Debt Strain and Child Protective Services Involvement.

Research has identified a likely causal relation of economic precarity with both child maltreatment and child protective service (CPS) involvement. Yet, little is known about the relation between credit use (debt) and CPS involvement despite credit becoming an increasingly normative aspect of attempting to manage economic precarity for low-income families. We link individual-level longitudinal data on credit use to administrative records on CPS involvement, to examine whether credit related economic precarity-or 'debt strain'-is associated with increased CPS reports, allegations of child negle

Decision making in child protective services: a risky business?

Child Protective Services (CPS) in the United States has received a torrent of criticism from politicians, the media, child advocate groups, and the general public for a perceived propensity to make decisions that are detrimental to children and families. This perception has resulted in numerous lawsuits and court takeovers of CPS in 35 states, and calls for profound restructuring in other states. A widely prescribed remedy for decision errors and faulty judgments is an improvement of risk assessment strategies that enhance hazard evaluation through an improved understanding of threat potentia

Concordance of Parent- and Child-Reported Physical Abuse Following Child Protective Services Investigation.

Knowledge about the concordance of parent- and child-reported child physical abuse is scarce, leaving researchers and practitioners with little guidance on the implications of selecting either informant. Drawing from a 2008-2009 sample of 11- to 17-year-olds ( N = 636) from Wave 1 of the second National Survey of Child and Adolescent Well-Being, this study first examined parent-child concordance in physical abuse reporting (Parent-Child Conflict Tactic Scale). Second, it applied multivariate regression analysis to relate parent-child agreement in physical abuse to parent-reported (Child Behavi

Children With Complex Chronic Conditions in the Child Protective Services.

OBJECTIVES: Little is known about the prevalence and outcomes for children with complex chronic conditions (CCCs) in the Child Protective Services (CPS) system. We aimed to determine the prevalence and associations of CCC designation across CPS outcomes and years among a group of children reported in CPS. METHODS: This was a retrospective, cross-sectional study using CPS and Medicaid data among children enrolled in Medicaid in Kentucky and Florida who were reported to CPS January 1, 2017, to December 31, 2020. The primary outcome was a CCC, distinguished with diagnosis codes in Medicaid claim

Criminal investigations in child protective services cases: an empirical analysis.

This study analyzed the frequency and correlates of criminal investigation of child maltreatment in cases investigated by child protective service (CPS), using national probability data from the National Survey of Child and Adolescent Well-Being. Criminal investigations were conducted in slightly more than 25% of cases. Communities varied substantially in percentage criminally investigated. Sexual abuse was the most frequent type of maltreatment criminally investigated followed by physical abuse. Logistic regression results indicated that criminal investigations were more likely when caseworke

The Organizational Context of Substantiation in Child Protective Services Cases.

Substantiation of child maltreatment is among the most important decisions made by Child Protective Services and may have wide-reaching implications for child and family well-being. Yet, relatively little research has been undertaken to understand the organizational context of substantiation. Using national population data from the United States, this study examined the associations between state and county contexts with county substantiation rates using multilevel negative binomial regression. The results show that organizational context (policy and practice characteristics) influences substa

Physically Hazardous Housing and Risk for Child Protective Services Involvement.

The quality and safety of the home environment is a common focus of Child Protective Services (CPS) investigations.Yet little is known about whether such conditions influence CPS outcomes. The present study uses a sample of low-income families to assess the relative importance of housing conditions and other common risk and protective factors associated with child maltreatment. Results show that hazardous conditions predict investigated child neglect, but not physical abuse or indicated reports.

Child advocacy center multidisciplinary team decision and its association to child protective services outcomes.

Limited studies exist evaluating the multidisciplinary team (MDT) decision-making process and its outcomes. This study evaluates the MDT determination of the likelihood of child sexual abuse (CSA) and its association to the outcome of the child protective services (CPS) disposition. A retrospective cohort study of CSA patients was conducted. The MDT utilized an a priori Likert rating scale to determine the likelihood of abuse. Subjects were dichotomized into high versus low/intermediate likelihood of CSA as determined by the MDT. Clinical and demographic characteristics were compared based upo

Discretionary Child Protective Services Reporting for Infants With Prenatal Opioid Exposure.

OBJECTIVE: Hospital guidelines implemented in May 2021 to end reflexive child protective services (CPS) reporting for infants with prenatal substance exposure nearly halved overall reporting rates among infants with prenatal opioid exposure (IPOE). Given concerns that discretionary reporting may exacerbate inequities, this study assessed whether the guideline's effects differed between subgroups of IPOEs. METHODS: We used a difference-in-difference-in-differences (DDD) approach to assess the differential impact of guideline implementation on rates of CPS reporting and discharge in the custody

A biopsychosocial approach to asthma in adolescents encountering child protective services.

OBJECTIVE: To further test the validity of the Biobehavioral Family Model (BBFM), a biopsychosocial approach to explaining the effects of family processes on illness, by testing the model with adolescents with asthma involved in child protective services (CPS), a sample for whom the model's constructs are highly relevant. METHODS: Data are from the National Survey of Child and Adolescent Well-Being, CPS sample (n = 5,501). Adolescents with asthma (n = 101, ages 11-15 years) self-reported their negative family emotional climate (NFEC; caregiver psychological aggression and caregiver relationsh

The impact of child, family, and child protective services factors on reports of child sexual abuse recurrence.

This study identified selected child factors (e.g., age, gender, race/ethnicity, disabilities, prior victimization, and relationship to perpetrator of abuse), family risk factors (e.g., substance abuse, domestic violence, inadequate housing, and financial problems), and services provided by child protective services that likely increased reports of child sexual abuse recurrence by type of reporter. Survival analysis was conducted using the National Child Abuse and Neglect Data System data set of 2002-2004. Child disability, being a prior victim, having a perpetrator as a caregiver, family fina

Maternal contact with Child Protective Services around childbirth and postpartum contraception.

In the U.S., child protective services (CPS) frequently intervenes with mothers and infants around the time of childbirth, as newborns are particularly vulnerable to adverse exposures and peripartum women and their infants are highly visible to mandated reporters, especially health care providers. In this study, we explored whether involvement with CPS around childbirth is related to whether mothers receive contraception in the postpartum period. Using population-level administrative data, we conducted discrete-time survival analyses to assess the association between maternal CPS involvement a

Disparities in child protective services involvement in pediatric traumatic brain injury.

PURPOSE: Traumatic brain injury (TBI) is a leading cause of pediatric death and disability. Abusive head trauma confers greater morbidity and mortality compared with accidental TBI. National trends reveal disproportionate involvement of minority children in the child welfare system. The study investigates socioeconomic disparities in child protective services (CPS) involvement in pediatric TBI. METHODS: Retrospective chart review was conducted for TBI patients (n = 596) admitted to an academic pediatric level I trauma center from 2015 to 2022, where institutional policy dictates automatic CPS

Prevalence of Sexually Transmitted Infections Among Adolescents Entering Child Protective Services.

STUDY OBJECTIVE: Persons aged 15-24 years have the highest rates of sexually transmitted infections (STIs). Adolescents in protective services custody may be at even greater risk of acquiring STIs, but little is known about the prevalence of STIs among this population. We therefore set out to assess the prevalence of STIs among adolescents seen in the Harris County Child Protective Services Clinic. Antenatal Psychiatric Hospitalization: Factors Associated With Newborns' Custody Under Child Protective Services.

BACKGROUND: Psychiatric illness during pregnancy is associated with adverse obstetric outcomes, but investigations into its impact on parenting capacity are limited. Child Protective Services (CPS) contact disproportionately impacts families marginalized by poverty, mental health disorders, and substance use disorders. Recently, there have been investigations into the significance of psychiatric illness and nonmental health-related factors that predict CPS custody arrangements. OBJECTIVE: To identify clinical factors associated with newborns' custody under CPS for mothers with antenatal psych

What Does Child Protective Services Investigate as Neglect? A Population-Based Study.

Most child protective services (CPS) investigations involve allegations of neglect. Broad and vague definitions have led to concerns that CPS-investigated neglect is driven by poverty-based material hardship. In a representative sample of 295 neglect investigations in California in 2017, structured data and narrative text fields were used to characterize the types of neglect and concurrent parental risk factors investigated by CPS and to assess the rate and nature of investigated physical neglect, defined as inadequate food, housing, or hygiene. The most common types of neglect were inadequate
