Evaluation of research ethics committees in Turkey.

In Turkey, there was no legal regulation of research on human beings until 1993. In that year "the amendment relating to drug researches" was issued. The main objectives of the regulation are to establish a central ethics committee and local ethics committees, and to provide administrative control. There are no compulsory clinical ethics lectures in the medical curriculum, so it is also proposed that research ethics committees (RECs) play a central educational role by helping physicians to be aware of moral problems and by contributing to the training of research teams.

Ethics committees, organ transplantation and public policy.

It is clear that ethics committees face many dilemmas in developing sound public policy on organ transplantation through their roles in serving their institutions and their communities. With conscientiousnes and good faith, different committees may adopt different approaches to the same issue, and arrive at different solutions when subscribing to the same approach. It is valuable that committee members should be aware of other committees' approaches and disclose the reasons for their own in a frank, non-defensive way. It should also be remembered that a measure of legitimacy can attach to ethi

Human research ethics committees members: ethical review personal perceptions.

This study aims to characterise Human Research Ethics Committee (HREC) members' perceptions on five main themes associated with ethics reviews, namely, the nature of research, ethical/moral issues, assent, participants' risk and HREC prerogatives issues. Three hundred and sixteen HREC members from over 200 HRECs throughout Australia responded to an online questionnaire survey. The results show that in general, HREC members' beliefs are reasoned and align with sound principles of ethical reviews. There seems to be a disposition for living up to ethical/moral values, avoiding the issue of consen

The New Organization of Ethics Committees in Italy: What is the Future of Clinical Ethics?

BACKGROUND: In Italy, clinical ethics is not well institutionalized. On February 7, 2023, the Italian Ministry of Health published four long-awaited decrees regarding the reorganization of ethics committees. AIM: The aim of this article is twofold: firstly, we aim to briefly summarize the development of clinical ethics in Italy from a legislative point of view; secondly, we aim to examine how Italian regions are implementing the part of the new decrees on the organization of ethics committees that concerns clinical ethics. METHODS: As for the first aim, we conducted a critical interpretive r

Enhancing patients' autonomy by involving them in research ethics committees.

OBJECTIVE: Although clinical trial participants are the most affected by research ethics committee's decisions, they are not formally represented on Swiss committees. We aimed to find out what patients think about the idea of being members of such committees. DESIGN: Latent thematic analysis was used to analyse the interviews. SETTING: Patients were recruited in a Swiss university hospital. PARTICIPANTS: The study involved 26 patients suffering from diabetes or gout. INTERVENTIONS: We conducted semi-structured interviews. MAIN OUTCOME MEASURES: We explored what patients think of being est

Local research ethics committees' approval in a national population study.

BACKGROUND: Epidemiological research using patient records faces considerable uncertainty regarding requirements for local ethical review, confidentiality of data and patient permission. SETTING AND DESIGN: We report the experiences of the national study of clustering and geographical variation in anophthalmos and microphthalmos, which, from 1994, has been compiling a register of affected children born in England since 1988. The information is obtained from clinicians and local health authority records without any direct contact with patients or their families. RESULTS: Of 110 district healt

Using Ethics Committees to Justify Force-Feeding Political Prisoners in Israel.

Thousands of Palestinian prisoners are held in Israeli prisons without trial. For some of them, engaging in hunger strikes is the last resort in opposing unlawful detention and inhumane prison conditions. While mainstream bioethics deliberation, reasonable arguments, and international legal and medical professional declarations prohibit force-feeding, local ethical deliberations, professional medical guidelines, and legislation allow the use of medical judgment and clinical ethics committees to force-feed these prisoners. Until now, Israeli physicians have refused to do so, but this may change

Down's syndrome screening is unethical: views of today's research ethics committees.

BACKGROUND: Screening for Down's syndrome forms part of routine obstetric practice. Ethical considerations relating to genetic screening form a major part of the workload of research ethics committees. This study investigated the attitudes of research ethics committee members to several conditions varying in clinical severity and prognosis, including Down's syndrome. METHODS: The members of 40 randomly chosen research ethics committees were surveyed. A simple questionnaire comprising 19 clinical scenarios based around four "clinical" conditions was designed to review conditions that were pote

[Medical-ethical decision-making-contribution of the clinical ethics committee by ethics consultation and development of ethical guidelines].

Medical-ethical decision-making ranges between the poles of the medical indication on the one hand and the will of the informed and advised patient on the other, which do not necessarily have to coincide. Even if the definitive choice of action is made by the attending physician/the treatment team, it is particularly helpful in problematic conflicting situations to set up the corresponding decision-making as broadly as possible, with the result that ultimately an appropriate, acceptable, and well-founded decision is made for all parties involved. The clinical ethics committee (CEC) can perform

A missing voice at the ethical table: The role of pharmacists on institutional ethics committees.

Institutional ethics committees (IECs) are designed to support complex clinical and organizational decision making through interdisciplinary collaboration. Despite the central role of medications in many ethically challenging scenarios, pharmacists are often absent from formal IEC membership. This omission represents a structural gap in ethical deliberation within many modern health systems. Pharmacists routinely navigate decisions involving medication safety, access, cost, allocation, and appropriateness across both inpatient and outpatient settings, many of which carry significant ethical im

Awareness, knowledge, attitudes, and practices toward health research ethics and research ethics committees among healthcare postgraduate students, faculty, and professionals in The Gambia.

Until recently, there has been no formal research ethics training program in The Gambia, despite decades of conducting research. This study aimed to evaluate the awareness, knowledge, attitudes, and practices of research ethics and Research ethics committees (RECs) among health professionals across various health cadres before the commencement of a postgraduate certificate program. A cross-sectional survey was conducted using an online questionnaire. Chi-square tests and multivariable binary logistic regression models were used to examine the associations between independent variables and know

From statutory mandate to institutional integration: lessons from the national survey of Israel's healthcare ethics committees.

BACKGROUND: Israel's Patients' Rights Act (IPRA, 1996) established a unique statutory model for ethics committees (ECs), with legally binding authority, differing from the advisory nature of ECs in most countries. Following the 2015 State Comptroller's report highlighting widespread under-implementation, the Ministry of Health (MOH) issued a directive in 2018 aimed at standardizing EC structure, procedures, and training. However, the extent of subsequent implementation and operational activity has remained unclear. METHODS: This secondary analysis of the 2022‑2023 MOH national survey examined

From the biomedical model to the climate-sensitive model: A necessary adjustment for research ethics committees.

Ethics committees are not yet fully integrated into the response to climate change, whether they are national ethics committees (NECs) that issue advisory opinions or research ethics committees (RECs) that review research protocols. This article took this observation as its starting point to consider how ethics committees could support to more accurately assess the consequences of climate change on health, through a lens that focuses on the health of younger and future generations yet within the wider context of ecosystems. Funding and Function During Crises: A Global Survey of Research Ethics Committees During the COVID-19 Pandemic.

Research ethics committees (RECs) help uphold ethical research, but little is known about how their funding affects their capacity, especially in crises. Via survey data from 324 REC representatives in 80 countries, we examine funding sources, perceived compensation adequacy, and operational challenges during the COVID-19 pandemic. About one-fifth reported having no funding for operations or compensation, and only around one-third viewed their compensation as adequate. Funding constraints were more pronounced in low- and middle-income countries and may be associated with greater reported chall

Clinical trials with cannabis medicines-guidance for ethics committees, governance officers and researchers to streamline ethics applications and ensuring patient safety: considerations from the Australian experience.

With cannabis medicines now obtaining legal status in many international jurisdictions (generally on the authorisation of a medical professional), a rapid increase in consumer demand for access to cannabis as a therapeutic option in the treatment and management of a range of indications is being noted. Despite this accessibility, knowledge on optimal use is lacking. Further drug development and clinical trials at regulatory standards are necessary both if a better understanding of the efficacy of cannabis medicines, optimal product formulation and indication-specific dosing is needed and to en

Sustained and discontinued operational changes to ethics committees in the post-pandemic era: a qualitative study in Kenya.

BACKGROUND: Ethics Committees (ECs) play a vital role in protecting the rights, safety, and welfare of human participants enrolled in research. In special circumstances such as pandemics, ECs conduct a rapid review of research protocols to respond to a Public Health Emergency (PHE). Globally, many ECs made operational changes to their processes during the COVID-19 era in a bid to continue providing research oversight amidst strict measures to combat the spread of the disease. Little is known about any sustained and/or discontinued EC operational adjustments made during the COVID-19 pandemic. T

[Validation of medical ethical decisions at the bedside by the autopsy : Experience of the ethics committee at the Stuttgart Clinic].

BACKGROUND: Ethics consultations in a clinical setting can be challenging, specifically with respect to limiting therapeutic interventions in terminally ill patients. Some decisions will even be controversial. OBJECTIVE: Can a clinical autopsy be used to confirm the recommendations given by the ethics committee, i. e. limitation of therapy to palliative care? MATERIAL AND METHODS: We report an exemplary case of a patient with endocarditis and subsequent septic cerebral infarction.
