Effects of formal center-based care and positive parenting practices on children in foster care.

BACKGROUND: The current study examined whether children in foster care have better cognitive and social-emotional outcomes at kindergarten age when they enroll in formal center-based care and when they receive positive parenting practices at home. OBJECTIVE: Two primary questions were addressed: (1) Do children in foster care who attended formal center-based care (including Head Start) have higher cognitive and socio-emotional outcomes than children in foster care who did not attend formal center-based care? (2) Does positive parenting practice promote better cognitive and socio-emotional out

Potential traumatic events and symptoms of post-traumatic stress in unaccompanied refugee minors-a comparison with youth in foster care.

Building knowledge on how child welfare services (CWS) should tailor services for unaccompanied refugee minors (URMs) is important. URMs and youth in foster care are high-risk groups taken care of by the CWS in Norway. Little is known on whether knowledge gained from youth in foster care can inform services for URMs, and if these groups are comparable in terms of experiences of potential traumatic events (PTEs) and post-traumatic stress disorder (PTSD) symptom load. Eighty-one URMs reported PTEs and PTSD-symptoms using an adapted version of the Child and Adolescent Trauma Screen (CATS). Respon

The Reflective Fostering Programme-improving the wellbeing of children in care through a group intervention for foster carers: a randomised controlled trial.

BACKGROUND: The needs of children in care are a government priority, yet the evidence base for effective interventions to support the emotional wellbeing of children in care is lacking. Research suggests that supporting the carer-child relationship, by promoting the carer's reflective parenting, may be an effective approach to improving the wellbeing of these children. METHODS: The study comprises a definitive, superiority, two-armed, parallel, pragmatic, randomised controlled trial, with embedded process evaluation and economic evaluation, and an internal pilot, to evaluate the effectiveness

Neglect subtypes in relation to rereport and foster care entry outcomes.

BACKGROUND: There have been mixed findings on whether neglect increases the risk of re-report and foster care entry compared with other child maltreatment types. Studies suggest that child neglect can be broken into subtypes which, in turn, may lead to different child welfare outcomes. OBJECTIVE: The purpose of this study was to examine whether the re-report and foster care entry outcomes varied by child maltreatment type, specifically the subtypes of neglect. PARTICIPANTS AND SETTING: Data were derived from a regional longitudinal study with linked CPS and state-level administrative data. P

Shared parenting: a new paradigm for the treatment of child abuse.

The thesis of this article is that child abuse can be most effectively prevented by recasting it as a part of a larger problem of inadequately parented families. Services for these families may be offered for voluntary participation. They need not be thought of as treatments since they would be designed to prevent rather than treat injuries. The goal of the services would be to improve the childrearing experiences of children in two ways: by helping their parents to function more effectively and providing whatever elements of parental functioning (nurture, education, discipline, or protection)

Youth at the intersection of parental incarceration and foster care: Examining prevalence, disparities, and mental health.

BACKGROUND: While there are various pathways by which children experience parental incarceration or foster care, involvement in either system is associated with adverse health outcomes. Despite co-occurring risk factors for parental incarceration and foster care, little is known about the prevalence or characteristics of youth navigating both of these experiences. OBJECTIVES: This study details the prevalence of youth at the intersection of parental incarceration and foster care, their demographic characteristics, and heterogeneity in their mental health. PARTICIPANTS AND SETTING: Data come

Identifying treatment moderators of a trauma-informed parenting intervention with children in foster care: Using model-based recursive partitioning.

BACKGROUND: Trauma-informed parenting interventions have been used in child welfare to help caregivers respond to children in trauma-informed ways that can mitigate the effects of maltreatment and build strong caregiver-child relationships. Existing studies support their effectiveness with children and youth involved in the child welfare system. However, to further advance the effectiveness of evidenced-based intervention for child welfare populations, one key step is to identify subgroups of individuals who have different intervention responses or outcomes. OBJECTIVE: To identify pre-treatme

Exploring the support services of foster care leavers: An institutional ethnographic study.

Research has documented the challenges faced by foster care leavers in their transition to independent living or adult lives revolving around education, employment, accommodation, substance use and criminal involvement. Although studies have investigated the support available to foster care leavers, there is inadequate research on the contribution of social service organisations where most foster leavers receive services. More particularly, in Denmark, child welfare services do not reach foster care leavers as a specific target group beyond 23 years. Therefore, the perspectives of foster care

Inter-professional practice in the prevention and management of child and adolescent self-harm: foster carers' and residential carers' negotiation of expertise and professional identity.

Inter-professional collaboration remains a significant concern within healthcare and social care. However, there has been scant attention paid to practices at the interface of clinicians and carers, namely foster carers and residential carers. The present study considers child and adolescent self-harm management and prevention practices as a site of empirical interest due to reports that multi-agency teams are not effectively operating. Drawing upon a grounded theory approach, data were generated via semi-structured interviews and focus groups with residential carers (n = 15) and foster carers

Daisybank 1983-1989. An audit of a residential home preparing adolescents for permanent placements.

This paper describes the evaluation of a small children's home, Daisybank, set up to prepare adolescents, who had been in care for several years, to live in permanent placements. The home seemed largely to fail in this explicit task, but appear to succeed in helping a majority of its residents make substantial progress in coming to terms with their deprived and disrupted lives. It provided them with genuine care and commitment, which they acknowledged and appreciated. We believe that the success of the home needs to be judged by these criteria, since for young people in mid- to late adolescenc

Strengthening foster children's skills: a descriptive study on a trauma-informed group intervention.

Background: Foster children have an increased risk of psychological distress because they often experienced multiple traumatizing events. Untreated trauma and behavioural problems are important risk factors for breakdown of foster placements. Unfortunately, the application of first-choice trauma treatment is often complicated due to avoidance, dysregulation and motivational problems. Objective: The present study investigates whether the group intervention Tame your Dragon improves behavioural functioning and emotion regulation skills in children with trauma-related problems, who are unable or u

Sleep health of children and adolescents in foster and kinship care: A systematic review.

BACKGROUND: Sleep is essential for health and development. Despite known connections between child maltreatment and sleep disturbances, previous reviews have not focused on children's sleep in foster and kinship care. OBJECTIVE: We conducted a systematic review to understand and synthesize the sleep health characteristics of 0-18-year-old children in foster and kinship care. METHODS: We searched seven electronic databases in May 2024 (updated March 2025) and included primary quantitative studies with sleep health (e.g., duration, efficiency, quality) data for children and adolescents in fost

Improving Timeliness of Medical Evaluations for Children Entering Foster Care.

BACKGROUND AND OBJECTIVES: The American Academy of Pediatrics (AAP) recommends children in foster care (FC) have an initial medical evaluation within 3 days of custody initiation; however, this vulnerable population often suffers from disjointed care. Our aim was to improve the mean time to initial foster care evaluation (TIE) from 32 to <7 days within 12 months for children in FC in Durham County, North Carolina. METHODS: This study was a time series, quality improvement project used to target interventions within an academic clinic and a community agency. Interventions were tested through m

Placement Instability Among Young People Removed from Their Original Family and the Likely Mental Health Implications.

BACKGROUND: Young people in out-of-home care are more likely to experience poorer mental and physical health outcomes related to their peers. Stable care environments are essential for ameliorating impacts of disruptive early childhood experiences, including exposure to psychological trauma, abuse and neglect. At present there are very few high quality data regarding the placement stability history of young people in out-of-home care in Australia or other countries. OBJECTIVES: To undertake the first systematic census of background, care type and placement stability characteristics of young p

Mentoring and social skills training: ensuring better outcomes for youth in foster care.

Youth in foster care face significant life challenges that make it more likely that they will face negative outcomes (i.e., school failure, homelessness, and incarceration). While the reason(s) for out-of-home placement (i.e., family violence, abuse, neglect and/or abandonment) provide some context for negative outcomes, such negative outcomes need not be a foregone conclusion. In fact, interventions created to serve at-risk youth could ostensibly address the needs of youth in foster care as well, given that they often face similar social, emotional, and other challenges. Specifically, the aut

Caregivers' Experiences with Oral Health Care of Foster Children in North Carolina: A Qualitative Study.

Purpose: To identify the oral health needs of foster children and barriers to dental care perceived by caregivers in North Carolina. Methods: Based on a semi-structured questionnaire, interviews were completed via video conferencing platform. Interviews were audio-recorded and transcribed, and descriptive thematic analysis was conducted via MAXQDA software to derive recurring themes from the data. Results: Thirty foster parents were interviewed. Lack of comprehensive medical and dental history of the foster child was a common concern. Fifty percent reported their foster child had untreated car

Impact of Medicaid expansion and methadone coverage as a medication for opioid use disorder on foster care entries during the opioid crisis.

Between 2012 and 2018, incidents of opioid-involved injuries surged and the number of children in foster care due to parental drug use disorder increased. Treatments for opioid use disorder (OUD) might prevent or reduce the amount of time that children spend in the child welfare system. Using administrative data, we examined the impact of Medicaid expansion and state support for methadone as a medication for opioid use disorder (MOUD) on first-time foster care placements. Results show that first-time foster care entries due to parental drug use disorder experienced a reduction of 28 per 100,00

Caregivers of victimized children: differences between biological parents and foster caregivers.

Caregivers of children who have been sexually abused often find the experience challenging, especially when the child begins to act out in the home. Many children who have engaged in sexually aggressive, sexually inappropriate, or coercive behaviors with other children are placed in foster care. The purpose of this article is to describe the characteristics of biological parents and their significant others and foster caregivers of sexually aggressive and abusive children. A descriptive, exploratory study was conducted involving 3,149 caregivers (1,764 of them foster caregivers) of more than 8
