled 133 calls about suspicious powders. For each call, a multiagency bridge call was established, and participants (public health officials, epidemiologists, police, Federal Bureau of Investigation personnel, hazardous m

INTRODUCTION: Older adults who live alone in poverty are highly susceptible to non-communicable diseases and other adverse conditions owing to health disparities resulting from social structures. However, the factors associated with health behavior to prevent non-communicable diseases in this population are rarely explored. The purpose of this study was to identify factors associated with health behavior to prevent non-communicable diseases among older adults living alone in poverty.
METHODS: We conducted a self-administered mail survey covering 2,818 older adults living alone who were receiv

This article provides a discussion of what we mean when we refer to 'child poverty.' Many images come to mind when we discuss child poverty, but when we try to measure and quantify the extent of child poverty, we often use a very narrow concept. In this article a variety of poverty measures that are used in the United States are described and some of the differences between those measures are illustrated. In this article 3 measures are explored in detail: a relative measure of poverty that is used more often in an international context, the official US poverty measure, and a new supplemental p

In 2025, the One Big Beautiful Bill (OBBB) eliminated Supplemental Nutrition Assistance Program (SNAP) eligibility for refugees and other humanitarian entrants in the United States. This policy change occurs within a broader restrictive immigration environment and affects a population that experiences disproportionately high rates of food insecurity, compounded by structural, economic, and social barriers during resettlement. The policy may also affect immigrants who remain eligible for SNAP, as fears surrounding the immigration consequences of public benefit use may exacerbate 'chilling effec

The COVID-19 pandemic threatened to exacerbate housing insecurity among renters in the United States, with spillover effects on mental health and non-housing material hardships such as food insecurity. As one response to the potential crisis, the federal government implemented the $47 billion Emergency Rental Assistance Program (ERA) to stabilize rental housing through aid to vulnerable renter households. This study evaluates impacts of ERA on two non-housing outcomes, food insufficiency and psychological distress, using data from the Household Pulse Survey fielded by the U.S. Census Bureau. W

Food assistance recipients have high smoking rates. Mental health factors that may affect their smoking are understudied. This study examined psychological distress and mental health service use among food assistance recipients enrolled in a smoking cessation trial. The trial sample comprised N = 352 adults aged ≥18, earning below 200% of the federal poverty level, smoking ≥5 cigarettes daily, and receiving public food assistance (e.g. SNAP). Psychological distress was assessed via the Kessler-6. Recent mental health service use (yes/no), therapeutic satisfaction (scale of 1-10), and potential

Fossil fuel subsidies are widespread, regressive, and environmentally costly, yet abrupt removal can raise poverty. To identify a practical reform pathway, we evaluate the effectiveness of compensatory policies grounded in existing national social protection systems. We develop a high-resolution global social accounting matrix to quantify how reallocating subsidies through actual social assistance impacts poverty, inequality, and CO2 emissions. Without compensation, reform lowers emissions but increases poverty, especially for low-income households in emerging economies. Redirecting funds via

To assess HIV medical care needs in Hawai'i, data was collected through surveys of both providers and consumers, from insurance companies, from the Department of Health, and from key programs who serve the HIV-infected population. HIV care in Hawai'i is provided through a mix of private, public and charitable sources, with most ancillary services provided separately by AIDS Service Organizations. Private providers with a specialty in HIV care are not being replaced at the rate which they retire or depart. Heavy reliance on public assistance to pay for care and patient characteristics such as s

In this article, the authors describe the role of the World Health Organization (WHO) in mental health post-disaster recovery. The article covers the mandate and structure of WHO, mental health activities by the WHO Department of Mental Health and Substance Abuse, WHO-supported principles and strategies in mental health post-disaster recovery, and available WHO technical assistance. The paper outlines a public mental health approach to make very basic mental health services broadly available in post-disaster countries. Using examples based on the Asian tsunami experience, suggestions for deliv

Childhood obesity remains a significant public health concern. Children from lower income households have a greater risk of being obese. Low-income families generally have less access to healthy, affordable food choices and turn to federal food assistance programs. Few studies have examined the impact of food assistance programs on childhood obesity rates. This study explored the association between BMI, blood lipid levels, and three food assistance programs (WIC, reduced lunch, and food stamps) in a sample of predominantly low-income, minority preschool children enrolled in a city-wide presch

The public health emergency of 2009 pandemic influenza A (H1N1) virus resulted in supplemental funding provided by Congress to the 62 states and territories. The CDC's response included deployment of personnel to the U.S. Pacific territories, who provided technical assistance on laboratory capacity, information technology, surveillance, planning, and continuity of operations.

ISSUE: Older adults who reside in communities, as opposed to nursing homes or other residential institutions, are largely dependent on family and unpaid caregivers for assistance with daily activities, like preparing meals or laundry, and self-care tasks like bathing or dressing. For low-income older adults, assistance with such activities, also known as long-term services and supports (LTSS), can also come from Medicaid. These sources of support will be increasingly inadequate as the population ages.
GOALS: To examine the extent of paid and unpaid personal care assistance used by community-r
