Fiscal monitoring policy and corporate carbon emissions in U.S firms.

This paper examines the impact of U.S. state-level adoption of fiscal monitoring policies (FMP) on corporate environmental performance (measured by firm-level greenhouse gas (GHG) emissions). Using a sample of firms that constitute the S&P 500 index from 2002 to 2023, the regression analysis reveals a positive and significant influence of the adoption of the FMP on corporate GHG emissions, with the adoption of the FMP resulting in a 16.18 % increase in corporate GHG emissions. This suggests that tight monitoring leads local governments to focus on the short-term economic growth at the cost of

The fiscal sustainability of Burkina Faso's free health care policy for maternal and child health: an analysis using the fiscal space diamond.

BACKGROUND: In April 2016, Burkina Faso implemented a free maternal and child health care program. Program monitoring after the policy’s introduction showed increased stock-outs of essential drugs and supplies. The program’s outcomes could differ from those expected if financing and resources were insufficient. OBJECTIVE: This study investigated the program’s fiscal sustainability by examining ways to finance its implementation effectively. METHODS: A slightly modified four-dimension definition of fiscal space was used to examine whether Burkina Faso had sufficient financial capacity to suppor

Does sectoral energy consumption depend on trade, monetary, and fiscal policy uncertainty? Policy recommendations using novel bootstrap ARDL approach.

Since the inception of the twenty-first century, there has been a profound upsurge in economic policy uncertainty (EPU) with several economic and environmental impacts. Although there exists a growing body of literature that probes the economic effects of EPU, the EPU-energy nexus yet remains understudied. To fill this gap, the current study probes the impact of disaggregated EPU (i.e., monetary, fiscal, and trade policy uncertainty) on energy consumption (EC) in the USA covering the period 1990M1-2020M12. In particular, we use sectoral EC (i.e., energy consumed by the residential sector, the

Towards Inclusive Fiscal Policy: A Disability-Responsive Taxation Framework for Equity and Economic Empowerment.

INTRODUCTION: Disability in South Africa remains a key driver of socioeconomic inequality, affecting labour market participation, income security, and access to social protection. Conventional fiscal instruments, including medical tax credits and deductions, favour formally employed, higher-income taxpayers, leaving many persons with disabilities fiscally excluded. This study used a mixed-methods secondary analysis of peer-reviewed literature, policy documents, labour force data, disability grant records, and household cost estimates to develop a conceptual framework for disability-responsive

Can digital-green dual pilot policy enhance green total factor productivity? Evidence from energy conservation and emission reduction fiscal policy and smart cities.

Amidst global efforts to mitigate environmental degradation and stimulate stagnant growth, digitalization and decarbonization have emerged as pivotal policy drivers. However, focusing solely on individual policy instruments neglects the potential synergies. This study bridges this gap by evaluating the integrated effects of digitalization and greening policies on green total factor productivity (GTFP). Utilizing panel data from Chinese cities, we construct a quasi-natural experiment by combining the national comprehensive demonstration city of energy conservation and emission reduction fiscal

Retrofitting fiscal policies to reduce the double burden of malnutrition in Peru: A system dynamics modelling study.

BACKGROUND: Peru faces a double burden of malnutrition, characterised by the co-existence of overnutrition and undernutrition. Although several fiscal policies have been implemented to address nutrition challenges, these have been designed and implemented separately, limiting their potential for synergistic impact. This paper investigates the potential impact of retrofitting unhealthy food and beverage taxation for 'double-duty' action by allocating revenues towards welfare transfers and fruit and vegetable subsidies on overweight and stunting in Peru. METHODS AND FINDINGS: We developed a sys

Fiscal Policy for Health: Sugar-Sweetened Beverage Tax Design and Soft Drink Consumption Across Geographies, 2010-2024.

Sugar sweetened beverages (SSBs) are an important source of added sugars and a key target for fiscal policies aimed at preventing obesity, type 2 diabetes and other non-communicable diseases. This study assessed the association of SSB taxes, tax structure and tax-design elements and changes in per capita soft drink sales volume across geographies from 2010 to 2024. Annual Euromonitor International Passport sales data were combined with national SSB tax-policy data from the World Bank and macroeconomic indicators. The final sample includes 74 geographies and 1096 geography-year observations. We

Firm-level trade credit responses to COVID-19-induced monetary and fiscal policies: International evidence.

This paper provides preliminary evidence of the effects of fiscal and monetary policies designed to mitigate and contain the adverse economic impacts of COVID-19 on supplier-customer relationships during the first two quarters of 2020. We compare the impacts of various intervention policies on corporate trade credit for a sample of 14,623 firm-quarter observations, representing 56 countries, after controlling for quarter-, country-, industry-, and firm-fixed effects. We find that, overall, the monetary interventions are associated with lower levels of trade credit, while fiscal interventions i

Impact of Fiscal Policy for Sugar-Sweetened Beverages on Reducing the Burden of Disease and Healthcare Costs in Brazil: A Simulation Study.

Background/Objectives: Sugar-sweetened beverage (SSB) consumption has been linked to obesity, metabolic diseases, and rising healthcare costs. This study aimed to assess the impact of a 20% excise tax on SSBs in Brazil on obesity/overweight prevalence, seven musculoskeletal and cardiovascular diseases, and related healthcare costs, with their associated impacts on health inequalities. Methods: Using 2017/2018 Brazilian Household Budget Survey data for baseline consumption and own- and cross-price elasticities for taxed beverages, we estimated changes in caloric consumption for the entire popul

Building resilient clean energy transitions: Does economic, fiscal, and climate policy uncertainties contribute to renewable energy consumption in United States.

The study investigates the dynamic and asymmetric linkages between renewable energy consumption (REC) and policy uncertainties in the United States over the period 1988-2024, employing a Quantile VAR (QVAR) connectedness framework with rolling windows and forecast horizons, complemented by Multi-Frequency Quantile Correlation (MFQC). The dynamic total connectedness results reveal that spillovers are strongly time- and state-dependent, intensifying during crises such as the dot-com bubble, the global financial crisis, and COVID-19, with both adverse and exuberant states amplifying systemic tran

Does green finance restrain corporate financialization?

Green financial policy is one of the important policy tools for China to implement the national carbon peak goal and carbon neutral vision through financial means. This policy has an important impact on the business strategy of corporates. Based on the data of listed corporates from 2013 to 2020, this study examines the impact mechanism of China's green financial reform and innovation pilot zones (GFRIPZ) on corporate financialization (CF) using the difference-in-difference method. The results show the following: (1) The implementation of GFRIPZ significantly restrains the CF. (2) GFRIPZ rever

Land Finance and fiscal rules: An estimated DSGE model for Hong Kong.

This study systematically analyzes the choice of fiscal rules under Hong Kong's land finance pattern and their macroeconomic implications for the first time through DSGE methods. Using quarterly data from 2000 Q1 to 2023 Q4, we employs Bayesian estimation and simulation to compare the effects of three fiscal rules: the fully exogenous rule, the output-responsive rule, and the debt-responsive rule. Results indicate that the debt-responsive rule delivers optimal outcomes in stabilizing consumption, investment, and labor markets. It effectively curbs pressures from rising government debt and prop

Economic policy uncertainty and the dynamics of healthcare expenditure in China.

This study examines the dynamic impact of Economic Policy Uncertainty (EPU) on China's healthcare fiscal expenditures, focusing on the rational allocation of public funds under macroeconomic fluctuations. The study utilize the SV-TVP-FAVAR model to analyze quarterly national data (2007-2025) and inter-provincial data (2009-2019), overcoming traditional static model limitations. EPU shocks exhibit significant time-variability: a negative "squeezing" effect during the 2008 financial crisis but a counter-cyclical expansionary effect during the 2020 COVID-19 pandemic. Regional fiscal strength mode

Evaluating the Effect of Government Emission Reduction Policy: Evidence from Demonstration Cities in China.

The effectiveness of government environmental policies is pivotal to environmental quality and provides the reference for further policy design. This paper estimates the effect of comprehensive demonstration of fiscal policy for ECER (Energy Conservation and Emission Reduction) on pollution emissions in Chinese cities with the sample period from 2003 to 2016, which is an important practice for policy integration. We find that this policy reduces the industrial SO2 (sulfur dioxide) emission by 23.8% on average and the industrial wastewater emission by 17.5% on average. This policy, implemented
