Partner management for gonococcal and chlamydial infection: expansion of public health services to the private sector and expedited sex partner treatment through a partnership with commercial pharmacies.

BACKGROUND: Public health partner notification (PN) services currently affect only a small minority of patients with gonorrhea or chlamydial infection and new approaches to PN are needed. OBJECTIVES: To expand PN for gonorrhea and chlamydial infection to private sector patients and to assess the feasibility of treating sex partners through commercial pharmacies. METHODS: Selected patients were offered PN assistance and were randomly offered medication to deliver to their partners. RESULTS: Providers permitted the health department to contact 3613 (91%) of 3972 potentially eligible patients,

Public-private dialogue: an essential approach to engage non-state actors in a mixed health system.

Evidence shows that low-income and middle-income country (LMIC) governments are still facing challenges to systematically engage the private sector in health. Barriers to greater interactions between public and private health partners include mistrust of the private health sector's motives and misunderstanding of the profit motive, based on deep-rooted philosophical beliefs and personal experiences. This paper examines the implementation of public-private dialogue (PPD) as a means for addressing the aforementioned barriers facing the engagement of the private sector in health in LMICs. The pape

Leveraging the private sector for health system development in sub-Saharan Africa.

Development assistance has historically supported major gains in health and health-system development in sub-Saharan Africa, but recent reductions in development assistance have intensified financing and service-delivery pressures across the region. As governments seek more durable and domestically sustained strategies, the private health sector may play a larger role in expanding financing, specialised care, innovation, workforce retention, and public-private partnerships. However, private sector expansion alone is not sufficient and may worsen inequities if it remains disconnected from natio

Engaging the private sector to increase access to HIV services and increase sustainability of the HIV response.

BACKGROUND: Public health facilities often manage high volumes of HIV clients and face challenges with long wait times, poor client satisfaction, and low retention in care. The private sector is a major provider of health services in many countries but is a relatively untapped resource for reducing congestion in high-volume public HIV facilities and increasing access to HIV services, particularly for clients who already use the private sector as their first point of care. Private banks, corporations, and clients themselves can also be a resource for generating additional financing for HIV and

Enhancing tuberculosis care in Madhya Pradesh through public-private partnerships: An evaluation of the patient provider support agency (PPSA) model.

BACKGROUND: The quality of care that patients receive in the private sector has been reported to be poor. Madhya Pradesh began adopting the PPSA model in September 2020, initially covering 44 districts. By April 2022, the state achieved 100% coverage, becoming the first state in the country to implement PPSA across all 52 districts. Although PPSA is now operational in every district, health indicators in the private sector have shown little improvement, and notifications from the private sector remain significantly below the annual targets The patient provider support agency (PPSA) pilot progr

The Kochi Declaration 2024 - A catalyst for global TB elimination through private sector engagement.

The Kochi Declaration 2024 (resulting from the International Leadership Summit of Medical Associations) marks a significant step in global TB elimination efforts. By emphasising private sector engagement, it addresses critical gaps in TB care delivery, particularly in high-burden countries where 60%-80% of patients initially seek care from private providers. This initiative aligns with the WHO's public-private mix approach, enhancing case detection, treatment quality, and global health equity. It underscores the potential of collaborative strategies to accelerate progress towards a TB-free wor

Commentary: Healthcare Partnerships, Medical Scandals and Canada's Lack of Transparency in Pharmaceutical Donations.

The Canadian government should fund and maintain an accessible website to make pharmaceutical companies' payments to physicians and patient groups transparent. But the government encourages these funding relationships and helps obscure their nature and extent. Furthermore, the industry's relationships with public sector actors permeate the healthcare system, creating webs of influence; a disclosure system should capture this complexity. While other high-income countries have implemented transparency requirements, their efforts sometimes resemble defensive responses to scandals. In this respons

Evaluation of the tuberculosis notification impact from an intermediary-facilitated public-private mix intervention in Viet Nam: A population-level quasi-experimental study.

BACKGROUND: Treatment coverage gaps remain a major barrier to ending tuberculosis (TB). Public-private mix (PPM) entails the engagement of healthcare providers outside of national TB programs (NTP). PPM strategies are promoted to improve TB notification, particularly in high-burden settings with fragmented care systems, and intermediary agencies are recognized as effective mechanisms to operationalize PPM by bridging NTPs and out-of-network healthcare providers. However, population-level evidence is rare, as most evaluations have been limited to pilot studies, small geographic areas, or uncont

Securitizing HIV/AIDS: a game changer in state-societal relations in China?

BACKGROUND: China has experienced unprecedented economic growth since the 1980s. Despite this impressive economic development, this growth exists side by side with the human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS) and severe acute respiratory syndrome (SARS) crises and the persisting deficiencies in public health provision in China. Acknowledging the prevailing health problems, the Chinese government has encouraged the development of health non-governmental organizations (NGOs) to respond to the health challenges and address the gaps in public health provision of

A model for public-private partnership during the COVID-19 pandemic: Lessons from Biolab and public laboratories working in the Hashemite Kingdom of Jordan.

INTRODUCTION: The global COVID-19 pandemic overwhelmed national public health and laboratory capacity in Jordan and globally. In response, Biolab, a private laboratory group with 27 branches across Jordan, assisted with testing. Biolab was equipped to quickly increase molecular testing capacity without compromising quality or turnaround time, allowing them to contribute to national COVID-19 surveillance efforts. METHODS: Biolab expanded testing in Jordan by operationalizing automated testing platforms at various locations, including 16 branches, 2 drive-through and 2 walk-through centres, and

Development of medicines for rare diseases and inborn errors of metabolism: Toward novel public-private partnerships.

Medicine development for rare diseases, including inborn errors of metabolism (IEMs) is challenging. Many academic innovations fail to reach the patient, either by stranding in the translational stage or due to suboptimal patient access related to pricing or uncertain effectiveness. Expanding and solidifying the role of the academic in public-private partnerships (PPPs) may present an innovative solution to help overcome these complexities. This narrative review explores the literature on traditional and novel collaborative approaches to medicine development for rare diseases and analyzes exam

Public-private partnerships for UAV-assisted emergency medical services in aging communities: an evolutionary game approach.

OBJECTIVE: To analyze the current "market failure" in the large-scale deployment of UAV-assisted automated external defibrillator (AED) delivery networks for aging communities, and to explore innovative "Public-Private Partnership" (PPP) business models to overcome the "cold-start" institutional deadlock. METHODS: This study introduces a three-party evolutionary game model comprising community representatives, medical institutions, and UAV operators. By integrating principles of "health economics," we simulated the interactive decision-making processes under bounded rationality. Multi-scenari

[Productive Development Partnerships in Brazil: empirical evidence on productive capacity (2011-2024)].

The Productive Development Partnerships (PDPs) are one of the main instruments of industrial health policy in Brazil, by articulating the purchasing power of the State with the transfer of technology to official pharmaceutical laboratories (LFOs). This article evaluated the extent to which PDPs contributed to strengthening the national production capacity of strategic medicines in the period from 2011 to 2024. A formative evaluation of public policy was carried out, based on documentary analysis, data from government acquisitions and the construction of indicators of productive and technologic

Creating a Regional Model to Coordinate and Prioritize Access to Permanent Supportive Housing.

Demand for supportive housing outstrips availability in metropolitan regions around the country. Individuals who are homeless with serious mental illnesses, substance abuse, and other debilitating health conditions are often heavy users of publicly financed services and institutions, such as jails, emergency departments, psychiatric and medical hospitals, and sobering and detoxification services. King County, in collaboration with community partners, has developed a regional system for coordinating and prioritizing access to this limited resource based on utilization of publicly financed servi

Public-private partnership offers a strategic opportunity for lymphatic filariasis elimination in India by 2030.

India carries a significant burden of lymphatic filariasis. Although the national elimination programme has been implemented since the early 2000s, LF remains endemic in 345 districts. The economic and operational demands of large-scale interventions, such as mass drug distribution, morbidity management, and post-MDA surveillance, place a considerable strain on the public health infrastructure. Moreover, the disability, stigma and productivity loss associated with lymphedema impose substantial socio-economic burden. Given the large presence of private and non-profit sectors in India, public-pr

Enhancing the role of innovative financing in global health.

Innovative financing mobilizes funds across varied channels using solidarity, Public-Private Partnerships and catalytic mechanisms to address unmet global health needs and engage investors as partners in development. As a supplementary measure to official development assistances (ODA), it offers a potential remedy for the current challenges in global health financing. Its significance has been magnified in the post-COVID era, where inadequate funding presents a significant hurdle to achieving Universal Health Coverage by 2030. Although efforts to promote innovative financing mechanisms have yi

Factors influencing the adoption of a healthy eating campaign by federal cross-sector partners: a qualitative study.

BACKGROUND: The Eat Well Campaign (EWC) was a social marketing campaign developed by Health Canada and disseminated to the public with the help of cross-sector partners. The purpose of this study was to describe factors that influenced cross-sector partners' decision to adopt the EWC. METHODS: Thematic content analysis, based primarily on an a priori codebook of constructs from Roger's diffusion of innovations decision process model, was conducted on hour-long semi-structured telephone interviews with Health Canada's cross-sector partners (n = 18). RESULTS: Dominant themes influencing cross-

The influence of local officials' promotion incentives on Public-Private Partnership project investment from a political-performance-driven perspective: Empirical evidence from China.

The investment in PPP projects in China is large but quite uneven. Based on the political economy theory, using data from the public‒private partnership (PPP) industry issued by local municipal authorities from 2014 to 2018 in China, this paper explains the phenomenon of uneven PPP investment from a politically performance-driven perspective. The study shows that local officials have a strong incentive to increase investment in PPP projects that have positive visual effects on performance appraisal. Driven by promotion incentive, PPP investment demonstrates a phenomenon of "emphasizing perform
