The effect of the COVID-19 pandemic on the baby-friendly community initiative and maternal infant and young child nutrition in Kenya.

BACKGROUND: The COVID-19 pandemic led to decline in access and utilization of the baby-friendly community initiative (BFCI) which is being implemented in Kenya. The impact of the pandemic on the BFCI and on maternal and child health and nutrition has not been documented. We undertook a qualitative study that assessed the effect of the COVID-19 pandemic on the baby-friendly community initiative (BFCI) activities, maternal and child health (MCH) services and maternal, infant and young child nutrition (MIYCN) practices in Kenya. METHODS: Data on the impact of the pandemic on the BFCI activities,

Innovations in plans of safe care implementation for infants with prenatal substance exposure.

INTRODUCTION: Federal legislation requires states to notify child welfare agencies of all newborns affected by prenatal substance exposure and to develop a plan of safe care (POSC). However, there is substantial variation in how states implement POSC and no best-practice standards. This study explored innovative state practices to understand how POSC policies can best support affected children and families across policy, health system, and child welfare contexts. METHODS: We conducted qualitative interviews with national experts on perinatal substance use policy, as well as state officials an

COMPARATIVE ANALYSIS OF MATERNAL AND CHILD HEALTH CARE IN THE MEMBER STATES OF THE EUROPEAN UNION.

The article is devoted to a comparative analysis of the legal provision of maternal and child health care in the member states of the European Union (EU). The relevance of the study lies in the analysis of modern European approaches to the regulation of maternal and child health care, as well as in determining the possibilities of adapting positive experience for states that have embarked on the path of European integration. The methodological basis of the study is a complex of general scientific and special legal methods. As a result of the study, it has been established that the legal regula

Maternal mental health and risk of child protection involvement: mental health diagnoses associated with increased risk.

BACKGROUND: Previous research shows that maternal mental illness is an important risk factor for child maltreatment. This study aims to quantify the relationship between maternal mental health and risk of child maltreatment according to the different types of mental health diagnoses. METHODS: The study used a retrospective cohort of children born in Western Australia between 1990 and 2005, with deidentified linked data from routine health and child protection collections. RESULTS: Nearly 1 in 10 children (9.2%) of mothers with a prior mental health contact had a maltreatment allegation. Alte

What Happens When Child Abuse Pediatricians and CPS Investigators Collaborate? A Study of the Multidisciplinary Pediatric Education and Evaluation Consortium.

The Multidisciplinary Pediatric Education and Evaluation Consortium (MPEEC) is a medically directed program that mandates real-time interagency collaboration among child abuse pediatricians (CAPs), child protective services (CPS) investigators, and law enforcement. MPEEC provides consultation resulting in a definitive medical opinion regarding manner of injury when allegations of serious harm involving children less than three years old living in Chicago are reported to Illinois Department of Children and Family Services (DCFS). This study is the first to link data from a medically directed, i…

Linked Child Welfare and Medicaid Data in Kentucky and Florida Highlights Racial Disparities in Access to Care.

Parents with serious mental health (MH) and substance use disorders (SUD) can face profound challenges caring for their children. MH/SUD treatment can improve outcomes for both parents and their children. This study evaluated whether parents with Medicaid with MH/SUD conditions whose children had child protective services (CPS) involvement were receiving MH/SUD treatment and whether receipt differed by race. We analyzed the 2020 Child and Caregiver Outcomes Using Linked Data (CCOULD) which contains Medicaid and child welfare records from Kentucky and Florida on 58,551 CPS-involved caregivers. …

Mental Health of Early and Prolonged Parent-Child Separated Children in Chinese Immigrant Families: A Qualitative Study With Parent-Child Dyads.

Parent-child separation is a global crisis that has affected child and family well-being. Many low-income Chinese immigrant families in the US practice early and prolonged separation, sending US-born infants ("satellite babies") to China for extended family care and reuniting them around school age. However, little research has explored child mental health post-reunification, especially based on parent-child dyad reports. The present qualitative study explored child mental health based on key informative interviews from affected families (N= 24 parent-child dyads; N girls=12; Mean child age= 1

Some reflections from the past and some ideas for the future: The 2014 Kempe Oration.

Although the physical features of child abuse had been described before 1962, it was Henry Kempe et al.'s article "The Battered Child Syndrome" that is regarded as the beginning of widespread awareness and acceptance of this previously hidden problem. It was another 15 years before child sex abuse started to receive similar widespread recognition. As awareness of child abuse increased, its size became apparent. Funds were poured into child abuse detection and Child Protective Services, although evaluation of the effects of these initiatives did not proceed at the same pace. In those early days…

Reflections of parents of children with 22q11.2 Deletion Syndrome on the experience of receiving psychiatric genetic counseling: 'Awareness to Act'.

Individuals with 22q11.2 deletion syndrome (22qDS) have a 25%-41% risk for a psychotic disorder. Although early intervention for psychiatric conditions leads to the best long-term outcomes, healthcare providers often provide inadequate information about these issues and psychiatric services are underused by this population. We conducted semi-structured interviews with parents of children with 22qDS a month after they received psychiatric genetic counseling (pGC), to evaluate outcomes and perceived value of pGC with respect to parents' needs. Using grounded theory, we generated a theoretical fr

Child physical abuse in Bahrain: a 10-year study, 2000-2009.

To improve the understanding of child physical abuse, assess its magnitude, and identify the presentations and the characteristics of the victims, their families and the offenders, we carried out a retrospective review of 237 child physical abuse cases evaluated over 10 years (2000-2009) in a tertiary hospital in Bahrain. Mean age of the children was 7 years, 58% were males. The annual number of reported cases increased from 11 in 2000 to 54 in 2009. Skin manifestations were seen in 59.0%, fractures in 10.5% and head injuries in 9.7%. The perpetrators were adults (89%), males (64%) and known t

Proportionate investigations: What ten years of re-referral and recurrence data reveal about child protection risk patterns in Norway.

BACKGROUND: Repeat involvement with child protection and welfare services (CWS) is common, yet re-referrals and recurrence are often treated as interchangeable outcomes despite potentially reflecting different underlying processes. Evidence from Norway on the timing and predictors of repeat involvement remains limited. OBJECTIVES: This study examines the timing and predictors of re-referrals and recurrence following a first referral to CWS, and assesses whether these outcomes represent distinct patterns of system involvement. PARTICIPANTS AND SETTING: Using national administrative data, a co
