Reported contact with child protection services among those reporting child physical and sexual abuse: results from a community survey.

OBJECTIVE: This study uses results from a large community survey to examine the relationship between a history of child maltreatment and self-reports of contact with Child Protection Services (CPS). METHODS: The Ontario Health Supplement was a province-wide, probability-based survey of household dwellings in the province of Ontario, Canada. A random sample of residents aged 15 and older participated in the Ontario Health Supplement (N=9953). A face-to-face interview included a question about contact with Child Protection Services (CPS), and the Child Maltreatment History Self-Report, a self-a

Prenatal opioid use disorder and child protective service involvement: Does consistent treatment matter?

BACKGROUND: Infants born to individuals with opioid use disorder (OUD) often face greater scrutiny from child protective services (CPS), particularly in states like Wisconsin that mandate reporting for prenatal substance exposure. While consistent medication for opioid use disorder (MOUD) is recommended to stabilize the prenatal environment, such mandatory reporting policies may discourage seeking treatment. METHODS: This research used Wisconsin's linked administrative data to estimate associations between prenatal OUD diagnosis and CPS involvement, focusing on variation therein by MOUD treat

Longitudinal trajectories of depressive symptoms among sexually abused adolescents involved in child protection services.

BACKGROUND: Childhood sexual abuse (CSA) contributes to depression in several populations. However, there is a significant lack of longitudinal research on depressive symptoms among sexually abused adolescents involved in Child Protection Services (CPS). Given the systemic challenges in CPS research, it is also unclear as to whether depressive symptoms vary according to CSA severity. OBJECTIVE: The research aimed to determine whether depressive symptoms increased over time and to assess whether CSA severity predicted the variation of change in depressive symptoms over time. Children in child protective services custody experience higher risk of intramuscular medication and physical restraints in a pediatric emergency department.

OBJECTIVE: To assess the association between child protective services (CPS) involvement and the risk and timing of intramuscular (IM) medication or physical restraint use in pediatric patients presenting to the emergency department (ED) with behavioral health concerns. METHODS: An electronic health record dataset spanning January 2021 to October 2023 was retrospectively analyzed. Individual cumulative incidence plots and Cox regression models were created to model the risk and risk rate of receiving either IM medication or being physically restrained by different levels of CPS involvement. Does paternal criminal legal system involvement increase children's risk of child protective services contact? Evidence from Wisconsin linked administrative data.

BACKGROUND: Research shows a strong overlap between paternal criminal legal system (CLS) involvement-especially incarceration-and children's involvement with Child Protective Services (CPS) and foster care placement. OBJECTIVE: To examine three explanations for the CLS-CPS overlap: (1) selection processes where a common set of factors drive CLS and CPS involvement, (2) mechanical processes, such as mandatory reporting by law enforcement to CPS, or (3) consequences that stem from paternal CLS involvement, such as reduced economic resources or increased harsh parenting. Review of state laws for reporting or notification requirements for prenatal substance exposure of newborns to child protective or welfare services.

INTRODUCTION: Some state laws include language that require reporting or notification of prenatal substance exposure to child protective or welfare services. There is variation in the requirements specified in state laws. METHODS: Using a cross-sectional legal epidemiology study design, we examined state laws in the United States (all 50 states and the District of Columbia) as of -December 2020, to identify language describing reporting or notification requirements for prenatal substance exposure of newborns to child protective or welfare services. We assessed whether these state laws include

A Longitudinal Examination of Developmental Covariates of Sexual Behavior Problems among Youth Referred to Child Protection Services.

Little is known about the development of childhood sexual behavior problems (SBP) in terms of continuity and discontinuity into adolescence. Prior studies have espoused a nondevelopmental approach focusing on the clinical profiles of these youths at the time of their referral. To address this gap, the current study proposes an examination of the developmental covariates involved in the continuity of SBP among a sample of 340 children and adolescents referred to Child Protection Services (CPS) in Quebec, Canada. Children's CPS contacts from birth up to age 17 were inspected, allowing to recreat

Levels of Involvement with Child Protection Services Associated with Early Adolescent Police Contact as a Victim and Person of Interest.

The relationship between childhood maltreatment and subsequent offending/victimization is well established. However, the magnitude of this relationship for different levels of child protection services (CPS) involvement is poorly understood, due to measurement issues, lack of longitudinal data, and reliance on reports of substantiated maltreatment, which can underestimate the impact of maltreatment. This study examined associations between CPS involvement during childhood (ages 0 to <11 years) and police services contact (as a victim and/or a person of interest) for criminal incidents in early

Child Protective Services referrals in cases of sudden infant death: a 10-year, population-based analysis in San Diego County, California.

The potential diagnostic significance of prior family referral to Child Protective Services (CPS) in cases of sudden infant death is unknown. Therefore, the authors retrospectively searched for CPS data for the 5-year referral history on all 533 families whose infants died suddenly from Sudden Infant Death Syndrome (SIDS), other natural diseases, accidents, or inflicted injuries and underwent postmortem examination by the medical examiner during a 10-year period. No family had more than one infant death. At least 27% of the families in each group had at least one CPS referral. The data suggest

"I was alone. No one offered me a real intervention": Israeli child protection services as experienced by adults who underwent child sexual abuse.

BACKGROUND: Many children worldwide come into contact with child protection social workers (CPSW) following child sexual abuse (CSA). Surprisingly, little is known concerning how they experience and perceive these encounters. OBJECTIVE: The current study was designed to examine the way adults who underwent CSA experienced and perceived child protection services (CPS) in Israel as conveyed in their written testimonies. METHOD: The current sample included 83 written testimonies sent to the Israeli Independent Public Inquiry on CSA, analyzed using inductive thematic analysis. RESULTS: The part

Sleep ecology, objective sleep characteristics and behavior problems in preschoolers referred to child protection services: An exploratory study.

BACKGROUND: Exposure to environmental risk factors increases the negative impact maltreatment has on children's development. Sleep ecology (i.e., sleep hygiene and home sleeping conditions) can be one of these factors. Poor sleep hygiene and suboptimal home sleeping conditions can alter sleep characteristics, which in turn, may lead to behavior problems (BPs), highly prevalent in maltreated preschoolers. OBJECTIVES: Describe sleep ecology in maltreated preschoolers and explore associations between their sleep ecology, objective sleep characteristics and BPs. METHOD: Parents (n = 22) complete

The Prevalence of Post-Traumatic Stress Disorder in Birth Parents in Child Protection Services: Systematic Review and Meta-analysis.

BACKGROUND: Birth parents of children in the statutory child protection system have disproportionally high rates of trauma exposure and mental health problems, however, little is known about the extent to which this population display symptoms of Post-Traumatic Stress Disorder (PTSD) or Complex PTSD. This study provides a systematic review and meta-analysis of the PTSD rates in parent samples involved in the child protection services. METHOD: Articles were identified by searching PSYCINFO, Medline, CINAHL, and PILOTS. The search included terminology pertaining to parents, trauma, and child pr

Childhood Maltreatment and Child Protective Services Involvement Among the Commercially Sexually Exploited: A Comparison of Women Who Enter as Juveniles or as Adults.

A risk for commercial sexual exploitation is childhood maltreatment. It's unknown whether juveniles in commercial sexual exploitation experience more childhood maltreatment than adults or how involved child protective services is in investigating maltreatment, a focus of this study. Women (N = 96) who sold sex commercially completed a cross-sectional questionnaire. Descriptive statistics, t tests, chi-squares, and odds ratios were used to examine differences in background, childhood maltreatment, and child protective services involvement by juvenile or adult entry. Although 93% of participants

Contact with child protection services during pregnancy: a cross-sectional study using the eLIXIR Born in South London, UK maternity-child data linkage.

BACKGROUND: In the last decade, rates of children with child protection agency involvement have increased in many high-income countries, including the UK. Disparities in both maternal and child health outcomes as well as child welfare referrals have been widely evidenced, yet no previous research has investigated contact with child protection agencies in the UK (Children’s Social Care, CSC) during pregnancy using linked maternity and mental health records. The aim of this study was to investigate characteristics of pregnant women when child protection agencies are involved and investigate what

Reading and numeracy attainment of children reported to child protection services: A population record linkage study controlling for other adversities.

BACKGROUND: Maltreated children are at risk of poor educational outcomes, but also experience greater individual, family, and neighbourhood adversities that may obscure an understanding of relationships between child protection involvement and educational attainment. OBJECTIVE: To examine associations between child protection involvement and 3rd- and 5th-grade reading and numeracy attainment, while controlling multiple other adversities. PARTICIPANTS AND SETTING: Participants were 56,860 Australian children and their parents from the New South Wales Child Development Study with linked multi-

Challenges of Drug Testing in Addiction Treatment: A Case Report of Protracted Fentanyl Clearance in a Patient Involved With Child Protective Services and Probation.

Fentanyl, a potent synthetic opioid, has been linked to an increasing number of overdose deaths in the United States. It began replacing heroin in the illicit drug supply in 2013, and now contributes to both drug-related criminal offenses and the need for treatment. Its unique pharmacokinetics complicate the role of drug testing, which is a ubiquitous practice in both criminal justice and treatment settings. Still, there exists no clear consensus on the role of drug testing in clinical practice for patients involved in the criminal justice system. In this case report, we describe an adult fema

The Swedish social services' police reporting and children's access to protection and support in child abuse cases: A quantitative content analysis.

BACKGROUND: The UN Convention on the Rights of the Child prohibits all forms of violence against children. Sweden was early in introducing a ban on disciplinary violence; however, difficulties have been noted in identifying children in need of protection and providing help for children exposed to violence. OBJECTIVES: The purpose of this study was to explore the social services' police reporting and children's access to protection and support in cases of physical and sexual child abuse. METHODS: The sample consisted of 291 child welfare reports from three Swedish municipalities. Data were co

Early life adversities and polyvictimization in young persons with sexual behavior problems: A longitudinal study of child protective service referrals.

There is scarce research on children and youth with sexual behavior problems (SBP) and their developmental antecedents and the research that does exist is mostly retrospective and correlational. While prior research focused on the central role of sexual victimization, recent research suggests that young persons with SBP are exposed to a series of adversities not limited to child sexual victimization and require multifaceted assessment and intervention using a developmental life course perspective. The current study includes an examination of the complete longitudinal sequence of child protecti

Effect of home environment on academic achievement in child protective service-involved children: Results from the second national survey of child and adolescent well-being study.

BACKGROUND: Children involved with Child Protective Services (CPS) have been shown to have lower academic achievement. It is unclear whether certain qualities of the home environment can optimize academic achievement in this vulnerable population. OBJECTIVE: This study sought to determine whether home environments with higher levels of emotional support and cognitive stimulation predict later academic achievement and whether this relationship is moderated by placement type (i.e. biological/adoptive parent care, kinship care, or non-kinship foster care).
