Bacterial resource allocation strategies to reduce CO2 emission and enhance carbon conversion by exogenous additives in chicken manure composting.

Composting converts organic solid waste into humus to enhance land quality, yet excessive carbon loss in conventional composting limits compost quality. This study explored the mechanisms by which exogenous additives enhance organic carbon conversion and humus synthesis, analyzing the distinct roles of shaping bacterial community structure and resource utilize in malonic acid addition group (MA) and biochar addition group (BR). Compared to CK, cumulative CO2 emission release reduced by 33.1 % and 37.9 % in MA and BR, respectively. SPEC-OCCU showed fewer specialized species in MA (24) and BR (1

A satellite imagery-driven framework for rapid resource allocation in flood scenarios to enhance loss and damage fund effectiveness.

The impact of climate change and urbanization has increased the risk of flooding. During the UN Climate Change Conference 28 (COP 28), an agreement was reached to establish "The Loss and Damage Fund" to assist low-income countries impacted by climate change. However, allocating the resources required for post-flood reconstruction and reimbursement is challenging due to the limited availability of data and the absence of a comprehensive tool. Here, we propose a novel resource allocation framework based on remote sensing and geospatial data near the flood peak, such as buildings and population.

Indications, Resource Allocation, and Outcomes Associated with Ex-Utero Intrapartum Treatment Procedures: A North American Fetal Therapy Network Survey.

INTRODUCTION: Neonates with cardiorespiratory compromise at delivery are at substantial risk of hypoxic neurologic injury and death. Though mitigation strategies such as ex-utero intrapartum treatment (EXIT) exist, the competing interests of neonatal beneficence, maternal non-maleficence, and just distribution of resources require consideration. Due to the rarity of these entities, there are few systematic data to guide evidence-based standards. This multi-institutional, interdisciplinary approach aims to elucidate the current scope of diagnoses that might be considered for such treatments and

Ethics of emerging infectious disease outbreak responses: Using Ebola virus disease as a case study of limited resource allocation.

Emerging infectious diseases such as Ebola Virus Disease (EVD), Nipah Virus Encephalitis and Lassa fever pose significant epidemic threats. Responses to emerging infectious disease outbreaks frequently occur in resource-constrained regions and under high pressure to quickly contain the outbreak prior to potential spread. As seen in the 2020 EVD outbreaks in the Democratic Republic of Congo and the current COVID-19 pandemic, there is a continued need to evaluate and address the ethical challenges that arise in the high stakes environment of an emerging infectious disease outbreak response. The

Allocating health care resources in jails and prisons during COVID-19: a qualitative study of carceral decision-makers.

COVID-19 created acute demands on health resources in jails and prisons, burdening health care providers and straining capacity. However, little is known about how carceral decision-makers balanced the allocation of scarce resources to optimize access to and quality of care for incarcerated individuals. This study analyzes a national sample of semi-structured interviews with health care and custody officials (n = 32) with decision-making authority in 1 or more carceral facilities during the COVID-19 pandemic. Interviews took place between May and October 2021. We coded transcripts using a dire

Are routine preoperative CT scans necessary in adult cochlear implantation? Implications for the allocation of resources in cochlear implant programs.

Our aim was to critically assess the influence of preoperative computed tomography (CT) scans on implantation decisions for adult cochlear implant candidates. The working hypothesis was that these routine scans might not provide critical additional information in most adult cochlear implant candidates. The charts of 175 adults with unilateral cochlear implantation were reviewed. Preoperative CT scan reports were audited, and scans with reported pathology were examined by an Otologist/ENT Surgeon. Clinic notes and multidisciplinary team meeting summaries were also analyzed to assess whether the

Synchronism between Aspidosperma macrocarpon (Apocynaceae) resources allocation and the establishment of the gall inducer Pseudophacopteron sp. (Hemiptera: Psylloidea).

The joint interpretation of phenology and nutritional metabolism provides important data on plant tissues reactivity and the period of gall induction. A population of Aspidosperma macrocarpon (Apocynaceae) with leaf galls induced by a Pseudophacopteron sp. (Psylloidea) was studied in Goiás state, Brazil. Assuming the morphological similarity between host leaves and intralaminar galls, a gradient from non-galled leaves towards galls should be generated, establishing a morpho-physiological continuum. The phenology, infestation of galls, and the carbohydrate and nitrogen contents were monthly eva

The optimization model and empirical analysis of teaching resource allocation and business collaboration under the background of higher education informatization.

This study addressed a critical challenge in higher education informatization, where the evaluation of teaching resource allocation and management process efficiency has traditionally relied on subjective judgment and lacked unified quantitative criteria. To overcome these limitations, a Resource Configuration and Business Coordination (RCBC) model-based evaluation framework was developed. The study utilized data from the National Higher Education Statistics published by the Ministry of Education of China and the University of California, Irvine (UCI) educational resource dataset. An evaluatio

Eliciting patient views on the allocation of limited healthcare resources: a deliberation on hepatitis C treatment in the Veterans Health Administration.

BACKGROUND: In response to the development of highly effective but expensive new medications, policymakers, payors, and health systems are considering novel and pragmatic ways to provide these medications to patients. One approach is to target these treatments to those most likely to benefit. However, to maximize the fairness of these policies, and the acceptance of their implementation, the values and beliefs of patients should be considered. The provision of treatments for chronic hepatitis C (CHC) in the resource-constrained context of the Veterans Health Administration (VHA) offered a real

Detection of HIV transmission hotspots in British Columbia, Canada: A novel framework for the prioritization and allocation of treatment and prevention resources.

BACKGROUND: Identifying populations at high risk of HIV transmission is critical for prioritizing treatment and prevention resources and achieving the UNAIDS 90-90-90 Targets. METHODS: HIV transmission rates can be estimated from phylogenetic trees as viral lineage-level diversification rates. To identify HIV-1 transmission foci in British Columbia, Canada, we inferred diversification rates from phylogenetic trees of 36 271 HIV-1 sequences from 9630 anonymized individuals. Diversification rates were combined with sociodemographic and clinical data, then aggregated by patients' area of residen

Parasitism Elicits a Stress Response That Allocates Resources for Immune Function in South American Fur Seals (Arctocephalus australis).

Parasites can cause chronic stress in some animal species, and this type of stress response has been associated with adverse consequences for the host. In order to know whether parasitism elicited a stress response associated with decreased host fitness, hookworm (Uncinaria sp.) infection was studied in a colony of South American fur seals (Arctocephalus australis) in which hookworms infect nearly all pups born in a reproductive season. A parasite-free group was generated by treating a subset of pups with an antiparasitic drug before they developed patent hookworm infection. Stress and metabol

Lessons From Analyzing the Medical Costs of Civilian Terror Victims: Planning Resources Allocation for a New Era of Confrontations.

UNLABELLED: Policy Points: Across the globe, the threat from terrorist attacks is rising, which requires a careful assessment of long-term medical support. We found 3 major sources of costs: hospital expenditures, mental health services dedicated to acute stress reactions, and ambulatory follow-up. During the first year, most of the costs were related to hospitalization and support for stress relief. During the second year, ambulatory and rehabilitation costs continued to grow. Public health specialists should consider these major components of costs and their evolution over time to properly a

[Screening for hemoglobinopathies at a knowledge center in Copenhagen. Resources should be allocated to solve a growing health problem in the Nordic countries].

Increased immigration to the nordic countries of people from areas in which hemoglobinopathies are common diseases has resulted in an increased frequency of individuals heterozygous for serious hemoglobin disorders such as beta-thalassemia and sickle cell disease. Thus, in Copenhagen County, about 4 per cent of the immigrants from these countries are carriers of one of these diseases. A center for hemoglobinopathies has been established in Copenhagen County, dealing with diagnostics, screening procedures, genetic counseling, prenatal diagnosis, education and treatment of various hemoglobin dis

Coordinated optimization of reserve fund scale and emergency resource allocation for power utilities under multi-type large-scale blackout risks.

Large-scale blackouts increasingly arise from heterogeneous causes such as natural disasters, equipment failures and cyber attacks, which force power utilities to decide, before any event is known, both how large a financial reserve to hold and how to convert it into emergency response capability. This paper develops a coordinated optimization of reserve fund scale and emergency resource allocation under multi-type large-scale blackout risk. A unified set of multi-type blackout scenarios is constructed by Monte Carlo sampling and condensed by a tail-aware scenario reduction into a tractable re
