Effects of individual risk and state housing factors on adverse outcomes in a national sample of youth transitioning out of foster care.

INTRODUCTION: Compared to their peers, youth who leave the foster care system without permanency experience greater risks for adverse young adult outcomes, including homelessness, incarceration, substance abuse, and early child birth. Extant literature focuses on individual-level factors related to adversity. In this study, we estimated the impact of state and individual-level risk and protective factors on adverse 19-year-old outcomes among a cohort of U.S. transition age youth. METHODS: We used multilevel modeling to analyze prospective, longitudinal data from two waves of the National Yout

Multidisciplinary antenatal care for opiate-using women: Child-care issues.

INTRODUCTION AND AIMS: The fact that particular parents suffer afflictions limiting their ability to care does not mean that they should automatically be deemed unsuitable parents. Prompted by neonatal team concerns about child-care issues, a local multidisciplinary group was set up to care for substance-abusing pregnant women in our region. DESIGN AND METHODS: This project was conducted in order to review the records of all the women who had been discussed at our management planning meetings over the past 5 years. Our assessment tool records were reviewed and analysed using spss. RESULTS: A

A longitudinal study examining the effect of carer-child relationship quality on child's emotional and behavioural difficulties while in care.

Early relationships between a caregiver and their child set the foundations for many aspects of the child's development. Exposure to abuse or neglect can negatively impact the security and stability within these early relationships. The aim of this project was to characterise the association between carer-child relationship quality and child's mental health over a period of 2.5 years. We used data collected between 2011 and 2022 as part of the Best Services Trial (BeST?). The sample consisted of 220 children entering foster/kinship care who were between 0.08 (0.96 months) and 5.58 years at fir

Child Welfare System Involvement in the United States: 2016-2023.

BACKGROUND AND OBJECTIVES: Childhood and family contexts and understanding of communicable respiratory diseases shifted during and after the COVID-19 pandemic. Against this backdrop, competing hypotheses have emerged around children's risks of maltreatment and system contact, highlighting a need for greater understanding of trends in child welfare system involvement before, during, and since the COVID-19 pandemic. This study estimates the cumulative prevalence of several stages of child welfare contact for all US children and across racial and ethnic groups between 2016 and 2023. METHODS: We

Prevention and Intervention Strategies for the Sexual Abuse and Commercial Sexual Exploitation of Children Who Run Away from Foster Care: A Scoping Review.

Literature on human trafficking suggests the vulnerability to commercial sexual exploitation of children (CSEC) and child sexual abuse (CSA) changes by the prevalence of certain risk factors (e.g., runaway), trafficker-used lures (e.g., isolation), and the environmental conditions present at the time of victimization (e.g., foster care). Often, youth in foster care are at high risk for CSEC and CSA victimization associated with runaway instances. This scoping review aims to identify prevention and intervention strategies for CSEC/CSA of youth who run away from foster care. PRISMA scoping revie

Psychiatric disorders and treatment among newly homeless young adults with histories of foster care.

OBJECTIVE: Although foster care placement is often preceded by stressful events such as child abuse, foster care itself often exposes children to additional severe stressors. A history of foster care, as well as the childhood abuse that often precedes it, is common among homeless young adults. This study examined whether a history of foster care was associated with psychiatric disorders, prior psychiatric counseling, prescription of psychiatric medications, and prior psychiatric hospitalization among newly homeless young adults. METHODS: A consecutive sample of 423 adults aged 18 to 21 years

Family Unification Program: Housing Services for Homeless Child Welfare-Involved Families.

The Family Unification Program-a U.S. Department of Housing and Urban Development initiative to facilitate interagency collaboration between the child welfare and public housing service systems-aims to stabilize families at risk for parent-child separation by addressing housing needs. Findings from a randomized controlled trial suggest that families referred to the program experienced lower risk for homelessness and out-of-home placement compared with child welfare services as usual. The findings suggest that housing services offer an effective alternative to foster care.

Mental health and use of health care services in opioid-exposed school-aged children compared to foster children.

Given the concerns raised regarding the effects of prenatal exposure to methadone and buprenorphine on the developmental outcomes of the children, this study assessed mental health and use of services in a national sample of school-aged children (N = 78) born to women enrolled in opioid maintenance treatment during pregnancy, compared with a group of foster children (N = 140). The majority of the opioid-exposed children lived with their birth parent(s) at the time of assessment (N = 62), while 16 lived in foster homes. Caregivers completed the Strengths and Difficulties Questionnaire (SDQ) and

A comparative study of mental health and wellbeing in adopted children, children in foster and kinship care, and the general population.

BACKGROUND: Children with care experience are at elevated risk of poor mental health and wellbeing, yet large-scale comparative studies of placement type, particularly including adoption following a period in care, remain limited. This study examined mental health and wellbeing outcomes across different care arrangements using population-level data from children attending secondary school (age 11 to 16) in Wales, UK. METHODS: Data were drawn from the School Health Research Network 2023 Student Health and Wellbeing Survey, completed by 129,761 children across 202 mainstream schools in Wales, U

Dissociation and Posttraumatic Symptoms in Maltreated Preschool Children.

This study examines dissociation and posttraumatic symptomatology in a sample of maltreated preschool-age children in foster care. Analyses compared Child Behavior Checklist subscale scores for the foster care sample and a community sample, and also examined differences between maltreatment subtypes. Exposure to any type of maltreatment was associated with greater dissociation and posttraumatic symptomatology in this sample. Preschool-age children with documented sexual abuse displayed high levels of posttraumatic symptoms, whereas children with documented physical abuse tended to use dissocia

The road to reunification: Family- and state system-factors associated with successful reunification for children ages zero-to-five.

BACKGROUND: Research suggests that up to one-third of children who reunify re-enter care because of continued maltreatment. For young children, this is particularly detrimental due to rapid brain development during the first years of life. OBJECTIVE: This study examined family- and state child welfare system predictors of successful reunification, or reunification with no reentries into foster care. METHODS: A sample of N=53,789 from the 2012 Adoption and Foster Care Analysis and Reporting System of children ages zero-to-five who reunified was utilized. Children were tracked over the followi

A modified video-feedback intervention for carers of foster children aged 6 years and under with reactive attachment disorder: a feasibility study and pilot RCT.

BACKGROUND: Looked-after children are at risk of suboptimal attachment patterns and reactive attachment disorder. However, access to interventions varies widely and there are no evidence-based interventions for this disorder. OBJECTIVES: (1) To adapt an existing video-feedback intervention to meet the specific needs of foster children in the UK with reactive attachment symptoms, (2) to conduct a case series to road-test the treatment manual and study procedures, (3) to conduct a scoping study of the key hurdles in a pilot trial and (4) to conduct a pilot randomised controlled trial of the ada

Foster Care Status as an Understudied Social Driver of Health Outcomes for Children Needing Cardiac Surgery.

BACKGROUND: Children and youth in foster care (CYFC) are known to have greater health care needs than children not in foster care; however, little is known about the outcomes among those with heart disease. METHODS: This single-center, retrospective study included patients (<18 years) who underwent cardiac surgery between 2017 and 2022. CYFC were identified using institutional medical records. Demographics, clinical characteristics, and outcomes were compared with non-CYFC. Generalized linear models assessed associations with long-term mortality, readmissions, and cumulative hospital days, ad

Sleep health of children and adolescents in foster and kinship care: A systematic review.

BACKGROUND: Sleep is essential for health and development. Despite known connections between child maltreatment and sleep disturbances, previous reviews have not focused on children's sleep in foster and kinship care. OBJECTIVE: We conducted a systematic review to understand and synthesize the sleep health characteristics of 0-18-year-old children in foster and kinship care. METHODS: We searched seven electronic databases in May 2024 (updated March 2025) and included primary quantitative studies with sleep health (e.g., duration, efficiency, quality) data for children and adolescents in fost
