One of the many concerns of disaster recovery specialists is how to create disaster recovery scenarios, strategies and related solutions that meet the vision of management while building solutions for the critical business process within budget, with refined technical resources and operational and maintenance processes and procedures similar to those utilised in production. Rather than consider disaster recovery as a separate environment from production, this paper suggests that there are areas where the disaster recovery solution can map more closely to production solutions to better manifest

The process of measuring the overall maturity of a disaster recovery programme can be accomplished by measuring the maturity of the individual processes that make up the programme, and then looking at the results in aggregate. For each process, two aspects require particular attention: the maturity of the process itself, and the extent to which the process is utilised through the organisation as a whole. This paper discusses the process of measuring process maturity, and outlines a practical methodology for applying that process to the appraisal of disaster recovery programmes. It discusses th

The incidence of natural disasters is on a steep rise, as are the costs associated with recovering from such incidents. Financially, this trend is unsustainable. In the USA, for example, severe reductions have been imposed on the grant funds available for distribution by the Federal Emergency Management Agency. Compounding this, failure to understand the intricacies of complex and ever-changing federal regulations can lead to costly 'take-backs' by funding agencies. This paper discusses the importance of establishing a disaster cost-recovery strategy before disaster strikes. Such a strategy wi

The need for more qualified liaison officers serving in a variety of emergency response roles from various critical emergency management (EM), law enforcement, and first response organizations is at an all-time high due to the variety of significant national disasters and emergencies our country endures. Moreover, having more qualified and accessible liaison officers would act as a "force multiplier" when serving our communities devastated by a hurricane, wildfire, ice storm, or a man-made tragic event, such as an active shooting situation. To that end, more qualified personnel from all parts

Globally, disasters appear to be growing in frequency, intensity and cost. While national governments provide varying levels of assistance to affected populations and regions, are local agencies doing what they can to prepare for the next disaster? This article discusses what can be done, sometimes at minimal cost, to be better prepared to recover economically from the next disaster.

In a disaster, businesses face concurrent challenges of maintaining business continuity required to keep the business open, while reacting, responding and recovering from the chaos and impacts of the disaster. This article takes the reader through the conceptual and practical facets of the Incident Command System, the framework components, organisation structure, incident deployment methodology and common documentation. Each framework component is taken from its concept definition and drilled down into a description of high-level implementation. It is then sewn together to show how Incident Co

In cases of accidental hazardous materials (HAZMAT) release, several emergency management responses can be taken to maintain the safety of the living environment. This study focuses on building a long-range planning, urban development model for hazards addressing where development zones should be located to mitigate exposure to HAZMAT and minimize evacuations. Interviews and meta-analytic manipulation of data were used to demonstrate flaws in three industrial cities' disaster management plans. These data were also used to influence development in plain model areas where hydrogen sulfide or oth

As natural hazards increase and intensify, nurses can support patient, family, and community well-being by promoting disaster readiness. Brief, tailored, and timely patient education during minor and routine visits is one avenue to do so. A more prepared community can decrease illness and injury, lessen health care system burden, and increase resilience to disasters. This article provides accessible disaster readiness messages that nurses can model and utilize in health care interactions. The all-hazards approach and common hazards preparedness are addressed. Several case studies are presented

The electric grid is increasingly a major component in the impact of and recovery from disasters. Ultimately, investments in grid resilience help to sustain the ability of a community to withstand and recover after a disaster by mitigating the effects of widespread power outages and hardening critical infrastructure to better withstand and recover from disasters. This notion of 'resilience', however, has generally been more theoretical and aspirational rather than something that can be quantified and ultimately integrated into systems evaluation and decision-making paradigms. This paper descri

This study investigates the mitigating influence of business continuity management (BCM) with respect to supply chain disruptions. Using a dataset from the 2017 BCI Supply Chain Resilience Report, the authors conduct partial least square-based structural equation modelling with reflective constructs for both exogenous and endogenous variables. The results demonstrate that BCM reduces vulnerability and mitigates the impact of supply chain disruptions on operational performance. The study highlights BCM's contribution to such important components of supply chain resilience as visibility, collabo

When an emergency occurs, organisations have a limited amount of time to respond before the consequences become increasingly worse. Implementing an effective emergency management notification system can help avoid potentially catastrophic outcomes. This paper provides recommendations for achieving buy-in from stakeholders as well as tips to properly implement, test, audit and improve results.

INTRODUCTION: The increasing number of older people and their vulnerability to disaster and medication preparedness as the primary elements of disaster mitigation are necessary to reduce the impact of a disaster. Nevertheless, research on natural disasters and medication preparedness in the elderly population is still lacking. This review aimed to explore natural disaster and medication preparedness among elderly.
METHODS: This review was guided by the Arksey & O'Malley methodological framework and reporting accordance to PRISMA-ScR. A scoping review was performed using the following four dat

Over the last two years, agencies have experimented with new systems and tactics to reach as many people as possible with critical preparedness information. This paper describes how COVID-19 forced FEMA Region 10 to adapt its public education and outreach strategy to a fully online space in order to keep the public informed about potential disasters. The paper discusses how the Individual and Community Preparedness team at FEMA Region 10 reaches thousands of people around the world by hosting regular webinars, live events, workshops and training sessions, and publishing a monthly newsletter. When large-scale disasters impact entire communities, those communities must in turn collectively negotiate the recovery process and associated recovery decisions. While these decisions affect the recovery outcomes of the community as a whole, they also affect the community's constituent members. How resources are allocated, and which interests are privileged during recovery can contribute to the varying recovery outcomes experienced by different members of a community. In this context, the process of deciding who gets what, when and how during recovery becomes especially relevant. This paper

This paper examines the impact of business demand changes on organisational recovery within the post-disaster context. Drawing on data gathered from organisations five years after the Canterbury 2010/11 earthquakes, the paper details a number of patterns of demand for goods and services and the subsequent ability of organisations to meet such demand. It is argued that business continuity planners should not underestimate the effects of interrupted demand chains as part of risk mapping. Proactive movement towards resilience thinking, that specifically includes engagement with the management of

This paper explores the significance of supply chains to modern economies and the brittle nature of those supply chains. It considers how this brittleness is increasingly exposed by an array of threats, both natural and manmade, as well as the pressures placed on supply chains from rapid changes in society's expectations and priorities, including with respect to globalisation and ethical considerations. The paper establishes why resilience matters, setting out the degree to which known risks are mitigated and assessing the current status of supply chain resilience. Finally, practical technique

The decision to automate any part of a resilience programme may be straightforward, but translating that decision into a successful software selection and implementation demands complete, detailed scoping and a commitment to a culture of ongoing change and improvement. This paper provides an approach to the design of supporting reporting and data frameworks and models, up to the point of requests for information or proposal. It also provides suggestions on embedding an ongoing change process, and guidance and watch-points at each stage. This should in turn ensure that software selection is inf

Many organisations are being asked to respond more quickly and more decisively to critical events, but with fewer resources. However, without an end-to-end process for dealing with critical events, it is nearly impossible to satisfy this mandate. Where organisations are relying on manual processes and disjointed systems, they cannot manage these events efficiently and effectively. In addition, security, operations and risk professionals lack the time to react or even avoid the negative consequences of these events. This paper explains why the traditional approach to managing critical events is
