State Earned Income Tax Credits and Firearm Suicides.

IMPORTANCE: Firearm suicides are an increasing public health crisis and disproportionately impact low-income communities. The earned income tax credit (EITC) is the largest poverty alleviation program for working families with low income in the US. OBJECTIVE: To evaluate the association of presence and generosity of state EITC policies with state-level firearm suicide rates. DESIGN, SETTING, AND PARTICIPANTS: This ecological cohort study analyzed EITC data and suicide rates from 46 US states and Washington, DC, from 1981 to 2019. Data analysis was conducted from June 2022 to August 2024. EX

State Earned Income Tax Credits and Intimate Partner Violence.

Employment and income are critical in aiding intimate partner violence (IPV) survivors. The Earned Income Tax Credit (EITC) is a strategic anti-poverty initiative, promoting workforce participation. This study investigates the effect of state-level EITC policies on physical IPV incidence. Utilizing data from the National Incident-Based Reporting System (NIBRS) spanning 2011 to 2019, we performed a generalized linear model with fixed-effects individual slopes to estimate the relationship between the level of state EITC benefits and state-level IPV rates by quarter. We found that increased state

The Effect of the Earned Income Tax Credit on Housing and Living Arrangements.

As rents have risen and wages have not kept pace, housing affordability in the United States has declined over the last 15 years, impacting the housing and living arrangements of low-income families. Housing subsidies improve the housing situations of low-income families, but less than one in four eligible families receive a voucher. In this article, we analyze whether one of the largest anti-poverty programs in the United States-the Earned Income Tax Credit (EITC)-affects the housing (eviction, homelessness, and affordability) and living arrangements (doubling up, number of people in the hous

Effects of refundable state earned income tax credits on access to medical and dental services of low-income mothers.

BACKGROUND: Low-income women face constraints to timely access to medical and dental services. There is little evidence on whether refundable state earned income tax credit (EITC) programs affect access to care. We examine the effects of refundable state EITC levels on accessing medical and dental care among low-income mothers and potential interactions with state Medicaid eligibility levels. METHODS: We use data from 1996-2019 Behavioral Risk Factor Surveillance System (BRFSS). We focus on single mothers aged 18-44 with high school or less education and two or more children as the group that

Do the Effects of Alcohol Excise Taxes Differ by Drinking Level and by Income Level?

We study the effect of excise alcohol taxes on ethanol consumption and prices paid for alcohol purchases. For our analysis, we exploit an unexpected and large increase in excise taxes that substantially raised alcohol prices in the state of Illinois in 2009. We combine rich, nationally representative household-level data on alcohol purchases with a synthetic control approach that allows us to compare prices paid and purchasing behavior in Illinois with the same behaviors in a weighted set of control states. We show that heavy and moderate drinkers reduced their ethanol consumption by a similar

The impact of the low-income housing tax credit on children's health and wellbeing in Georgia.

Housing instability is a risk factor for child abuse and neglect (CAN). Thus, policies that increase availability of affordable housing may reduce CAN rates. The Low Income Housing Tax Credit (LIHTC) program is the largest affordable housing policy initiative in the country. This study used fixed-effects models to estimate the relationship between LIHTC units and county-level CAN reports in Georgia from 2005 to 2015, controlling for county demographic characteristics. One-way fixed-effects models (including only county fixed-effects) demonstrated significant negative associations between numbe

Perceived Impacts of the Expanded Child Tax Credit Cessation Based on Family Income Level.

The 2021 Expanded Child Tax Credit (ECTC) lifted millions of children out of poverty and drastically improved well-being. These impacts were particularly salient for families with lower income among those who received the full ECTC benefit. This study gathered lived experiences on the ECTC cessation and explored differential impacts across income levels to inform discussions around policy restoration. Semi-structured interviews were conducted with parents who had a child (2-12 years) who received the full ECTC. Interviews occurred in May 2022 after the ECTC ended. Changes in financial security

The Expanded Child Tax Credit: Highest Burdens, Smallest Improvements Among Low-Income, Female-Headed Households.

The 2021 expansion of the Child Tax Credit provided advance monthly cash transfers to most US households with children. Although prior evaluations documented overall improvements in household well-being, less is known about variation by household structure. This study examined policy-period changes in parental mental health and material hardship among female-headed households. Using data from 1.3 million respondents to the Census Bureau's Household Pulse Survey (2020-25) and an intersectional framework, we applied difference-in-differences and multilevel models to estimate changes in parental

Health Effects of the 2021 Earned Income Tax Credit Expansion on Young Adults Without Children.

UNLABELLED: Policy Points In 2021, young adults without children became (temporarily) newly eligible for the earned income tax credit, the largest US poverty alleviation program. This 2021 expansion was associated with fewer poor mental health days and modest improvements in physical health. This study suggests the importance of providing economic support for young adults at this critical juncture of the life course, when they are ineligible for many other social safety net benefits. CONTEXT: In 2021, Congress expanded the earned income tax credit (EITC)-the largest US poverty alleviation pro

The Earned Income Tax Credit and short-term changes in financial strain and drug use.

INTRODUCTION: Financial strain is common in the United States and associated with substance use. We examined whether eligibility for the federal Earned Income Tax Credit (EITC), the largest US anti-poverty program, affected financial strain and drug use. METHODS: Using a difference-in-difference design with data from the Population Assessment on Tobacco and Health Wave 1 Adult Survey, a nationally representative survey of US adults, we estimated short-term EITC-associated changes in past-month financial strain, cannabis use, and central nervous system (CNS) depressant use for EITC-eligible pe

The Association of Low-Income Housing Tax Credit Units and Reports of Child Abuse and Neglect.

INTRODUCTION: Poverty broadly and financial stress owing to housing insecurity specifically are associated with an increased risk of child maltreatment. Therefore, it is possible that a program designed to increase access to affordable housing such as the Low-Income Housing Tax Credit program could reduce child maltreatment. The purpose of this study is to examine the association of the availability of housing units through the Low-Income Housing Tax Credit Program with the rates of child maltreatment reports, including reports for physical abuse and neglect, at the state and county levels. Using the Low-Income Housing Tax Credit to Fund Assisted Living: Mapping the Current Environment.

OBJECTIVES: The Low-Income Housing Tax Credit (LIHTC) has been responsible for creating more units of affordable housing than any other federal program. However, the extent to which it has been used to finance the development of assisted living (AL) is unknown. The objective of this study is to understand the prevalence of LIHTC-funded AL and how ALs funded with LIHTC differ from other ALs. DESIGN: We linked the Department of Housing and Urban Development's LIHTC database (1987-2022) and a national list of licensed ALs (2023) to identify LIHTC-funded ALs (LIHTC-ALs) operating in 2023. Affordable housing through the Low-Income Housing Tax Credit program and opioid overdose emergency department visits.

INTRODUCTION: The United States continues to experience an opioid overdose crisis. As a key social determinant of health, housing insecurity may contribute to initiation of substance use and can threaten outcomes for those with substance use disorders by increasing stress, risky substance use, discontinuity of treatment, and return to use, all of which may increase the risk of overdose. The Low-Income Housing Tax Credit (LIHTC) program supports access to rental housing for low-income populations. By facilitating access to affordable housing, this program may improve housing security, thereby r

Association of State-Level Earned Income Tax Credits With Rates of Reported Child Maltreatment, 2004-2017.

Poverty is an important predictor of child maltreatment. Social policies that strengthen the economic security of low-income families, such as the Earned Income Tax Credit (EITC), may reduce child maltreatment by impeding the pathways through which poverty leads to it. We used variations in the presence and generosity of supplementary EITCs offered at the state level and administrative child maltreatment data from the National Child Abuse and Neglect Data System (NCANDS) to examine the effect of EITC policies on state-level rates of child maltreatment from 2004 through 2017. Effects of Long-Term Exposure to the Earned Income Tax Credit on Work Disability in Later Life.

This study investigates the impact of the Earned Income Tax Credit (EITC) on work disability and Social Security Disability Insurance (DI) claims among Americans. Utilizing the Panel Study of Income Dynamics, we examine the effects of EITC exposure from birth to mid-adulthood on work disability risk before retirement. Our analysis reveals that EITC exposure during adulthood significantly reduces the likelihood of work disability, potentially influencing DI trends. Specifically, a $10,000 increase in cumulative EITC exposure is associated with about a 1.25 percentage-point lower probability of

Promoting Healthier Purchases: Ultraprocessed Food Taxes and Minimally Processed Foods Subsidies for the Low Income.

INTRODUCTION: Fiscal policies can shift relative food prices to encourage the purchase and consumption of minimally processed foods while discouraging the purchase and consumption of unhealthy ultraprocessed foods, high in calories and nutrients of concern (sodium, sugar, and saturated fats), especially for low-income households. METHODS: The 2017-2018 packaged food purchase data among U.S. households were used to derive household income- and composition-specific demand elasticities across 22 food and beverage categories. Policy simulations, conducted in 2022-2023, assessed the impact of nati

The Effects of the 2021 Child Tax Credit on Housing Affordability and the Living Arrangements of Families With Low Incomes.

Access to safe and stable housing is important for child and adult well-being. Yet many low-income households face severe challenges in maintaining stable housing. In this article, we examine the impact of the 2021 temporary expansion to the Child Tax Credit (CTC) on housing affordability and the living arrangements of families with low incomes. We employ a parameterized difference-in-differences method and leverage national data from a sample of parents who are receiving or recently received Supplemental Nutrition Assistance Program benefits (N = ∼20,500), many of whom became newly eligible f

Socioeconomic differences in the impact of prices and taxes on tobacco use in low- and middle-income countries-A systematic review.

There is indisputable evidence that increases in taxes that raise tobacco prices reduce tobacco use. Consumption taxes on manufactured tobacco products, however, can be regressive in socioeconomic status (e.g., when the ratio of tax paid to income is lower for higher-income groups than for lower-income groups). Nevertheless, if the poor or less educated are more price responsive, a change in tobacco tax may be progressive in socioeconomic status. Existing reviews clearly indicate that populations with lower income or education are more responsive to tobacco tax and price changes than higher-in
