Operation Navajeevan: A Public-Private Partnership Model for Disaster Relief in Kozhikode, India.

INTRODUCTION: In August 2018, India's southern state of Kerala experienced its worst flooding in over a century. This report describes the relief efforts in Kozhikode, a coastal region of Kerala, where Operation Navajeevan was initiated. SOURCES: Data were collected from a centralized database at the command center in the District Medical Office as well as first-hand accounts from providers who participated in the relief effort. OBSERVATIONS: From August 15 through September 8, 2018, 36,846 flood victims were seen at 280 relief camps. The most common cause for presentation was exacerbation o

Putting the poorly documented 1998 GLOF disaster in Shakhimardan River valley (Alay Range, Kyrgyzstan/Uzbekistan) into perspective.

On July 8, 1998, the deadliest glacier lake outburst flood (GLOF) in Central Asia for at least the last 100 years occurred in the Shakhimardan catchment, Kyrgyzstan. Most of the >100 victims were, however, killed in the Uzbek enclave of Shakhimardan, i.e. in the downstream part of this transboundary catchment. No warnings were issued between the two countries. In addition, due to political tensions, access to the site was impossible and a detailed assessment of the disaster could not be realized until now. Using remote sensing, we show that the lake at the origin of the "Shakhimardan event" ap

Impact of heavy rains of 2018 in western Japan: disaster-induced health outcomes among the population of Innoshima Island.

Southwestern Japan suffered its worst rains in 2018 causing floods and mudslides, claiming 225 lives and forcing millions for evacuations. Referred as "Heisei san-jū-nenshichi-gatsugōu", the disaster was the result of incessant precipitation caused by the interaction of typhoon "Prapiroon" with the seasonal rain front "Baiu". The present epidemiological study aims to investigate disaster-induced health issues in 728 residents of Innoshima island in the Hiroshima Prefecture by comparing their clinical data in pre-disaster (2017) and disaster-hit (2018) years which was obtained from annual healt

Mitigating the impacts of floods using adaptive and resilient coping strategies: The role of the emergency Livelihood Empowerment Against Poverty program (LEAP) in Ghana.

Understanding how households make use of adaptive and resilient coping strategies are steps in the right direction of dealing with disaster risks and extreme weather and climate events. In the recent past, safety nets programs have been quickly scaled up to respond to some of these climate-related and other types of shocks in a bid to improve resilience and restore the productive capacity of households. In Ghana for instance, there has been the flagship Livelihood Empowerment Against Poverty (LEAP) program from which stemmed an ad-hoc cash grant program, Emergency LEAP which is rolled out to v

Nurses' experience in providing care at shelters following natural hazards and disasters: a qualitative systematic review protocol.

OBJECTIVE: The review will synthesize current evidence regarding the experiences of nurses who care for people living in shelters following natural hazards and disasters. INTRODUCTION: Over the last decade, due to climate change and global warming, the damage caused by natural hazards and disasters like hurricanes, floods and heavy rainfall has been steadily growing. Following natural hazards and disasters, many who lose their homes reside in evacuation shelters for prolonged periods. The loss of medical infrastructure in disaster-stricken areas can result in evacuees' health being compromise

Effects of a psychological first aid simulated training for pregnant flood victims on disaster relief worker's knowledge, competence, and self-efficacy.

AIMS: To develop a simulation-based psychological first aid (PFA) education program for disaster relief workers and verify its impact on their PFA knowledge, PFA performance competence, and self-efficacy. BACKGROUND: Relief workers should be provided with systematic education on their required knowledge and skills; however, PFA training for relief workers is lacking, which results in ineffective mental health support during disaster situations. METHODS: This study adopted a non-equivalent control group pre-posttest quasi-experimental design. Thirty relief workers from mental health welfare c

Boğaziçi University distributed denial of service dataset.

Distributed Denial of Service (DDoS) attacks is one of the most troublesome intrusions for online services on the internet. In general DDoS attacks are divided into two categories as bandwidth depletion and resource depletion attacks. We generate resource depletion-type DDoS attacks on the campus network of Boğaziçi University and recorded the ongoing traffic from the backbone router's mirrored port. We generate TCP SYN, and UDP flooding packets using Hping3 traffic generator software by flooding. This dataset includes attack-free user traffic and attack traffic, which is suitable for evaluati

Chest Wall Pain after Minor Trauma.

CASE PRESENTATION: A 30-year-old healthy male presented with a complaint of chest pain after mild thoracic trauma sustained while rescuing stranded flood victims during Hurricane Harvey. Careful physical examination revealed a tender palpable cord along the lateral aspect of his chest consistent with a superficial thrombophlebitis. DISCUSSION: Mondor's disease is a superficial thrombophlebitis with myriad underlying causes that can involve the thoracic wall. Although Mondor's disease has been well described in the literature, this case describes a unique presentation in an austere environment

Visualizing the Process of Disaster Mental Health Services in the Joso Flood by Network Analyses of Emails.

Joso City, Ibaraki Prefecture, Japan was severely affected by flooding of the River Kinugawa in September 2015. Local psychiatric organizations immediately began providing disaster mental health services (DMHS). In post-disaster settings, DMHS involving organizational interventions by multiple regional institutions are required to support disaster victims. However, little is known about the process of coordinating multiple institutions or determining whether appropriate support has been provided. To elucidate the characteristics of communications that enable effective disaster medical team for

Child marriage, climate vulnerability and natural disasters in coastal Bangladesh.

This study examined the nature and correlates of child marriage in eight villages in climate-affected coastal Bangladesh using a mixed-methods approach: focus group discussions and in-depth qualitative interviews of female victims of child marriage as well as quantitative data collected using structured interviews of households. More than two-thirds of the qualitative survey respondents had encountered at least one event of natural disaster before marriage. Quantitative data confirmed significantly higher exposure to flood and river erosion among the coastal population. The quantitative data a

tDCS-Augmented in vivo exposure therapy for specific fears: A randomized clinical trial.

Exposure therapy is highly effective for anxiety-related disorders, but there is a need for enhancement. Recent trials of adjunctive neuromodulation have shown promise, warranting evaluation of transcranial direct current stimulation (tDCS) as an augmentation. In a double-blind, placebo-controlled trial, contamination- and animal-phobic participants (N = 49) were randomized to active tDCS (1.7 mA, 20 min; n = 27), or sham tDCS (1.7 mA, 30 s; n = 22), followed by 30 min of in-vivo exposure. Active tDCS targeted excitation of the left mPFC and inhibition of the right dlPFC; polarity was counterb

Occurrence of Cerebrovascular Diseases Decreased after the Great East Japan Earthquake and Tsunami of 2011.

BACKGROUND: A temporary increase in the occurrence of cerebrovascular diseases (CVDs) after the Great East Japan Earthquake and Tsunami of 2011 was reported; however, no studies have been conducted to investigate long-term effects. We assessed the long-term impact of the disaster on the incidence of CVDs. METHODS: Incidence data for CVDs from 2008 to 2017 were acquired from the population-based Stroke Registry with an inventory survey of Iwate Prefecture, Japan. Part of the coastal area in Iwate Prefecture was mildly flooded and the other part was severely flooded. Age-adjusted incidence rate

Imaginal exposure exacerbation revisited: Deconstructing patient characteristics associated with worse reactions to the initiation of imaginal exposure in PTSD.

OBJECTIVE: This study examines whether imaginal exposure leads to symptom exacerbation, systematically comparing individuals who received prolonged exposure (PE) to those who received pharmacotherapy. The study also examined whether common clinical features increase the likelihood of symptom exacerbation. METHOD: In 151 men and women with PTSD, we examined rates of reliable exacerbation of PTSD and depression symptoms after initiation of imaginal exposure and compared it to those receiving sertraline. We also examined relationships between exacerbation, treatment outcome, dropout, imaginal di

A CGE Framework for Modeling the Economics of Flooding and Recovery in a Major Urban Area.

Coastal cities around the world have experienced large costs from major flooding events in recent years. Climate change is predicted to bring an increased likelihood of flooding due to sea level rise and more frequent severe storms. In order to plan future development and adaptation, cities must know the magnitude of losses associated with these events, and how they can be reduced. Often losses are calculated from insurance claims or surveying flood victims. However, this largely neglects the loss due to the disruption of economic activity. We use a forward-looking dynamic computable general e

Natural Disasters and Public Health.

2018 brought multiple, unprecedented natural disasters, including hurricanes, floods, and in the United States, the deadliest wildfire in California's history. After the immediate emergency is over and the media attention wanes, communities must deal with the long process of recovering and rebuilding. Yet, some of the greatest challenges that disaster victims face come not only from the disaster itself but also from the long-term health problems stemming from the event. In the immediate aftermath, physical injuries and infections must be treated and controlled. Long-term needs include mental a

Drivers for coping with flood hazards: Beyond the analysis of single cases.

Flood risks continue to pose serious threats to developing countries with dire ramifications for livelihoods. Yet, contemporary research on determinants for coping with flood hazards is driven mostly by individual cases with less effort to systematically identify coping strategies across multiple floods. This research analyses potential determinants of coping strategies to flooding across multiple floods using two case studies in Cameroon. Via empirical research and qualitative or descriptive statistical analysis, the research investigated how human, social, and economic or financial variables

Facilitating Community Risk Communication for Wide-Area Evacuation during Large-Scale Floods.

Large-scale floods have been occurring more frequently in Japan as a result of current global weather anomalies, yet evacuation procedures face several issues. These include low evacuation rates of citizens, wide-area evacuation by car, and residents who cannot evacuate on their own. For example, in the Kofu Basin, Yamanashi Prefecture, due to the size of the potential inundation area and a population that exceeds 300,000 people spread across 10 municipalities, a large number of residents would have to evacuate across municipal boundaries by car. The author proposed and applied a risk communic

A Risk-Averse Shelter Location and Evacuation Routing Assignment Problem in an Uncertain Environment.

Disasters such as hurricanes, earthquakes and floods continue to have devastating socioeconomic impacts and endanger millions of lives. Shelters are safe zones that protect victims from possible damage, and evacuation routes are the paths from disaster zones toward shelter areas. To enable the timely evacuation of disaster zones, decisions regarding shelter location and routing assignment (i.e., traffic assignment) should be considered simultaneously. In this work, we propose a risk-averse stochastic programming model with a chance constraint that takes into account the uncertainty in the dema

Characters matter: How narratives shape affective responses to risk communication.

INTRODUCTION: Whereas scientists depend on the language of probability to relay information about hazards, risk communication may be more effective when embedding scientific information in narratives. The persuasive power of narratives is theorized to reside, in part, in narrative transportation. PURPOSE: This study seeks to advance the science of stories in risk communication by measuring real-time affective responses as a proxy indicator for narrative transportation during science messages that present scientific information in the context of narrative. METHODS: This study employed a withi
