From theory to practice: Protocol adaptations for swift victim identification in the forensic response to the October 7, 2023, Hamas massacre.

The October 7, 2023, massacre in Israel posed unprecedented challenges for disaster victim identification (DVI), requiring adaptations to international forensic protocols to address extreme conditions, including active conflict, fragmented remains, and cultural and religious constraints. The urgency of establishing a list of missing persons and establishing whether individuals were deceased or taken hostage, and in turn distinguishing victims from perpetrators, complicated the process. This study examines the modifications and innovations implemented throughout the DVI operation, integrating i

Repetitive flood victims and acceptance of FEMA mitigation offers: an analysis with community-system policy implications.

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight r

A Case of Persistent Generalized Retrograde Autobiographical Amnesia Subsequent to the Great East Japan Earthquake in 2011.

Functional retrograde autobiographical amnesia is often associated with physical and/or psychological trauma. On 11 March 2011, the largest earthquake on record in Japan took place, and subsequent huge tsunami devastated the Pacific coast of northern Japan. This case report describes a patient suffering from retrograde episodic-autobiographical amnesia for whole life, persisting for even more than five years after the disaster. A Japanese man, presumably in his 40s, got police protection in April 2016 but was unable to respond to question about his own name. He lost all information about his p

Perceived Workplace Interpersonal Support Among Workers of the Fukushima Daiichi Nuclear Power Plants Following the 2011 Accident: The Fukushima Nuclear Energy Workers' Support (NEWS) Project Study.

OBJECTIVE: The 2011 Fukushima Daiichi nuclear accident was the worst nuclear disaster since Chernobyl. The Daiichi workers faced multiple stressors (workplace trauma, victim experiences, and public criticism deriving from their company's post-disaster management). Literatures suggest the importance of workplace interpersonal support (WIS) in enhancing psychological health among disaster workers. We sought to elucidate the role of their demographics, disaster-related experiences, and post-traumatic stress symptoms on perceived WIS. METHODS: We analyzed self-report questionnaires of 885 workers

Improving Management of Limb Injuries in Disasters and Conflicts.

It has become clear that disaster relief needs to transition from good intentions or a charity-based approach to a professional, outcome-oriented response. The practice of medicine in disaster and conflict is a profession practiced in environments where lack of resources, chaos, and unpredictability are the norm rather than the exception. With this consideration in mind, the World Health Organization (WHO; Geneva, Switzerland) and its partners set out to improve the disaster response systems. The resulting Emergency Medical Team (EMT) classification system requires that teams planning on engag

Child trafficking in Europe: what is the paediatrician's role? : A statement by the European Academy of Paediatrics.

UNLABELLED: Child trafficking is among the most lucrative criminal activities in the world and growing rapidly. Poverty, natural disasters, armed conflicts and, in particular, migration put vulnerable children at high risk of trafficking. Accurate statistics on child trafficking are not available due to its illegal nature. Moreover, trafficking may not be consistently recorded and reported by European countries, mainly because of different perceptions as to who is considered a victim of trafficking. Around 4000-5000 children were identified as presumed victims of trafficking in European Union

Analysis of rugae in burn victims and cadavers to simulate rugae identification in cases of incineration and decomposition.

The most challenging situations in Forensic Odonto-Stomatology are mass disasters, where the forensic dentist is usually confronted with charred human remains or heavily decomposed or fragmented bodies. This article determines the extent of preservation of palatal rugae for use as an alternative identification tool in such situations, using a study group comprising burn victims and cadavers simulating forensic cases of incineration and decomposition. The thermal effects and the decomposition changes on the palatal rugae of burn victims with panfacial third degree burns and human cadavers in st

The mental health impact of volunteering in a disaster setting: a review.

This article reviews the literature on mental health of volunteers after working in disasters. When mobilized they often are a community's major source for rescue and recovery. PsychINFO, PubMED, and Web of Science were searched for relevant articles published until October 2009. Of 448 articles screened, only 9 articles fulfilled our inclusion criteria. They examined the aftermath of earthquakes (4 articles), terrorist bombings (1), explosions (1), aviation disasters (1), tsunami (1), and a bus accident (1).Findings showed that, compared with professional workers, volunteers tend to have high

Development of Point-of-Care Testing for Disaster-Related Infectious Diseases.

After disaster, the victims lose their safe lives and are even exposed to nature where they could suffer from animal bites and vectors followed by suffering from zoonosis or vector-born diseases. Because of the urgent need for rapid and cheap diagnosis for infectious diseases after disaster, anonymous questionnaire clarified that leptospirosis, dengue, diarrhea, and cholera were recognized as common disaster-related infections in the Philippines, while diarrhea and pneumonia were more common in Indonesia. It should also be noted that infectious disease itself such as tuberculosis associated wi

Beirut Explosion: The Largest Non-Nuclear Blast in History.

A massive explosion have ripped Beirut on August 4, 2020, leaving behind more than 6000 casualties, 800 regular floor admissions, 130 intensive care unit admissions, and over 200 deaths. Buildings were destroyed, hospitals in Beirut were also destroyed, others became nonfunctional. A disaster code was initiated in all the hospitals. Victims were transported by the Lebanese Red Cross or by volunteers to the nearest hospital that was still functional. Hospitals were flooded in patients, the coordination between health care centers was missing. Each hospital was functioning to its maximum capacit

Female victimization and intimate partner violence after the May 12, 2008, Sichuan earthquake.

This study investigates the impact of the earthquake that occurred on May 12, 2008 in Sichuan, China on stressed families already experiencing domestic violence. We hypothesized that cumulative postdisaster stress would increase marital aggression and that the well-being of victims would deteriorate following the quake. A total of 186 women were recruited for this study. Results show that all types of family violence, including psychological aggression and physical violence between partners, increased after the earthquake. We provided preliminary evidence that psychological aggression was sign

A myth too tough to die: the dead of disasters cause epidemics of disease.

Myths abound in the practice of health care, death, and disease. Akin to the old adage of swallowing camels and straining gnats, the myth that mass fatalities cause epidemics of disease following natural or other disasters is alive and well. Despite the findings of observers, microbiologists, epidemiologists, and other scientists, even medical doctors and public health professionals lend support to the ancient belief and rush into mass graves or mass cremations the bodies of those victims of trauma in a disaster. Putting this myth to rest depends on use of information concerning the transmissi

Appropriateness of DSM-III-R criteria for posttraumatic stress disorder.

This research examines the DSM-IIIR criteria for posttraumatic stress disorder (PTSD). The study questions whether the psychiatric sequelae resulting from exposure to extraordinary traumatic events (stressor criterion A) do in fact differ from the sequelae resulting from exposure to more common yet stressful life experiences. The study also examines whether PTSD sequelae (criteria B-D) accurately describe the responses of victims even of extreme events fitting the DSM-III-R definition of stressor. The study included data from both St Louis victims exposed to floods and/or unsafe dioxin levels,

A case of Apophysomyces trapeziformis necrotizing soft tissue infection.

Mucormycosis is a rare and devastating disease. Apophysomyces trapeziformis is an environmental mold that was recently implicated in several cases of cutaneous and soft tissue mucormycosis in victims of a tornado in Joplin, Missouri. Here, we report a case of Apophysomyces trapeziformis necrotizing soft tissue infection in a resident of Joplin 10 months after the disaster and without preceding trauma. Aspects of histological and microbiological diagnosis are also reviewed.

Disaster nephrology: a new concept for an old problem.

Natural and man-made mass disasters directly or indirectly affect huge populations, who need basic infrastructural help and support to survive. However, despite the potentially negative impact on survival chances, these health care issues are often neglected by the authorities. Treatment of both acute and chronic kidney diseases (CKDs) is especially problematic after disasters, because they almost always require complex technology and equipment, whereas specific drugs may be difficult to acquire for the treatment of the chronic kidney patients. Since many crush victims in spite of being rescue
