Qualitative exploration of family perspectives of smoke-free mental health and addiction services.

The significant health disparities experienced by people with mental illness indicate the need for mental health service improvement. This qualitative study explored family and whānau (Māori family group) perspectives of smoke-free mental health services. Thematic analysis found that family and whānau identified a number of barriers to the implementation of successful smoke-free policy, including lack of coordination and consistency, and limited, if any, family and whānau inclusion. Family and whānau discussed smoking as a strategy for coping with anxiety and boredom; therefore, the need for o…

Student Experiences With Community-Based Enforcement of a Smoke-Free University.

A common approach to enforcing a university smoke-free policy is through "community-based" enforcement, in which the entire campus community is responsible for asking smokers in violation to abide by the policy. The purpose of the study was to explore university students' experiences with this strategy of enforcing a smoke-free policy. A total of 43 undergraduate students were interviewed regarding their experiences and opinions of community enforcement. The interviews were transcribed and analyzed using phenomenological methods, in which six major themes emerged from the data: Fear (alarm tha…

Post-policy evaluation lags of tobacco and nicotine product policies: a systematic review from the United States, Canada, Australia, and the United Kingdom.

OBJECTIVE: This systematic review examines the time interval between policy implementation and evaluation of behavioral results in tobacco control studies (evaluation lag) as well as reported estimates. Results can help policymakers avoid premature conclusions and make more informed decisions about policy effectiveness. METHODS: We reviewed studies from 2010 onward evaluating the effects of policies implemented at national-level or across majority provinces on behavioral outcomes, including tobacco use, cessation attempts, and secondhand smoke exposure, in the United States, Canada, Australia

The effect of outdoor smoking ban: Evidence from Korea.

To address exposure to secondhand smoke, which is highly prevalent in Korea, local governments have implemented smoking bans at open public places (parks, bus stops, and school zones) since 2011. Exploiting temporal and spatial variation in the implementation dates of these bans, this study estimates their causal effects on individual smoking behavior. The individual-level longitudinal data from the 2009-2017 Korean Labor and Income Panel Study are linked to the smoking ban legislation information from the National Law Information Center. I find robust evidence that outdoor smoking bans increa

Recent evidence on rates and factors influencing smoking behaviours after release from smoke-free prisons: a scoping review.

PURPOSE: Smoke-free prison policies have been introduced in some countries, in part to address very high levels of tobacco use in people in prison. However, relapse rates post-release remain high. This papers aims to improve understanding of post-release smoking and/or vaping behaviour is necessary to inform support for a priority population. DESIGN/METHODOLOGY/APPROACH: The authors searched health, social science and criminal justice databases for studies about smoking/vaping behaviours among people released from smoke-free prisons. Studies were included if they reported primary data and wer

Public Housing Resident Perspectives on Smoking, Barriers for Smoking Cessation, and Changes in Smoking Mandates.

BACKGROUND: Individuals from low-income groups report disproportionate rates of cigarette use, secondhand smoke (SHS) exposure with increased morbidity and mortality. Smoking bans in public housing have been enacted in attempt to reduce tobacco use and SHS exposure among lower income individuals. This study investigated the support needs of tobacco users living in two public housing complexes in Detroit, Michigan (USA), including their perspectives on smoking, resources and barriers for smoking cessation, and the impact of policy changes. METHODS: This is a mixed-methods study, using a qualit

Hospital Safety for Women With Nicotine Addiction.

Hospital smoke-free policies are expanding to include all hospital-owned land and property. Because some women will choose to leave the hospital to satisfy nicotine cravings, smoke-free policies should account for this. Components of a policy can include a carefully designed smoking waiver form, nicotine substitution, smoking cessation education, behavioral counseling and supervised transport of women who choose to leave the hospital to smoke. Education of women and their families, awareness by all staff, and clearly defined guidelines can lead to improved safety.

Supporting smoking cessation and preventing relapse following a stay in a smoke-free setting: a meta-analysis and investigation of effective behaviour change techniques.

BACKGROUND AND AIMS: Admission to a smoke-free setting presents a unique opportunity to encourage smokers to quit. However, risk of relapse post-discharge is high, and little is known about effective strategies to support smoking cessation following discharge. We aimed to identify interventions that maintain abstinence following a smoke-free stay and determine their effectiveness, as well as the probable effectiveness of behaviour change techniques (BCTs) used in these interventions. METHODS: Systematic review and meta-analyses of studies of adult smokers aged ≥ 18 years who were temporarily

Evaluation of Tobacco Control Policies in San Francisco Homeless Housing Programs.

BACKGROUND: The 2014 Surgeon General's Report noted that high smoking rates in vulnerable populations such as the homeless have been a persistent public health problem; smoking prevalence among individuals experiencing homelessness exceeds 70%. Historically, service providers for the homeless have not enacted comprehensive tobacco control policies. METHOD: We conducted a qualitative study of homeless housing programs in San Francisco. Administrators representing 9 of the city's 11 homeless service agencies were interviewed to assess institutional smoking-related policies and cessation program

Tobacco Control Policy in India: Progress and Challenges Quantified Using the Tobacco Control Scale.

INTRODUCTION: One of the most vexing challenges to public health today is the menace of tobacco. Despite the large body of evidence indicating the vast scale of health hazards, tobacco use continues to be a major cause of preventable death. This study was conducted with the objective of quantifying the progress and challenges of the tobacco control policy of India. METHODS: The Tobacco Control Scale (TCS) was used, which has a maximum score of 100 and assesses nine components including, price of cigarettes, smoke-free public and work places, spending on public information campaigns, comprehen

There's no smoke without fire: Smoking in smoke-free acute mental health wards.

BACKGROUND: People who smoke with serious mental illness carry disproportionate costs from smoking, including poor health and premature death from tobacco-related illnesses. Hospitals in New Zealand are ostensibly smoke-free; however, some mental health wards have resisted implementing this policy. AIM: This study explored smoking in acute metal health wards using data emerging from a large sociological study on modern acute psychiatric units. METHODS: Eighty-five in-depth, semi-structured interviews were conducted with staff and service users from four units. Data were analysed using a soci

Smoking in Correctional Settings Worldwide: Prevalence, Bans, and Interventions.

Smoking tobacco contributes to 11.5% of deaths worldwide and, in some countries, more hospitalizations than alcohol and drugs combined. Globally in 2015, 25% of men and 5% of women smoked. In the United States, a higher proportion of people in prison smoke than do community-dwelling individuals. To determine smoking prevalence in prisons worldwide, we systematically reviewed the literature using Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines; we also examined whether prisons banned smoking or treated smokers. We searched databases for articles published between 2

[WHO Framework Convention on Tobacco Control (FCTC) Article 8: protection from exposure to tobacco smoke].

It is necessary to implement 100% smoke-free environments in all indoor workplaces and indoor public places in order to protect people from exposure to second-hand tobacco smoke (SHS). Forty-four countries have already implemented comprehensive smoke-free legislations according to the Framework Convention on Tobacco Control (FCTC) Guidelines on protection from exposure to tobacco smoke. The Occupational Safety and Health Law (OSHL) was partially revised to strengthen the countermeasures against SHS in Japan in 2014. However, the revision was only minimal. Firstly, it is necessary to make effor
