Converging global health agendas and universal health coverage: financing whole-of-government action through UHC.

UN member states have committed to universal health coverage (UHC) to ensure all individuals and communities receive the health services they need without suffering financial hardship. Although the pursuit of UHC should unify disparate global health challenges, it is too commonly seen as another standalone initiative with a singular focus on the health sector. Despite constituting the cornerstone of the health-related Sustainable Development Goals, UHC-related commitments, actions, and metrics do not engage with the major drivers and determinants of health, such as poverty, gender inequality,

Green trade, governance, finance, and energy efficiency: Shaping environmental landscape in global powerhouses.

As global environmental concerns intensify, identifying the key drivers of CO2 emissions (CO2e) becomes vital, particularly for high-energy-consuming nations. The present study delves into the impacts of green trade (GT), energy efficiency (EF), research and development (R&D), economic growth (EG), financial expansion (FE), and population density (PD) on CO2e across the top 20 energy-consuming countries from 2000 to 2022. We introduce three key innovations: (i) a novel environmental governance index (EGI), constructed using a distance-based and time-sensitive method, capturing governance progr

Governance, financing, and cultural safety in Taiwan's indigenous long-term care: a CFIR/RE-AIM analysis of Wenjian stations.

BACKGROUND: Taiwan’s Indigenous communities face profound health inequities driven by colonial legacies, rural ageing, and structurally misaligned long-term care policies. Life expectancy gaps approach 12 years compared to the general population. Indigenous Cultural Health Stations (ICHS; Wenjian Stations) provide community-based support for older adults, yet are constrained by fragmented funding cycles, undervalued cultural labour, and governance arrangements that impede culturally safe health promotion. OBJECTIVE: This study aimed to investigate how governance arrangements, financing flows,

Implementing Somalia's National Transformation Plan 2025-2029 for health-system reform: a policy and practice review of governance, financing, and institutional readiness.

Somalia's National Transformation Plan (NTP) 2025-2029 presents an ambitious health-reform agenda centred on maternal and child health, workforce development, health-system strengthening, regulation, financing, digitalisation, and emergency preparedness. The policy challenge is whether the institutional conditions required for implementation can be assembled in a fragile, federal, highly aid-dependent and predominantly mixed-provider health system. This Policy and Practice Review critically examines the implementation readiness of the NTP health chapter and proposes a sequenced framework for c

Financing global mental health services and the role of WHO.

A concrete indicator of a government's commitment to mental health services is the amount of financial resources it allocates. To encourage the government to increase mental health funding, it would require additional research and dissemination findings on the economic consequences of mental health disorders, cost-effectiveness benefits of alternatives treatment, and alternative methods of financing for mental health illnesses. In addition, an organized consumer group can be an effective means in informing legislative and government policy makers. Public financing alone is not sufficient for t

Bridging the gap: financing health promotion and disease prevention in Indonesia.

BACKGROUND: Spending on preventive care in low- and middle-income countries (LMICs), including Indonesia, is much lower than spending on curative care. This study aimed to assess the current financing landscape for health promotion and disease prevention in Indonesia and, subsequently, to develop a framework and recommendations for future health promotion financing in the country. METHODS: We adopted a mixed-method approach to gather information from all relevant stakeholders from December 2022

Aid, debt, International Monetary Fund conditionalities and domestic health financing in low- and middle-income countries.

Across low- and middle-income countries (LMICs), public external debt burdens as well as the number of International Monetary Fund (IMF) loan conditionalities have grown over time. These externally derived macro-fiscal factors, along with official development assistance (ODA), may influence the fiscal space for health and policy decisions that co-determine to what extent countries finance their health systems with domestic government funds (GHE-S), and to what extent they rely on household out-of-pocket payments (OOP). The levels and balance of these sources have great implications for health

Repetitive flood victims and acceptance of FEMA mitigation offers: an analysis with community-system policy implications.

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight r
